    THE shearing industry has defended its profession against videos released by People for the Ethical Treatment of Animals last week showing shearers abusing sheep.

    Shearing contractors Jason and Diddi Wingfield, of Baldwin Shearing, at Cobram, said they were disappointed and disgusted by the footage (below).

    Employing from 25 to 50 people, the Wingfields said they wouldnt tolerate sheep abuse in their team.

    The approach in our gang is on education and training, Mrs Wingfield said.

    Bridge and Structure Painting Contractors in the US Industry Market Research Report from IBISWorld Has Been Updated - July 13, 2014 by Mr HomeBuilder

    Operators in the Bridge and Structure Painting Contractors industry primarily prepare and complete the painting of bridges, overpasses, trestles and other steel structures. Projects undertaken by industry operators are mainly for public structures, making demand for industry services highly dependent on government funding. This funding originates at the local and state government level and is aided by the backing of the federal government, according to IBISWorld Industry Analyst Edward Rivera. Over the five years to 2014, the economic recession forced many regional governments to cut their highway and structure funding in an effort to balance their budgets. As a result, over the five-year period, industry revenue is expected to decline at an average annual rate of 2.6% to $590.6 million in 2014. With little changes in budgetary constraints, stagnation is expected to continue in 2014, with revenue declining 0.1%.

    Over the past five years, government revenue fell, as rising unemployment resulted in less tax revenue. Further, social safety nets were put in place during this time to help the elderly and those displaced by the loss of employment. Collectively, this contributed to the growing discrepancy between government revenue inflow and expenditures, says Rivera. Although the federal government can operate at a deficit, local and state governments are required to balance their budgets at the end of the fiscal year. As a result, many local and state governments decreased their investments in infrastructure. Because the government accounts for the vast majority of industry revenue, the lack of public funding led to declines across the industry over the five years to 2014.

    In the next five years, industry revenue is expected to grow as the budgetary constraints of the government at the local, state and federal levels are alleviated. In addition, a forecast increase in the amount of miles US drivers cover, population growth and backlogged projects are expected to lead the surge in demand for industry services. One issue to follow over the next five years will be the state of the Highway Trust Fund, which is slated to fail unless some support is offered. As infrastructure has historically been overlooked in the United States, upcoming disputes about funding for public structure maintenance is likely to temper demand for industry services in the five years to 2019.

    Crews continue to finish painting the Cape Fear Memorial Bridge on Tuesday, May 22, 2012.

    Q. Did the contractors who painted the Cape Fear Memorial Bridge pay a fine for not completing the project on time?

    A. N.C. Department of Transportation officials said contractors weren't fined for not completing the painting project on time, but some of their final payment was withheld.

    Jack Provost said $384,000 was docked from the contractor's final payment, in something the department calls "liquidated damages" because of the missed deadline.

    For those unfamiliar, the painting project started in spring 2010 and had periods of inactivity in the winter months because it was too cold to paint.

    Provost said the project was completed in June 2012.

    Q. Does the Kerr Avenue widening project include building a new interchange at MLK?

    A. Once all the projects associated with Kerr Avenue are done, there will be an interchange there, said N.C. Department of Transportation officials. For now, however, officials are working to widen the roadway to a four-lane road.

    Jack Provost, with the DOT, said the current project being done simply widens Kerr from Martin Luther King Jr. Parkway to Randall Parkway.

    CHIPLEY - Members of the Chipley City Council quickly wrapped up their regular meeting Tuesday night after hearing from residents of Chestnut Street who protest the location of the proposed driveway for a new convenience story (see separate story, Page A1 of the July 12 edition of the Washington County News).

    Council members also heard from Chipley Redevelopment Agency (CRA) President Ted Everett, who asked the council to give a formal vote regarding two improvement grants the CRA has available.

    Everett pointed out the city had previously agreed to support the grants but had not actually voted on them.

    The grants in question are a Special Improvement Grant intended to help cover facade improvements such as painting and awning and door replacements for residents within the CRA district, and a $6,000 commercial grant, geared to making electrical improvements for businesses within the CRA district.

    Everett pointed out the city and CRA needs to consider bundling the grants due to lack of interest from local contractors, making it difficult for residents to receive two bids as required by grant guidelines.

    Council members agreed to take Everett's suggestion allow the CRA to reopen the bid process.

    In other action, council members heard audit results for the 2012 - 2013 fiscal year, conducted by Carr, Riggs, & Ingram.

    "The city is in good shape," said the representative, whose only advice was for some existing debt to be refinanced at lower rates.

    Council members also approved renewing the non-exclusive franchise to Waste Management, Inc. of Florida for the collection and disposal of residential and commercial solid waste collection. This contract is in effect until May 31, 2017.
