    State completes repair work at MSP - August 20, 2014 by Mr HomeBuilder

    Diane Gillespie, executive director of the Jefferson City Convention and Visitors Bureau, was happy to announce the completion of renovations and clean-up at the former Missouri State Penitentiary.

    After months of work, repairs at the old Missouri State Penitentiary are complete, state and city officials announced Tuesday.

    The Jefferson City Area Convention and Visitors Bureau hosted state and city officials at the prison Tuesday morning to announce the completion of renovations, mold remediation and cleanup on the site, and give a tour of the facility.

    Tours of the old prison site were temporarily suspended at the end of September, and the remainder of the 2013 tour season was eventually cancelled because mold was found at the site. After the announcement, the city and state agreed to split the estimated $2 million cost of repairs and mold remediation at MSP.

    Doug Nelson, commissioner of the Office of Administration, said the repairs were completed under budget, for a total cost of roughly $1.5 million, which was split evenly between the city and state.

    Officials said the work completed included cleanup of hazardous material, window repairs and closures in Housing Units 1, 3, 4 and the gas chamber, and roof replacements in each unit, as well as asbestos removal.

    The completed work has allowed for more access inside the prison. The CVB tours are now able to show visitors more of Housing Unit 3 since a portion of the building that had always been closed to tours is now open because of the repair work.

    Cathy Brown, OAs design and construction division director, said moving forward, maintenance should be minimal, pointing to a 20-year warranty on all the roof replacements, with the exception of Housing Unit 1, which has a 40-year warranty on its roof. She said the state also will monitor any water infiltration to prevent mold growth in the future.

    And under the terms of the contract, Brown said the CVB will use the profits from prison tours to maintain the historic areas.

    The citys investment resulted in a long-term contract with the CVB for the facility. Previously, the CVB operated on 11-month contracts, but the new agreement allows for a 15-year contract, with the option for two, five-year extensions.

    Beginning inSeptember, Dillard Universitywill offer free job training in hazardous-waste cleanup, green construction, mold remediation, lead abatement and asbestos abatement.

    The training initiative, provided by Dillard's Deep South Center for Environmental Justice, receives funding from the National Institutes of Environmental Health Sciences. It last from Sept. 2 until Nov. 14.

    Beverly Wright, the director of theDeep South Center, said that 2014 marks the twentieth year that the job-training program has been available to residents of New Orleans. The program began at Xavier University in 1994, Wright said, and moved to Dillard after Hurricane Katrina.

    "Following the 2001 anthrax attacks, we began training people in how to treat mold associated with anthrax," Wright said. "So when Katrina happened four years later, we were able to supply many young men and women trained in the techniques of mold remediation."

    Graduates of the program have worked in Jamaica, the West Indies, and throughout the U.S., assisting in cleanup efforts related to the BP oil spill and the explosion of the space shuttle Columbia in 2003, Wright said.

    Today, the program is available at universities in New York, New Jersey, Houston, Tex., Detroit, Mich., and Savannah, Ga. Dillard University is the only historically black college to offer it.

    Candidates must be at least 18 years old, though they need not have a high school diploma or GED. A stipend, bus tokens (if required) and lunch will be provided to participants.

    How do you rate the health of your work environment? Is your workplace making you sick? Perhaps you have complained about mysterious itching, irritation of eyes, nose, and throat, or even asthma. These building-related illnesses have already cost billions in lost productivity every year due to absenteeism after workers have fallen sick.

    The US National Institute of Occupational Safety and Health has revealed that occupants in buildings where the ducts have never been cleaned are 60 percent more likely to develop respiratory ailments. Clean ducts can help improve air delivery systems. Furnishings, carpets and fabrics stay clean longer and even the energy efficiency and service life of HVAC equipment can improve.

    GENEVA An unmarked light switch in the Kane County morgue has caused yet another problem for the coroners office.

    Crews conducting mold remediation in the Geneva facility last month turned the switch off in the course of their work, Coroner Rob Russell said.

    But instead of turning off lights, he said, the flipped switch turned off refrigeration units containing thousands of samples of blood and body tissue materials that could be tied to criminal and civil litigation.

    On Monday, Russell briefly turned the switch off to demonstrate his bewilderment that the crews didnt notice the noisy refrigeration units were silenced with the switch.

    Gee, it really got quiet here, Russell said.

    Kane County Board Chairman Chris Lauzen said the coroner could have taken such precautions as labeling or covering the switch to prevent the situation from happening. He noted people are trained to turn off lights.

    If the lights are on and youre going to leave the room, what do you do? Lauzen said.

    Russell doesnt know how long the refrigeration units were off, as he and his staff werent in the building at the time of remediation, he said.

    The remediation was done by a company hired by the county, Lauzen said. He did not have the cost of information readily available Monday but described it as expensive.

    Since finding the refrigeration units turned off, Russells staff has been working to catalog the contents a time-consuming task because of the offices antiquated filing system, he said.
