EMPLOYEES AT Olney Charter School are questioning the payment of thousands of dollars to a contractor hired to paint the school because they say they do not recollect that a contractor ever did work at Olney.
According to invoices from the school, ASPIRA Inc. of Pennsylvania, the North Philadelphia charter-school operator that manages Olney, paid $163,365 to Lyon Contracting Inc. to paint the school in 2011. But employees who recently learned of the payments say school janitors and building maintenance workers performed the work.
The Daily News interviewed 10 current and former employees who worked at Olney or ASPIRA around the time Lyon billed for the work. Each recounted what happened inside the school on the condition that their names not be published, citing fear of retaliation from ASPIRA.
Almost "everything in that place got done by us. Every single thing," said one Olney staffer. "I never see anyone rolling no brush but us. It was always me and the crew."
Added another employee who worked at Olney in 2011: "I have never seen a paint company here."
The employees said that among the areas they painted were the cafeteria, hallways, staircases and gym - the same areas Lyon billed for between Aug. 26 and Nov. 21, 2011 for work on unspecified dates.
ASPIRA controller Orlando Rendon Jr. denied any suggestion that Lyon did not do the work.
"That's inaccurate," he said when told of the claims. "I saw them painting."

From the construction of power plants, refineries and bridges to the repair and restoration of historic buildings, scaffolding contractors benefit from widespread demand across many markets. Nonetheless, the collapse of the housing market and the subsequent recession brought construction activity in most markets to a near halt, significantly hurting the industry's performance. With the recovery of these markets, however, demand for industry services underwent a resurgence, according to IBISWorld Industry Analyst Edward Rivera. Consequently, industry revenue is expected to grow at an average annual rate of 2.2% to $2.2 billion in the five years to 2014.
During the five-year period, residential construction slumped to historic lows, only to regain steam after 2011. As a result, the value of residential construction fell 21.2% in 2009 and another 2.5% in 2010 before growing 13.5% and 11.9% in 2012 and 2013, respectively. Nonresidential construction, the industry's largest revenue generator, also declined between the years 2009 and 2010 before returning to moderate growth in 2011 and robust growth in 2012.
The industry experienced its steepest decline in 2010, with an 8.7% drop in revenue. During the past five years, the industry battled a difficult economic environment characterized by stalled or canceled spending on new construction projects in the private and public sectors. Companies increasingly relied on solid working relationships with past clients in order to keep crews busy and maintain profit margins, says Rivera.
When the overall economy began its recovery, backlogged projects commenced, which increased demand for industry services. This recovery began in 2011, and has gained momentum since. Industry revenue is expected to grow in 2014, boosted by a resurgence in construction activity, primarily from residential markets. Continued recovery in downstream construction markets will help the industry accelerate growth in the next five-year period.

CHANDLER, Ariz. -- Denise Saxon is the first to admit that her Chandler home needs a little painting. After all, 14 years can really take its toll.
"The house has been fading over time, through the sun heating the back side," Saxon said. "It has some cracks and stuff so it was time to get it painted."
So, she started looking around for a good painter and in August she stumbled across a company called Salty's Quality Painting.
The company's work van claims Salty's is licensed and even displays the license number issued by the Registrar of Contractors.
Saxon felt comfortable knowing she was hiring a licensed painter, so she met with the company's owner, Jeff Salt.
"Jeff Salt is the gentleman I worked with and he's considered the president of the company," Saxon said.

MANILA, Philippines - The construction of the allegedly overpriced Iloilo Convention Center (ICC) will be completed before the Asia-Pacific Economic Cooperation (APEC) summit next year, the Department of Public Works and Highways (DPWH) said yesterday.
The P700-million ICC, considered as Senate President Franklin Drilons pet project, is being eyed as the venue for the APEC ministerial meetings in Iloilo.
However, DPWH-Region 6 recently declared a failure of bidding for phase two of the ICC construction, which covers the painting, tile works, plumbing, installation of electrical and mechanical features, and sphinx aluminum clogging.
DPWH regional director Edilberto Tayao admitted that the controversy hounding the ICC somehow affected the construction of the building.
He said some contractors might have had reservations about joining the bidding for phase two of the construction for fear that they might be dragged into allegations of overpricing.
The DPWH-Region 6 has scheduled a re-bidding in early January 2015, and Tayao hopes that many eligible and qualified contractors will participate.
Granting that the construction for phase two will start in February 2015, it is safe to say that the ICC building will be completed by June or July, he added.
As of Tuesday, Tayao said phase one of the ICC construction is 97.4 percent complete.
Phase two has a budget of P200 million, part of the P700-million budget for the whole ICC construction project.
The site development, which will cost P20 million to P30 million to be sourced from DPWH savings, might be done simultaneously with the phase two works.

Before the decision is made on what product will be used it is most important to understand what product will work best on the specific substrate . A top quality paint will not last long on a porous substrate even with proper preparation and primer as there is not ideal bonding. In a case like this it is better to apply a more economical coating and to redecorate the specific area more often if needed.
Specific areas that might need special attention as far as interior painting is concerned is areas like the kitchen where food is prepared. There often is a bit of a greasy build up in areas in close proximity to the stove . These areas should be cleaned properly with a bit of sugar soap before repainting. Ceiling areas in bathrooms where damp cause bleach fungal growth on the ceiling should be cleaned properly.
As Roofpaint is made to withstand the severe South African sun and weather conditions it is normally a high quality paint and can be used for several other purposes, like painting steel fencing and balustrades where it can outperform a more expensive alkyd enamel coating. Properly prepared and primed wood can also be painted with roof paint as it's durable and has very good water proofing qualities.

ASHBURNHAM -- Thanks to a community-preservation grant from the state, the Ashburnham Historical Society will finally get the restored meeting house it has been wanting for several years now.
With help from outgoing state Sen. Stephen Brewer, the Historical Society succeeded last year in securing $175,000 in funding to restore the town's historic meeting house. The meeting house, which has served as everything from Town Hall to the town morgue since the 1800s, currently houses historical artifacts and documents and is the location of the Historical Society.
Historical Society President George Cornwall said he has seen the building fall into disrepair during the past 20 years. He got involved with the society in the hopes of restoring the meeting house, and after several years of work was able to get state funding for the restoration project through a community-preservation grant.
"It's been an ongoing process. We've been actively at it now for about two years," Cornwall said. "It's been a slow process, but we're happy to have (the funding) now, and we're ready to get going."
"I was very happy to be able to help," said Brewer, who is retiring. "These historical societies work very hard to preserve the heritage that our country was built on, and you can't sell enough cookies to find enough money to fix these buildings up."
The first meeting house was built in the 1700s on Meeting House Hill, but it burned down.
