DELANCO A former employee of the townships construction office was charged with stealing money from building permit and rental registration fees and using it for personal expenses, authorities said Friday.
Carla Ann Sarlo, 44, of South Warrington Avenue in Cinnaminson, was charged with one count of third-degree theft for taking $1,200 in fees she was supposed to deposit into a municipal bank account, the Burlington County Prosecutors Office said.
Sarlo surrendered to authorities Friday morning and was released on her own recognizance pending the presentation of her case to a county grand jury for indictment.
She began working as a clerk in the Delanco construction office in September 2003 and is alleged to have stolen the permit fees between May 1, 2011, and June 30, 2011. The money came from 12 individuals who sought permits and rental registrations and paid their fees in cash, investigators said.
Instead of making bank deposits on the townships behalf, Sarlo stole the money and used it to pay for gasoline, food and her cellphone bill. To conceal the thefts, she recorded the transactions in a log but later voided the entries, authorities said.
The thefts were discovered after a person who paid Sarlo for a rental registration received a delinquent notice from the township.
Sarlo, who was fired in August, has repaid the municipality $941, said Joel Bewley, spokesman for the Prosecutors Office.
The case was investigated by detectives from the Prosecutors Offices special investigations unit.

STAMFORD -- A man walked into a Shippan office building Friday afternoon and pulled out a handgun during an argument with a former co-worker, police said. Almost the entire patrol shift was sent to the scene, some officers armed with riot shields and assault rifles.
Joel D'Ort, 27, of 2808 Lehigh Ave., Allentown, Pa., was arrested, and police were still working Friday evening on the extent of his criminal charges.
D'Ort was arrested at his former Mohegan Avenue home after police secured the seven-floor office building at 70 Seaview Ave. with search teams. While clearing the building, officers got information about D'Ort and ran his name through their records, then went to his nearby former home, where he was arrested, police Lt. James Matheny said.
D'Ort used to work for XL Capital, a company located in the Seaview House building at 70 Seaview Ave., police said; they did not know the exact nature of his employment there. The company takes up most office space at the building.
At 1:13 p.m., a Seaview House employee called police and said a man threatened a woman with a gun on the fifth floor of the offices.
During the confrontation, the woman had a phone pulled from her hand as she tried to call 911, police said; she was later treated at Stamford Hospital for a hand injury.
Believing there may be an armed gunman in the Seaview House offices, the police department "emptied the building and sent everyone we could," police Lt. Sean Cooney said. At least 20 officers responded, he said.
Officers formed teams and searched the building floor by floor, starting at the seventh story and working their way down. A second team searched the parking garage, and a third secured a perimeter around the building, stopping traffic at the office complex.
Police found a handgun stashed in a ceiling tile in the fifth floor after an employee told officers the suspect had gone in that room for a few minutes after the confrontation, Cooney said. It was not the same room in which the alleged dispute occurred.
During the search, police developed information that led them to a home on Mohegan Avenue a few blocks away in Shippan, they said. Officers spotted a man peering at them through windows inside the home, police said. The man, later identified as D'Ort, opened the door and came outside, where police said an officer told him to lie facedown on the ground; he was taken into custody without incident.

A Cushman & Wakefield team is ramping up marketing efforts for the upper portion of Gary Barnetts International Gem Tower, the 46th Street office building currently under construction that will have commercial condos in its base and office floors for lease in the tower.
The 34-story buildings rental floors begin on 23 and are about 22,500 square feet apiece.
Already the C&W team, led by several executives at the firm including Stuart Romanoff, have rebranded the rental portion as 55 West 46th Street, an address distinct from the condo portions 50 West 47th Street entrance.
Gem Tower
Its a new building that is well known for its condo space, so were out getting everyone acquainted with the office floors for lease, Mr. Romanoff told The Commercial Observer. The rental floors have their own separate lobby that is exclusively for the use of the tenants that will lease space. The condo entrance is on the other side.
Mr. Romanoff said the property features the latest building systems and amenities, including an iris scanner that will allow tenants to enter the property without having to check in at asecurity desk or swipe an identification through a card-activated turnstyle, the typical entry process in most office buildings.
The iris scanner will literally be able to recognize anyone who comes to the building and is linked to the elevator system so if youre a tenant and you come in, youll just walk straight to the elevator and it will automatically know which floor youre heading to and take you there, Mr. Romanoff said, noting that 55 West 46th Street was likely the first commercial office property in the city where such advanced technology will be deployed.
Mr. Romanoff and his team are marketing about 300,000 square feet at the property and said that he is hoping to anchor the space with at 100,000 to 150,000-square-foot tenant.
The building is right near Sixth Avenue where there are a lot of large skyscrapers so this will give a tenant who otherwise would be a small fish in a big pond a huge identity, Mr. Romanoff said. He said that a large tenant would be able to secure branding and signage rights at the property.
55 West 46th Street will also cater to single or two-floor tenants. The buildings two top floors for instance feature extra high 16-foot ceilings that are aimed at high end boutique space users with deep pockets. Asking rents at the building are in the high $90s for the buildings lower rental floors and well into the triple figures for the top floors of the tower.

JACKSONVILLE, Fla. -- Permission to stock and train. It's a document that allows a contractor, tenant or owner to essentially move into and start employee training at a new building.

The permit for the new courthouse shows Margaret Simone from Turner Construction requested it. It appears COJ inspector Robert Woods signed it, and the head of the building department Jim Shock gave approval.
But the fire marshal's signature is absent from the permit. The fire marshal's signature is on other Stock and Train documents obtained by First Coast News.
The director of the city's Planning and Developement Department Calvin Burney said the stock and train permit was approved a couple of days afterthere was a coordination meetingat the courthouse. "All the players were around the table, there were no objections issued," said Burney.
David Decamp with the mayor's office said Wednesday night that Schock signed off on the Stock and Train form after getting a verbal ok from each of the inspectors. Schock checked the box for the fire marshal due to the discussions at the coordination meeting on May 15.
We obtained a stock and train permit application form for the Primrose School being built on Southside on Hodges near Butler Blvd. A number of inspectors checked off and signed the form before the permit was issued.
"The city of Jacksonville is pretty thorough," said Susan Muller who is building her third Jacksonville area Primrose pre-school. Several inspectors came to check and sign off before permission was granted for stock and train.
"It was extremely thorough," said Jarod Kemp of VJA Construction. "We took about a week to go through the inspecdtion process, (They don't let you cut any corners?) We don't cut any corners. (No inspectors here were missing?) No sir."
City of Jacksonville Councilman Matt Schellenberg said even though Shock signed this form, he believes someone else is responsible.

McGregor Design Group - New Website with Office Design and Construction Tips
The construction of an office building and LED light bulb manufacturing plant at the Interstate 74 Technology Park in Bettendorf appears to be back on track after delays due to trouble securing financing, Bettendorf aldermen learned Monday.
LED America first came to the council in August and had hoped to begin production by March, but the financing could not be secured, Economic Development Director Steve Van Dyke told the city council.
Developer Alan Frankel is seeking city approval of an application for $400,000 in financial aid from the state of Iowa, as well as tax-increment financing districts for a 13,000-square-foot manufacturing plant and a 4,800-square-foot office building.
The manufacturing plant could grow to between 50,000 and 100,000 square feet in later phases, and would employ 132 when fully built, Van Dyke said.
Frankel told the council Monday that commitments have been made to lease all of the available space in the office building.
The total budget for the project is $2.4 million. Van Dyke said construction could be complete by the end of the year.
Revised park plans for Forest Grove
The council also heard a presentation on a revised concept for the development of Forest Grove Park, a 100-acre parcel of land northeast of the intersection of Forest Grove Road and Middle Road.
Ideas for the park include a large greenspace, an adventure course, an amphitheatre, a community building, restoration of Spencer Creek that would allow visitors to play in the water, a winter plaza with opportunities for winter sports such as sledding and ice skating, and a handicapped-accessible baseball field, as well as several recreation trails.
Parks and Recreation Director Steve Grimes said the plan still is being tweaked. He said he will come back to the council with a budget for the park amenities and a proposed plan for building them in phases, which would take place over the course of many years.

LED plant back on track in Bettendorf

Qualico achieves LEED silver status for new head office
LIHUE The LEED green building certification program, a nationally accepted benchmark for design, construction and operation of green buildings held its first Leadership for Energy and Environmental Design training workshop on Kauai in April with another planned for June.
Organized through the U.S. Green Building Council, the training was provided by Maui-based Green Building LLC in partnership with Unlimited Construction, the Kauai Workforce Investment Board and WorkWise Kauai.
The USGBC is a nonprofit membership organization whose vision is a sustainable built environment within a generation.
There were 15 participants from Kauai-based companies and organizations, including Kauai Island Utility Cooperative, the County of Kauai, Kauai Community College, Wilcox Memorial Hospital and local architecture firms.
With interactive classroom instruction and site visits, participants got a first-hand look certified buildings and high-performance green home design. The program is designed to create green building training opportunities with campus learning in partnership with certified green builders.
Scholarships for qualified applicants to attend the training were available through the State Energy Sector Partnership grant. This federal green jobs training initiative is administered by Hawaii Workforce Development Council and the county workforce investment boards.
