Apparently, Australia is in an income recession.

This new-fangled term has been bandied around since the Australian Bureau of Statistics published the quarterly national accounts on Wednesday.

It's not everyday we suffer an income recession, but before we all go around beating ourselves up over this calamity, it's important to know just what it is.

The starting point is a familiar measure, gross domestic product, or GDP.

We've all heard of that.

It's the amount of stuff - goods from coal to houses or packets of frozen peas, and services from haircuts to plane trips or lawn mowing - that's produced in Australia.

And it's adjusted for price changes or, in other words, expressed in real terms.

If GDP falls for two or more consecutive quarters we're generally considered to be in a recession, although that rule is not a law of nature, just a rule of thumb.

GDP is important, because it's a measure of production, and production generates jobs.

But before using it as a measure of the real value of income - what Australians can buy with the revenue from their GDP - it has to be tweaked.

ORANGE COUNTY, Fla. (WOFL FOX 35 ORLANDO) - Orange County has agreed to a new 3 year contract for $2.94 million to handle lawn maintenance at the Orange County Convention Center.

Convention Center CFO Kris Shoemaker says what they will pay for the mowing portion of the contract is very similar in rate to what a homeowner would pay for a lawn service per year.

"Of the million dollars, $420,000 is for mowing, trimming, edging, trimming the trees and all that. At $400,000, that breaks down to about $4,000 a month."

Shoemaker told us there is much more work to be done that just mowing and edging. While we were at the Convention Center, new plants were being planted at the main entrance to the West Building.

"About $60,000 a year goes for mulching. Another $220,000 goes for additional plants, and that's not a guarantee. That's just if we have to replace ones like what we have here, replacements if they die out, and also another $220,000 for irrigation."

The OCCC is required by covenant to maintain a look equivalent with the other resorts in the area. Mayor Teresa Jacobs told me that look is essential to retaining convention business.

"This Convention Center is a huge economic driver, and not having well maintained landscaping is, would be devastating."

Mayor Jacobs told us she believes this contract was done right and is fair.

"We competitively bid all our contracts. We are very cost conscious."

The Convention Center is only paying about 5 percent more for its landscaping contract than when it was last bid in 2009. They also have a $300,000 contract for lawn services like fertilization and pest control.

STERLING The city accepted low bids for the demolition of two properties included on a list of six targeted by the city in the 2014-15 fiscal year.

The council approved a low bid of $1,399 from Jennings Excavating of Sterling to destroy the structure at 1111 Ave. A, and another of $4,545 from Tampico-based Burke Excavating to knock down the house at 906 Dillon Ave.

The demolitions are among those in this years capital fund budget. Asbestos abatement will be done before the buildings are leveled.

The structure at 1111 Ave. L has been vacant for 9 years, forcing the city to go through abandonment proceedings. The city has put liens of many of the abandoned properties for lawn-mowing services.

The house at 906 Dillon Ave. was severely damaged by fire in May 2013, eventually resulting in an arrest. Juan L. Lugo, of Sterling, who had been staying with his brother at the address, was convicted of arson and sentenced to 3 years in the Department of Corrections.

According to City Manager Scott Shumard, the house was not insured, so the rest of the structure could not be demolished by the owner. The city then obtained a demolition order from the courts.

Mayor Skip Lee said a study was done about 5 years ago that determined 250 structures could be demolished immediately. There is a system for figuring out how high they are on the list.

The structures are prioritized according to several criteria, with public safety being most important, Lee said. Potential for improving a neighborhood and proximity to areas with good prospects for development are also important considerations.

Three structures on the citys demolition wish list, but not budgeted for, were also carried out recently, thanks to Sterling Today. The nonprofit development group bought the rental properties at 409 Ave. C, 411 Ave. C, and 303 W. Fifth St., because of their proximity to other properties owned by the organization.

The Sterling Today properties were not well-maintained and are on substandard-sized lots, Shumard said. From our perspective, we were pleased to see them come down for aesthetic reasons and the good of the neighborhood.
