Artificial lights are disrupting firefly mating, putting them on the road to extinction – Salon - February 24, 2020 by Mr HomeBuilder

On a summer evening in the Smoky Mountains, photographerRadim Schreiber, is standing in a forest. Wind is rustling the leaves. As dusk sets in, he looks through the trees and sees amazing flying specks of light a wild, fairy glow.

He's looking at fireflies, also known aslightning bugs. Butfireflies may be in trouble because of, ironically, light itself.

According to a2019 study, artificial light impacts fireflies in a big way. Fireflies find mates through a courtship process that involves flashing their "lights." And not just any light: the courting process involves a series of flashes, which areunique to each male and female. Femaleswill choose their matebased on their unique flashing patterns. The females, in turn, will start a flashing "dialogue"with the mate of their choosing. It's an amazingsight to see.

So how does this courtship process clash with the lights we keep on at night? Fireflies rely on light to communicate, which hasled scientists to wonderif light pollution impacts them in some way. Prior studies by the researchers confirmed this, as well as asubstantial bodyof research. So the next logical question, and the one that the researchers tackled, was how this lighting impacts fireflies at the most basic level: courtship.

    Advertisement:

To measure and investigate how attracted fireflies were to artificial light, Ariel Firebaugh and Kyle Haynes, two scientists based at the University of Virginia, set up 15 pairs of white tarps outside at the Blandy Experimental Farm. One tarp in each pair was illuminated by an LED light, while the other, located 10m (~32 ft) away, was left in the dark.

The researchers then watched the courtship "flashings" of stationary females and free-flying males inPhoturis(predator) andPhotinus(prey) fireflies. In the wild, females sit stationary on a plant while the males fly around and flash their lights. To replicate this while disturbing the process as little as possible, a nylon-mesh container is placed on top of females as they perch on grasses.

Finally, to look more closely at how lights affected mating success, Firebaugh and Haynes used mesocosms (an experimental tool where natural conditions are replicated in a controlled environment) consisting of mesh sided canopies. These mesocosm canopies looked much like apop-upcanopy tent, but with mesh screen sides. To find mating behavior, the fireflies are marked with a fluorescent powder. After the trial was over, they are collected and observed for signs of mating: male-colored powder on female reproductive organs.

In these lighted zones, the fireflies were less likely to engage in courtship flashes, and mating success was reduced. The researchers also investigated whether light pollution affected predator-prey relationships, but no significant impact was found.

Outdoor LED lighting spaces, like the one used in this study, canalso act as demographic traps, say the researchers. That means that immigration (or the amount of firefliescoming intothe area) far exceeds emigration (the amount of firefliesleavingthe area) meaning that fireflies, barring other circumstances, will stay in the lit areas. While the fireflies may be loving the bright LED lights, the lighting affects courtship behaviors, which are significantly reduced, and also likely reduces mating success.

Fireflies are attracted to light but this light "sucks" them in. It's like how a warm, cozy house is where you want to be on a cold winter day.It attracts you and you don't want to leave. In the same way, fireflies are attracted to our bright LEDs and don't want to leave the light.More fireflies enter the area, and then leave. They are attracted to it like a trap. But, like how it's not healthy for us to stay home all the time, it's not healthy for fireflies to stay attracted to this light. Fireflies rely onambientlight cuesto know when to start courtship flashing, but when the environment is always lit, there is a problem. Courtship behaviors go down and breeding success is also likely to go down.

ForSchreiber, a photographer specializing in fireflies, their significance transcends the food chain into that of cultural importance:"Often people have very joyful memories [about fireflies] from childhood, and when these experiences are being shared across people from different nations, they may feel that these experiences are more important than other differences we may have."

Schreiber is now on a mission to capture the beauty of fireflies before they disappear forever. He said, via email, that "There are unique and beautiful species of fireflies that live in very small areas, and when they lose their habitat, we may not see these fireflies ever again. I have been recording some of these species on camera with the idea of preserving them at least on video."

This is a huge problem light pollution is one of thefastest growing typesof environmental degradation, andmore than99 percentof people living in America and Europe don't experience a "natural" night sky.

As urban areas continue to grow, this problem will only get worse. In early February, researchers atTufts University released a studypegging light pollution as the second most serious threat to fireflies, according to a survey of 49 experts across the world. Only habitat loss is more dangerous.

This Tiny Louisiana Police Force Is a National Leader in Taking Guns From Abusers – The Trace - February 24, 2020 by Mr HomeBuilder

This story was published in partnership with The Daily Beast.

At 27, Valerie Martinez had never known a life without fear.

Her earliest memories were of hiding from her father in the tiny space between her daybed and the wall when he came home drunk and volatile. He once kicked Martinezs sister so hard that she vomited, then threw her into the empty bathtub with a thud. He insulted their mother, an undocumented Mexican immigrant, with racist slurs and dared the children to contact the police when he beat her. Call them, he taunted. Theyll take her away.

As a teenager, Martinez started dating one of her brothers friends. She worked the late shift at a Sonic fast-food restaurant so shed have a safe place to be when her father typically returned home. Her boyfriend asked her to move in with him and get married, and she immediately said yes.

Looking back on it, Martinez says her fathers violence left her without any model of what a normal relationship should be. When her new husbands temper first flared, she barely even noticed. Then, one time, he got jealous when she was driving somewhere with a male friend. He rear-ended the car they were in, smashing the tail light, she recalled. Sometimes, he would come home after she was asleep, flip on the lights, pull the covers off her, and accuse her of being unfaithful.

Martinez applied to the police academy in Colorado and, upon graduating, was hired as a patrol officer. Even as she responded to calls about men who had beaten their wives, she continued to feel powerless to escape her own violent relationship. Her husband would show up at her station, Martinez said, and accuse her of cheating on him with her coworkers. One night when he hit her, she decided she had to call the police. My little girls were watching and it was getting worse, she remembers. The officers charged him with domestic violence and helped her fill out a protective order, which forced him to move out. She filed for divorce, but felt guilty and sad. Love is not like a water faucet, she said recently. You cant just shut it off.

Soon after, she met a man online, and he moved to Colorado to live with her and her two young daughters. Even that didnt stop Martinezs ex from tormenting her. One November day, she said, he came to the house to take her girls out for ice cream and ended up hitting her in the face in front of her new boyfriend. She decided they had to get away. In a rush, they packed both their cars and headed to her boyfriends hometown: Thibodaux, Louisiana. She drove 1,000 miles with her girls, their black lab, and most of their belongings crammed into the back of her red Ford Bronco.

It was the beginning of a new life for Martinez, but also a new chapter for domestic abusers in Louisiana, a state that often ranks among the top three for rates of women murdered by men. It took almost 20 years, but due in large part to her work, Martinezs parish now has one of the most comprehensive, innovative systems in the country for getting guns out of the hands of abusers a system that has served as the model for similar reforms across this conservative state.

Lafourche Parish, where Thibodaux is the seat of government, is a community of about 100,000 in the heart of Louisianas Cajun Bayou. As visitors approach from New Orleans on state Highway 308, they pass swamps and fields of sugarcane, as well as a series of white wooden lawn signs, each bearing one of the Ten Commandments. On a hot day last August, a dead alligator lay belly-up on the road side. Every few miles, a huge roadside billboard reminded newcomers that Sheriff Craig Webre was running for re-election.

Webre had been elected in 1992 at the age of 30. He had gone to law school while he worked in the department, passed the bar right after he was sworn in as sheriff, and quickly established a reputation as a smart and principled champion of the community. His office hired Martinez about a month after she arrived, in 2001.

Martinez started out as a patrol officer. She remembers that whenever she was sent on a domestic violence call, it felt almost like she was looking through a window at an earlier version of herself. Martinez found that she could quickly create a rapport with victims of domestic abuse. She would tell them things she wished someone had told her: This is only going to get worse, and, importantly, It does not have to define you.

One day, as she walked to a convenience store up the street from the sheriffs office for coffee, Martinez passed a woman sitting in a car, holding a baby that looked to be a few weeks old. When Martinez asked if she was OK, the woman said in Spanish that she was a Mexican immigrant who had married a man who was now holding her prisoner. Over the next several weeks, Martinez said, she worked to find shelter for the woman and her son, and to build a case against her husband. She was eventually able to arrest him on domestic violence charges, for which he was convicted.

But while Martinez was learning to build cases against some abusers, there was one type of case she found consistently vexing: abusers with guns. There are few places where hunting and the Second Amendment are more woven into local culture than Thibodaux, Louisiana. The slogan on the state license plate is Sportsmans Paradise, and with more than 34,000 acres of publicly managed hunting land, the citizens of Lafourche Parish take those words seriously. More often than not, when police respond to a call, someone is going to have a gun. And when domestic violence is concerned, guns are a deadly ingredient. If an abuser has access to a firearm, their female victim is five times more likely to die.

When Martinez started work in Thibodaux in the early 2000s, local cops didnt have many ways to get guns away from abusers. Anyone with a felony conviction was prohibited from having a gun under both state and federal law. But abusers with misdemeanor domestic violence convictions, or with active protective orders against them, were prohibited from having firearms only under federal law.

It was usually local cops, not federal officers, who came across a domestic abuser with a gun, either through a traffic stop or on a patrol call. But the local cops lacked the authority to enforce federal laws. And the Bureau of Alcohol, Tobacco, Firearms and Explosives almost never had the resources to swoop into a small town like Thibodaux to pursue a case of illegal gun possession.

Martinez was frustrated whenever she found a domestic abuser with a gun they were not supposed to have. So in 2009, when a report came out showing that Louisiana had more domestic violence homicides per capita than all but two other states, she made her move.

Sheriff Webre was a cowboy boot-wearing Republican with a stuffed alligator head on his desk, and he might have seemed like an unlikely person to get behind strict policies on domestic abusers and guns. But when he was an 18-year-old rookie, Webre answered a domestic violence call hed never forgotten. He and his partner, a veteran officer, were sent to the home of a couple in their 60s. The wife answered the door, her face bruised and her nightgown torn to reveal the skin underneath. Webre was struck by the womans obvious humiliation, and expected to put her husband in handcuffs. Instead, his partner told the couple to cool off and work it out. Webre vowed that if he ever got a chance to help domestic violence victims, he would.

I was haunted by that lady and that image, he recalled.

When Martinez and her supervisor told Webre that they wanted to find a way to take guns from all domestic abusers, he backed them up immediately. They requested a meeting with the nearest ATF field office, and asked the federal agents how they could help them enforce the federal laws prohibiting people with domestic violence offenses from having guns. The ATF agents said that if Lafourche sheriffs deputies could get every domestic abuser who was prohibited from having guns to sign a form saying they understood the law, it would make it easier to prove they were knowingly violating it. Also, if the local cops could collect important documents, like the report of when someone was found with an illegal firearm, it would make it easier for the ATF to act. Theyd give the package to federal prosecutors, who could issue an indictment.

The Sheriffs Office put together a list of every resident who had a domestic violence protective order active or a misdemeanor domestic violence conviction, and sent them letters telling them they were not permitted to have guns. Each person was asked to sign a form either describing their guns or swearing that they didnt have any. If they had them, the Sheriffs Office would help destroy them, sell them, store them, or transfer them to a friend or relative. The message was clear: Were offering you the chance to get rid of your guns and comply with the law. If you pass it up and we catch you with them later, well turn you over to the feds.

When Lafourche launched this effort a decade ago, initiatives enabling police to collect guns from domestic abusers and other people barred from having them were basically unheard of in the United States. California, now considered a model on this front, passed a law requiring people with prohibiting offenses to show proof they had turned in their guns in 2016; the state now has a squad that goes door to door to collect guns, too. King County, Washington, launched its pilot program in 2017. But even today, there are relinquishment laws in only 15 states, leaving tens of thousands of potentially dangerous people with guns because police havent developed a way to collect them.

During the first three years of the Lafourche initiative, from 2010 to 2012, deputies notified 170 residents that they were prohibited from having guns. The office collected 18 firearms, and that doesnt include cases in which people made their own arrangements to have someone else hold their guns. They sent at least nine cases to the ATF, and Martinez and her colleagues also created a system to flag the name of any domestic abuser prohibited from having a gun.

In 2013, a triple homicide committed partly in Lafourche Parish helped the rest of the state wake up to the urgency of getting guns away from domestic abusers. Ben Freeman, a nurse with several protective orders on his record, suffocated and drowned his wife in neighboring Terrabonne Parish before shooting five more people in Lafourche.

Charmaine Caccioppi was a close friend of one of the women Freeman killed and a leader in the South Louisiana United Way. If any other thing had been killing people at this rate, it would have been all boots on the ground, she said recently.

Las Vegas's death investigators witnessed the atrocities of the Route 91 shooting, then had to grapple with the difficult task of healing themselves.

    byAnn Givens

In early 2014, Caccioppi and fellow activist Kim Sport visited Lafourche to learn about their work policing domestic violence cases. Martinez who by then had been promoted to run the sheriffs social service office explained that a state law prohibiting people with protective orders and misdemeanor domestic violence convictions from having guns would give them significantly more power. The bill making it illegal for domestic abusers to have guns passed the Louisiana Legislature in 2014, but it did not require police to confiscate them. Still, seeing that swampy little Lafourche had implemented a gun relinquishment policy without problems made it hard for sheriffs in bigger, better-resourced jurisdictions to say it couldnt be done. Sheriff Webres stature among law enforcement also helped: His peers knew he respected the Second Amendment and didnt want to take guns away from people who were legally permitted to have them.

Martinez made numerous trips to the State Capitol in Baton Rouge, explaining how her team had been able to notify more than 500 residents that they were prohibited from having guns and, in most cases, help them find lawful ways to get rid of them. The activists had to redraft the bills many times partly to get the National Rifle Association to remain neutral. But in 2018, the Louisiana state Legislature unanimously passed 27 laws designed to protect victims of domestic abuse.

Even so, Martinez kept hearing that law enforcement officers in other parishes were overwhelmed by the notion of collecting guns. Thats when Martinez and her friend Sunny Funk, head of the Family Violence Unit in Jefferson Parish, decided to take their show on the road, traveling all over the state to speak to groups of law enforcement officers, prosecutors, and judges about creating a process to help domestic abusers get rid of their guns. They had a menu of procedures to fit different communities, from small and rural to larger and more urban.

Funk remembers one of the first parishes they visited. The local officers slumped in their seats with their arms crossed, and visibly rolled their eyes. They said that collecting guns from prohibited people was unrealistic. But gradually, as Martinez told her own story of abuse, their audiences became receptive.

Back home in Lafourche, Martinez had created a more comprehensive support system for abuse survivors than nearly anywhere else in the country. The Sheriffs Office requires each of its 244 officers to get 16 hours of domestic violence training before they are hired, plus a refresher every year more than twice the state requirement. In a coral-colored building across the parking lot from the sheriffs office, there is a safe visitation and custody exchange center for domestic violence survivors. Officers and other staff help residents fill out protective orders, pick them up for court, and go to their homes to change the locks. They will also help victims find car seats, diapers, outdoor lighting, and other essentials when theyre in crisis. Melissa Williams, who works at Haven, a local domestic violence shelter and support center, says when victims know that a caring person will answer the phone, they are much more likely to call for help when they need it.

Earlier this month, I was talking to Martinez on the phone when she had to put it down so she could field a 911 call. Her voice was steady and warm. OK, lets get you safe. Is he coming back? Do you need medical attention? Nothings going to happen that you dont want. The baby is one? OK, why dont you go ahead and pack a bag. You dont have to explain. You love him, but you want him to be a better person.

Martinez and Webre have also worked to enforce a 2018 law making it a state crime for a person prohibited from having a gun to try to buy one. They wrote to the licensed gun dealers in the parish more than 40 and explained that they are now required to call local police if anyone fails a background check. She also made little cards for them to post by the register, so that anyone working checkout can easily see the procedure to follow. So far, her office has arrested three people accused of lie and try, or trying to buy a gun when they are prohibited, and she has warrants for two more sitting on her desk.

Martinez broke up with the boyfriend who brought her to Lafourche. She has since remarried, and now uses the last name Martinez-Jordan. The little girls who rode into town in her back seat are now both deputies in Lafourche. Martinez-Jordan says its hard to know how many lives her reforms have saved. No one can know which of the more than 400 guns her office has collected might have shot or killed an innocent person. But she still sees the woman she found with her baby when she was a rookie. That baby, at age 13, contacted Martinez-Jordan to tell her he was writing about her for a school project about heroes.

Louisianas domestic violence murder rate is still one of the highest in the nation, but experts believe that will change as police implement the new laws. Just last month, Martinez-Jordan and her deputies arrested a man accused of trying to rape his wife. The man told a judge he had two guns, but when they went to his house to collect them, they found 22. They took them all away, along with a truckload of ammunition. Im pretty sure she feels safer now, Martinez-Jordan said.

The cases she works are often grim, but her own life has taught her that they are never hopeless. Life is going to dig a hole and put you in it, she said. You have to decide whether you are going to build yourself a wall that holds you in, or a staircase to get out.

Report: These renovations offer the best return on your investment – Home Improvement – Boston.com - February 24, 2020 by Mr HomeBuilder

    Michele Lerner -- Boston.com correspondent

    February 20, 2020 12:00 pm

Replacing your garage door doesnt seem like the most exciting home improvement task, but if youre looking to get the most bang for your buck, youll get a 106 percent return on your investment for that project in Boston, according to the 33dannual 2020 Cost vs. Value Report by Hanley Wood in Remodeling magazine.

Nationally, nine of the top 10 investments homeowners can make are exterior home improvements, with a minor kitchen remodel the only interior improvement on the list. The report surveyed nearly 1,400 full-time real estate professionals, each with a network of more than 100 consumers, about returns for 22 home improvement projects in 100-plus US markets.

If youre selling your home, you want every dollar spent on improving your home to count, but most sellers and buyers think first about the kitchen and bathroom. So where should you invest your time and money?

Thats really a determination that must be made on a case-by-case basis, said Charlene Frary, a real estate agent with Realty Executives Boston West in Framingham. If the exterior is OK, but the kitchen is really outdated, definitely spend the money on the kitchen. If theres something very off-putting about the curb appeal, such as dead vegetation or a wildly unpopular house color, then curb appeal would take precedence.

The 10 home improvements with the highest return on investment in Boston include:

    Project type

    Job cost

    Cost recouped

    $3,984

    106%

    $10,222

    97%

    $2,196

    90%

Curb appeal takes precedence over everything since first impressions linger, said Julie Horvath-dAmico, a real estate agent with Century 21 Adams KC in Arlington.

Front doors, porticoes, walkways, attractive exterior lighting, landscaping, perennials, and mature plantings all enhance a propertys value, Horvath said. Any type of outdoor space such as a deck, a balcony, or a small patio is sought after, especially in the city, where lots are smaller. Sellers who invest in these are sure to see a higher return on investment.

On the other hand, a careful kitchen update can help sell a house, particularly if you choose one important aspect such as upgrading the appliances, said Amy Gworek, a real estate agent with William Raveis Real Estate in Needham.

A new kitchen can certainly help sell a house, but its expensive and a sellers taste may not appeal to all buyers, said Helen Tarantino, a real estate broker with William Raveis in Brookline. Your dark cabinet choice wont appeal to a buyer who likes the farmhouse look.

Christine McCarron, a real estate agent with RE/Max Unlimited in Brookline, said she advises most of her sellers to tackle the kitchen strategically.

Its the rare buyer whod rather do a kitchen remodel than plant flowers, McCarron said.

If money is an issue, Tarantino said, a $50 can of paint and free labor by the sellers would certainly be recouped on any sale.

While overspending on presale improvements can be a problem, so can underspending, Gworek said.

Sellers presume that the cost of what they do not choose to do is only the cost of the work itself, Gworek said. Unfortunately, this doesnt hold true. Typically, theres a higher deduction in price as it requires time and effort from the buyer.

Replacing big-ticket items such as the roof or the heating system rarely pays off for sellers, McCarron said.

The bottom line: If it doesnt wow, dont bother, said McCarron.

Franchise agreement between city and YVEA approved for next 20 years – Steamboat Pilot & Today - February 24, 2020 by Mr HomeBuilder

STEAMBOAT SPRINGS Steamboat Springs City Council approved a new 20-year franchise agreement with Yampa Valley Electric Association after a lengthy negotiation process that began last July.

For a fee, the agreement allows YVEA to use city-owned streets, alleys, right-of-ways and other easements and property to provide electric service to their customers.

According to the city charter, the agreement must cover a term not exceeding 20 years.

Negotiations involved dozens of meetings over nearly nine months and two extensions, during which the document grew from 19 to 40 pages, City Manager Gary Suiter said.

The agreement was approved in a 6-0 vote at the councils Feb. 11 meeting. Council member Sonja Macys, who serves on the YVEA board, abstained from voting.

In part, the process was lengthy because of the technical and legal nature of many of the issues included in the agreement and the fact that it involved planning 20 years into the future.

Theres a lot to think about, Suiter said.

City staff worked hard to make the agreement clear, he said, approaching it while asking questions like, How is this going to work when none of us are here anymore? and What is electric generation and distribution going to look like in 20 years?

Portions of the prior agreement, approved in 1999, remained the same but with added clarification. There were also a number of updates and new provisions.

And there were some contentious issues that led to longer than expected negotiations, Suiter said.

At the Feb. 11 meeting, City Attorney Dan Foote told council about two highlight issues on which compromises were reached.

The first relates to YVEAs agreement to refrain from requiring its customers to provide private utility easements outside of setback areas.

In an effort to protect private property owners, developers and property value, Suiter said the city reached an agreement with YVEA that the utility would not exceed the existing setbacks already established under community development and land codes.

Another point of contention was about the number of outdoor lighting fixture options available in YVEAs inventory. The city wanted more than the three that existed, Suiter said, while YVEA wanted to keep its maintenance and supply requirements minimal. He said the city gets frequent requests from developers for different designs and was looking for a little more flexibility.

YVEA agreed to add two more options, he said, and the city agreed to pay for the fixtures and insulation if used. And if they arent tied into an existing meter, the city agreed to pay a tariff.

Council discussed the franchise fee a 4% additional charge listed on every electricity bill that is a cost YVEA passes onto customers.

That 4% fee remains the same under the new agreement; however, the city has the ability to raise it, though not by more than 0.008% during a five-year window.

The city collects approximately $2,200 per day through the franchise fee. Suiter said a 3% to 4% fee is in line with what other cities collect.

Of the 4% franchise fee, 1% is dedicated to undergrounding the moving of overhead lines underground. The city recently completed a major undergrounding project on Yampa Street using the franchise fees. Council President Jason Lacy said that project used the entirely of the undergrounding that had built up over many years to over $1 million.

Its an expensive process, noted Council President Jason Lacy, though its something the city would love to do more of downtown.

Reasons for undergrounding are primarily aesthetic, with safety another consideration, Lacy said. Suiter noted that overhead lines are typically considered safer to maintain from a utility companys perspective.

YVEA is not required to underground any of their lines, Foote said, though there is a provision in the agreement that allows the city to request that the company relocate lines underground. In that case, it would have to be a project that met YVEAs requirements, and the city would pay the difference in cost.

Council member Kathi Meyer questioned the process around the agreement. She expressed concern about the recommendation from the city staff against tabling or rejecting the ordinance, saying that re-opening negotiations may not be fruitful and would require significant commitment of senior staff time. Negotiations could continue without a franchise agreement but would likely result in YVEA not collecting and the city not receiving a franchise fee.

Meyer said after nine months of negotiating, she felt four days was not sufficient time for council members to think about impacts for the next 20 years.

After the meeting, Suiter acknowledged he could have done a better job giving council regular updates throughout the process.

BC Hydro considers replacing thousands of old streetlights with brighter, more energy-efficient LEDs – CBC.ca - February 24, 2020 by Mr HomeBuilder

BC Hydro may begin installing thousands of light emitting diode (LED) street lights across the province this summer.

The utility currently owns and maintains approximately 95,000 streetlights around the province, roughly 30 per cent of all streetlights in British Columbia. Most of the ones attached to BC Hydro's electricity poles are high pressure sodium (HPS) lights.

LED lights are known to last longer, are brighter and render colours significantly better than HPS lights.

The transition to the energy-saving technology could lead to cost savings of 50 to 70 per cent for the smaller communities who rely on the utility's public lighting, according to the Union of B.C. Municipalities (UBCM).

A resolution supported by the UBCM last year encouraged the provincial government to require BC Hydro to quickly replace streetlights with LEDsor provide smaller municipalities who depend on them with the financial resources to continue paying for BC Hydro's energy "inefficient" fleet of streetlights.

According to the Ministry of Energy, Mines and Petroleum Resources, the utility's board of directors will make a decision on the plan later this month. If approved, the transition to LED would start this summer with an expected timeline of two to three years. Communities will be given advance notice for when the work will take place.

The ministry said details of new street lighting rates are not yet known.BC Hydro still has to propose newrates to the B.C. utilities commission for approval.

When reached for comment, BC Hydro said it could provide no details on the estimatedcost ahead of the board's decision.

For years, environmental advocacy groups have pushed governments to adopt LEDs.

And in recent years, several Metro Vancouver municipalities have begun making the switch.

Burnaby, which completely converted to LED last spring, saidstreetlight consumption dropped by about 60 per cent.

Meanwhile, Richmond and Surrey have both replaced a significant number of older streetlights with the more efficient alternative.

Vancouver also plans to convert all streetlights to LED. This past December, 17 locations in the city already featured the bright lights, resulting in a 40 per cent reduction in collisions at those sites, according to city hall.

In 2015, the Climate Group, a non-profit organization based in the United Kingdom, said indoor and outdoor lighting accounted for roughly 19 per cent of the world's electricity usage.

If all of the world's lights were replaced with LED, global electricity consumption for lighting would decline by more than 52 per cent, said the group that same year.

Forget the ‘man cave’, this is the year women are taking over garden sheds – Telegraph.co.uk - February 24, 2020 by Mr HomeBuilder

A woman must have, Virginia Woolf famously wrote, money and a room of her own. But when youve got a house full of kids, you work from home or you share a flat, itcan be hard to carve out your ownspace. Which is why women areincreasingly colonising what has, traditionally, been an exclusively male domain: the garden shed.

There are a range of monikers, fromthe fairly awful-sounding she shed, which has nearly 110,000 posts on Instagram (a number which has grown20per cent in the past six months), to the no better fem-den. But whatever you call it, a shed that has been transformed with the feminine touch, rather than being just a space to store tools or shelter a chap listening to his wireless and avoiding chores, is growing in popularity.

The rise in the number of women wanting to transform their sheds is certainly gaining interest and popularity, with platforms such as Pinterest and Instagram providing inspiration, says Marcus Eyles, horticultural director atDobbies Garden Centres.

More and more, we are seeing that the garden is being considered a fifth room and an extension of our living space, and so more thought and planning is going into designs, styling and accessories.

Kirsty Wark, the broadcaster and author, is among those who retire to hershed (although she describes it as a summerhouse, really). She has posted a picture on Instagram of her shed at her Glasgow home, styled with a striped deck chair and a table lamp made from an upcycled Harris Gin bottle, calling it a luxury.

Its a quite separate space from the house, but beside it, she says. It affords a quite different view of the garden, which is endlessly fascinating. I read and write in there, and sit in the evening with a drink. Its the combination of a work and meditative and conversation place.

Similarly, Farrah Storr, the glamorous editor of Elle magazine, put a picture of her beautiful sky-blue painted shed at the bottom of her garden in Kent on social media, with its pair of matching bay trees flanking the door. It is, she says, a place she goes to write in peace.

Storr and Wark are not the only oneslooking for a touch of luxury atthe bottom of the garden. We are finding that more and more of our female clients are asking us to design cosy covered seating areas, summerhouses and she sheds that enable theirgarden to be used all year, says landscape gardener Victoria Wade.

If youre looking for an instant fix, there are a number of ready-made options on the market. Inspired by the idea of a space to read in peace, I spent a morning putting up a snug Dobbies shed with a lean-to for the logs for my non-existent wood burner.

But there are fancier options with more significant price tags. Take the National Trusts Crane Blickling sheds, inspired by outbuildings on Trust land in East Anglia and made by craftspeople in Norfolk, which start from 2,699, or the Gardener modular shed from The Posh Shed Company, from 970.

For something really spectacular, and when the budget is limitless, lookto Lady Anne Fields specially commissioned artists studio at her Grade II listed country home in southDevon. The wooden structure was designed by architects Mark Hoare and Charles Morris to blend into the estates landscape.

How you incorporate your shed into the garden matters, as you might be looking at it every day from the kitchen window. Some buildings are best recessive and tucked away, background buildings, whereas others might want to be focal and centre of attention, Hoare explains.

Its important to think about how it will be used, and where a new structure should sit in terms ofahierarchy of other buildings inthegarden landscape. Materialswhich weather and mellow over time will naturally settle into a garden setting and so are usually safe bets.

Almost any structure can be made tolook more polished with a lick of paint. You can be a little more creative in colours and styles than you may be in the main house, Eyles advises.

In an attempt to make my shedlookmore like Derek Jarmans Prospect Cottage in Dungeness, Kent, Ive painted it black (I recommend Sandtex 10-year exterior paint, which only needs one coat).

One easy hack that designers use as a flourish is to paint the window frames and doors a contrasting colour to the body of the shed in tonal shades. Try shades such as Acorn and Windmill Lane exterior paints from Little Greene, two muted and complementary shades of green.

Hoare adds that encouraging plants to climb over buildings also helps to soften their impact and blur the lines between hard and soft. Wark strung up outdoor lights around her roof edge, and they are intertwined with clematis.

Slapping some paint on inside, too, helps a shed feel like a retreat rather than just a storage space; Wark painted the walls and ceiling of hers with some leftover white paint from an interiors project, so I followed suit.

Depending on the sheds intended function, youll need furniture: either a big table or work bench for creative endeavours or comfy chairs for relaxing and reading.

Wark says she added in two striped steamer chairs I brought home from our place in Mallorca, and installed an oil radiator that looks quite vintage (although its actually from B&Q). To cover the floor, Wark fitted a piece of artificial turf. Alternatively, you can try an outdoor rug; look for ones made from recycled plastic bottles, such as from Weaver Green.

Running electricity from your house to your shed can be quite easy, Ive found, but armoured cabling is key. This means you can play around with lighting: a table lamp will set a cosy tone. If you can fit a log-burning stove in your shed, youll barely need to leave. The British company Vesta Stoves has a wood burner called the Log Cabin Stove designed for just such a small space, for 1,100.

Once the feminine atmosphere is set, it might be time to let the men back in to show them what theyre missing out on. Wark says that her husband, Alan is welcome to join her for conversations, as well as to smoke the odd cigar. But I think I might keep mine to myself.
