    One of famed architect Henry C. Trost's downtown El Paso building's is about to get a facelift.

    The facade of the W. S. Hills building, sandwiched between San Antonio and Texas avenues, will be restored to how it looked in 1926 when Trost & Trost designed the former department store. Crews have already abated asbestos and removed mold, and work restoring the building's exterior will likely begin next month, architect Bill Boyd of Boyd & Associates Inc. said.

    "It's probably one of the best preserved of the Trost buildings," Boyd said. "It's a beautiful building."

    Trost designed more than three dozen buildings in Downtown El Paso from 1903 to 1933, and hundreds of other schools, homes, theaters, hotels and more across the Southwest. Some of El Paso's most iconic structures are Trost's: El Paso High School, the Camino Real Hotel, many University of Texas at El Paso buildings.

    By the time Trost designed the Hills building, he had perfected his technique of using reinforced concrete, said Max Grossman, vice chair of the El Paso County Historical Commission.

    The Hills building is particularly special because it's second story once housed renowned muralist Tom Lea's studio, Grossman and others said.

    "My wall looked like it had vines," she said of the closet in her children's room at the back of her three-bedroom apartment. "That's how bad the mold and mildew was."

    When it was really bad, she would cough and her eyes would water. Her cherry wood bedroom set was ruined by the mold and mildew, she told The Sun. She and her sons Timarion, 8, twins Timarius and Timothy, 6, and 5-year-old Timarkis had new shoes that were ruined, as was much of their clothing.

    Lawrence was among several residents who spoke up about mold problems at the government-subsidized Horizon House Apartments, 1515 NW 10th St., which is managed by the Virginia-based company Community Housing Partners.

    Eventually, Horizon House put up the people who lived in several affected apartments in hotels while the mold issues in their homes were to be remediated.

    The complaints prompted a letter from Mayor Ed Braddy in late December to a regional administrator for the U.S. Department of Housing and Urban Development explaining that the City Commission has heard about the health and safety concerns that citizens with HUD vouchers have regarding housing deficiencies in their apartments, including serious maintenance problems leading to mold and mildew growth.

    The mold was widespread in the Horizon House complex but many residents are afraid they could lose their apartments or vouchers if they were to complain to HUD directly, Braddy wrote.

    The city asked HUD to inspect Horizon House to see if it is complying with federal rules. HUD spokeswoman Gloria Shanahan told The Sun via email that the agency has received the City Commission's letter and it is under review.

    The residents, including Lawrence, have since returned to their apartments. So, too, has the mold and mildew.

    County's Office of Consumer Protection close to resolving complaints against Beazer Homes - January 14, 2015 by Mr HomeBuilder

    The countys Office of Consumer Protection has resolved 16 of 19 complaints brought by Arora Hills residents in Clarksburg against Beazer Homes.

    There are three still to go, said office director Eric Friedman on Monday.

    The office is charged with investigating complaints from residents about a variety of problems, including residential building issues.

    Friedman said he hoped to have the final three cases resolved within a few weeks.

    One complaint involves alleged excessive noise from adjoining apartments. The countys Department of Permitting Services is looking into whether there were any violations in the building code, Friedman said.

    Another complaint has to do with the placement of a microwave installed in the wall beneath cabinets in the kitchen, and the third is about a request for reimbursement for mold remediation, Friedman said.

    Most of the 19 cases were filed after Arora Hills townhouse owner Elizabeth Kessler raised the issue of shoddy workmanship during a community meeting she hosted in Clarksburg last spring.

    Kessler sued Beazer Homes in June and voluntarily dismissed the case in August. No further information was available in the Circuit Court case file as of Monday.
