    The Hattiesburg Alliance for Public Art (HAPA) and Hattiesburg Arts Council will host an exhibit of 20 Little Free Libraries created by local artists, architects, contractors, city employees, businesses, neighborhood associations, and children. The exhibit and reception will be held on Saturday, February 7, from 3:00 to 5:00 at the Hattiesburg Cultural Center. Visitors are encouraged to bring a gently used book to donate to the cause, since following the Take a Look/Find a Book exhibit, all the libraries will be stocked and placed in pedestrian-friendly areas throughout town.

    Local architect and HAPA board member Larry Albert designed four unique libraries which were constructed by area contractors and are being painted by artists. The structures include a juke box to be placed on Mobile Street, a miniature train depot and high-rise building for The Historic Train Depot and Katz Park, anda special surprise for librarian extraordinaire Pamela Pridgen--a miniature version of the library building which is being painted by none other than William (Bill) Baggett, the nationally renowned mural artist whose works include The Spirit That Builds, the 167-foot circular mural inside the Library of Hattiesburg, Petal and Forrest County.

    These contractors are all great local citizens, Albert said. Charlie Finnegan of Finlo, Dorian Shoemake of D.C. General, Butch Nobles of Nobles Construction, and Scott Humphrey of B.W. Sullivan Building Contractor, every one of them jumped at the chance to build and donate these libraries, and all they asked of me was that we put them in areas where they could be easily accessed by some of our under-served population.

    Hattiesburg Mayor Johnny DuPree has also been an avid supporter of the effort. The very first donation we received came from the mayor, said Rebekah Stark Johnson, Executive Director of the Hattiesburg Arts Council. The mayor provided funding for several children's books in hopes of encouraging parents to read more frequently to their young children. City workers also gathered scrap materials to build five libraries for housing children's books. Those libraries will be placed at city parks and community centers and were painted by artists Kim Whitt, Matt Holland, Hector Boldo, and Vixon Sullivan, as well as the children participating in Hattiesburg's smART space program under the guidance of Abigail Lenz Allen.

    Other area youth who are participating include young abstract artist Cade Slaughter who is painting a library for The Oaks Neighborhood Association and the Boy Scouts of Troops 448 and 449 who worked with artist Alejandro Wooten to decorate a library for Trinity Episcopal Church, sponsor of the ScoutReach troops. Art students at Oak Grove High School are constructing a library for the Edwards Street Fellowship Center.

    HAPA president Becky Montague is elated with the community's response to the new alliance's first initiative. Hattiesburg was obviously ready for a public art program, she said. There's been a great outpouring of support from artists, the business community, local government, and neighbors. We're collaborating like I've never seen before.

    Adolfo Pardo has built several of the structures for participants including Trustmark Bank's Fisher Brown Bottrell Insurance Co., Hattiesburg Concert Association, and Keg & Barrel. Petal artist Ashlea Odom is creating a library for her neighborhood as are Sarah Mangrum, Matt Carr and Jessica Lightfoot for their Kamper Avenues neighborhood. Ben Morrison is at work on a library for Earl Travillion Attendance Center.

    All the libraries will remain on exhibit through February 12, and field trips can be arranged by calling Hattiesburg Arts Council at 601.583.6005. Following the exhibit, HAPA will assist with installation and provide for charters so that all libraries can be an official part of the Little Free Library national network. Once the libraries are installed, anyone can take a book home to read and later return it to any of the little libraries in town.

    CORNING, Calif. -

    The Contractors State License Board (CSLB) warns California consumers about unlicensed contractors advertising their illegal services on the popular Craigslist.org. A recent sting in Tehama County led to eight arrests.

    According to a news release from the CSLB, all eight people caught during an undercover sting operation conducted last Thursday in Corning were targeted because of illegal ads posted on Craigslist.

    CSLB's Statewide Investigative Fraud Team (SWIFT) teamed up with the 'Tehama County District Attorneys Office to conduct the sting at a home near the Corning Canal, just west of Interstate 5.

    Investigators posed as homeowners and called suspects to the home to bid on home improvement projects that included installation of new kitchen floor tile, granite countertop, a stone fire pit, landscaping, tree removal, interior and exterior painting, and concrete work.

    Bids totaled as much as $16,000 for a new driveway, far above the legal limit. Any home improvement job that cost $500 or more in combined labor and material requires that a person have a state-issued contractors license.

    As a result, eight suspects were cited for a misdemeanor charge of contracting without a license (Business and Professions Code section 7028). Six of those suspects will face an additional misdemeanor charge of illegal advertising (Business and Professions Code section 7027.1). State law requires unlicensed contractors to state in all advertising they are not licensed.

    In addition, one suspect is expected to be charged with a violation of Labor Code section 3700.5 after bringing an employee to the sting operation who was not covered by workers' compensation insurance. That employee also was taken into custody after investigators determined he was on parole after recently serving seven years in prison for first-degree residential burglary and assault with a deadly weapon. One suspect was on probation for arson; another was found with drug paraphernalia in his pocket.

    "This sting is stark evidence of the type of people we often find working without a license," said CSLB Registrar Cindi Christenson "Since advertisers don't pay to be on craigslist, their illegal ads are right next to legitimate ads from licensed contractors. That's why it's vital consumers check CSLB's website and make sure they're considering a reputable contractor in order to avoid serious risks."

    CSLB encourages consumers to check the licensing of potential contractors by visiting http://www.cslb.ca.gov or by calling 800-321-2752.

    Its already had a successful summer, but the Scarborough Paddling Pool will officially welcome families back with an opening ceremony and a pool party at 10.30am on Wednesday 4 February.

    The Welcome Back Scarborough Paddling Pool event will feature a mihi whakatau, followed by the official opening of the pool by Hagley-Ferrymead Community Board Chair Sara Templeton and children from Pebbles Preschool, as well as water toys, kids entertainers, face-painting, cake and more.

    Ms Templeton said the official re-opening of the Scarborough Paddling Pool was a key part of restoring a sense of continuity and healing to the community.

    "There's been a paddling pool at Scarborough since the early 1960s and many of the parents bringing their children to the official opening remember going there when they were children," she says.

    Sara Templeton paid tribute to the local people who put hundreds of hours into achieving the completion of the pool after the earthquakes.

    "This began with the spade day with preschool children that kicked off the rebuild and it was one of the first projects to get sign-off from Council to be rebuilt.

    "Everyone involved in the project including the contractors strove to get it completed in time for the summer and now children and parents are once again enjoying the pool," she says.

    Scarborough Paddling Pool was the first of the Councils outdoor pool rebuild/repair projects to open this summer, and was shortly joined by Waltham Lido Pool. With the opening in February of the Norman Kirk Memorial Pool in Lyttelton, all five of Christchurchs outdoor pools will be back in action for the first time since before the Canterbury earthquakes.

    "It is great to be able to formally re-open the Scarborough Paddling Pool," says Hagley-Ferrymead Councillor Yani Johanson. "It was a hugely missed destination that is now able to bring much fun and enjoyment to families, young people, and children across the local community and wider city. The water playground will be a fantastic facility with a modern design that combines the traditional paddling pool with new features that will provide an exciting and fun space for people to enjoy."

    The pool was temporarily closed in January while finishing touches - three shade pavilions with seats, permanent fencing and landscaping - were added. Christchurch City Council decided to open the facility on 20 December 2014 before it was complete, allowing families to enjoy it over the Christmas break - which proved to be a popular move.

    A lawmaker has proposed covering government structures and buildings in beige paint instead of yellow, orange or other colors that might be identified with a particular government officials political party affiliation.

    Quezon City Rep. Winston Castelo has filed House Bill 5314 requiring the establishment of a uniform Government Building Paint Color Scheme under which the performance standards for coatings are set, tested and approved.

    Under the measure, no plan of work for the protective coating and color of any government structure or building shall be undertaken without going through the Government Building Paint Color Scheme and the Department of Public Works and Highways (DPWH) accrediting the contractors.

    The accreditation of contractors is necessary to ensure that product standards, competency and coating requirements for government structures and buildings are consistent with the light brown standard mandated by the measure.

    Castelo, chair of the House committee on Metro Manila development, said he was prompted to file the bill because of the supposed practice of several elected public officials of painting government structures and buildings with colors identifiable with them.

    According to Castelo, the politicians' use of specific colors is done with the clear intent to associate the construction of such building or structure to them at full cost on the part of the government.
