Monroe’s POCD: ‘We really need to roll up our sleeves and get the plan written’ – The Monroe Sun - November 5, 2020 by Mr HomeBuilder

MONROE, CT Should Monroe entice the YMCA to use the former Chalk Hill School, build bicycle paths along its roadways or find more ways to take advantage of its land bordering Lake Zoar? These were some of the ideas discussed at the public workshop on Monroes Plan of Conservation and Development last week.

The workshop came on the heels of a town-wide survey to gather more information on what residents believe the vision, priorities and goals for Monroes future should be.

Francisco Gomes,ofFitzgerald & Halliday, Inc., the consultant hired by the town to assist the Planning and Zoning Commission with the POCD update, said the survey received over 2,000 responses and can still be taken. The participation rate was high, he said, accounting for around nine percent of the towns population.

This is very representative of the community, Gomes said, adding it produced constructive feedback. That being said, this is just one piece of information.

He said the survey and stakeholder meetings helped put planners in the right direction.

We heard from a range of age groups, but very few under 30, Gomes said of the survey. We feel good about the age range we heard from, though it would be nice to hear from more younger adults.

Last Thursdays public workshop brought Gomes, the Planning and Zoning Commission and the POCD Committee to the end of thediscovery process. Now they will reconvene to identifythe priorities, goals and vision of the plan.

Then we really need to roll up our sleeves and get the plan written, Gomes said.

The state of Connecticut requires all 169 municipalities to prepare and or update their Plan of Conservation and Development every 10 years, according to state statutes. Town Planner Rick Schultz said it is required by the Office of Policy and Management and is needed when a local municipality applies for grants.

    Monroes demographics

Monroes population grew tremendously in the 70s, 80s and 90s and right around 2000 it flattened out, Gomes said. Monroe currently has around 20,000 residents, but only grew by about 500 residents since 2000.

The growth has been very flat since that time, Gomes said. A little bit of growth every year, but really, really flat.Youre not growing anywhere near what you used to be, but your demographics are changing. Youre an older community and youre getting older.

The median age in town is about four years older than Fairfield County and the state of Connecticut 44.5 years in Monroe, 40.2 in Fairfield County and 40.8 in Connecticut.

Monroe has had a population loss ofyoung residents (below age nine) and residents age 35 to 49 between 2010 and 2017.

One trend demographers are seeing over the past decade is a high number of 20-somethings still living with their parents, whether its the economy, student loan debt, a lack of housing choice or they want to stay in their community but dont have housing they can afford on their own.

Less than 50-percent of those surveyed see themselves living in Monroe in the next 10 years. Gomes said this surprised him. I thought closer to two-thirds of the people would plan to be in Monroe for the next 10 years, he said.

Gomes said Monroe is not replacing a lot of the people in their 50s, because there are not enough people in their 30s and 40s. On the other end of the spectrum, he said the number of children under age five in Monroe is down 30 percent.

State demographers project a steady contraction in school enrollment in Monroe over the next four years. However, more families have been moving to town amid the coronavirus pandemic. Gomes said education officials will provide insight for the new POCD.

We see growth in 2010 to 17 in school age kids, college age kids, young adults and the baby boomer age cohort, Gomes said.

    Housing

The town has had an average of nine housing permits per year in the last 10 years.

Theres fewer people to a household, now the average is 2.5 people instead of 3.5 people, Gomes said, adding Monroe has not been building a lot of new housing to accommodate new people moving in.

Gomes said some of the new housing, rather than adding to the towns housing inventory, was built after existing houses were demolished.

Homeownership is 90.2 percent in Monroe, 67.7 in Fairfield County and 66.6 percent in Connecticut, according to 2017 numbers.

The state of Connecticut is pushing for more affordable housing to be built, with a goal that a minimum of 10 percent of every municipalities housing stock meet the state definition of affordable.

If the town does not make significant progress in adding affordable housing, Gomes said a developer can go to court and bypass local zoning.

Currently, Connecticuts 8-30g statute puts the burden of proof on towns who deny affordable housing applications, rather than on the developer.

Schultz said all towns are now required to establish an affordable housing plan.Gomes said the town can work withdevelopers so there is some local control over the appearance and locations of different types of development.

Monroes housing is predominantly single family detached homes. Non-single-family detached homes in Monroe account for 14.4 percent of its housing, compared to 42 percent in Fairfield County and 40.8 percent in the state.

There is rising demand for apartments in Connecticut and two thirds of those surveyed favor allowing residential uses in commercial business zones. The most common answer is apartments should be allowed above retail and commercial businesses, according to Gomes.

He said nearly a third of the community said no to the idea, but for different reasons. Some want to maximize land for commercial development and some do not want apartments at all.

    What Monroe wants

Schools, safety, rural character and its natural landscape are the top reasons residents gave for choosing to live in Monroe, according to the survey.

When we asked people what they value most, parks, open space and schools jumped right up, Gomes said.

Asked what the town should place more focus on, most saideconomic development to grow the grand list, and building trails, greenways and passive open space.

Of the towns biggest challenges, most responding to the survey said it is property taxes, a lack of commercial growth and funding for schools with some arguing there is not enough and others contending it accounts for too large of a proportion of the town budget.

Gomes said 86 percent of Monroes grand list of taxable income comes from residential properties. Another factor increasing the tax burden on residential property owners is that the town maintains approximately 90 percent of its roads.

Monroe has 36 linear feet of local roadway per resident, Gomes said. This is nearly twice the share of local roadway per resident when compared to Fairfield County as a whole and 40 percent higher than the state average.

Monroe is a suburban community, but it does not have a dense population, Gomes explained.

Staying on top of this infrastructure, when its spread out over a smaller number of people, and households and property tax bills, is a challenge for the community, he said.

    Sidewalks, bicycle riding

The Pequonnock River Trail, also known as the Housatonic Rail Trail, is a prominent resource for recreation and travel in town, but Gomes said Monroe does not have theinfrastructure that allows people to get to the trail on their bikes without driving there.

He said sidewalks, paths andbicycle facilities are limited in Monroe, which has approximately two miles of sidewalks, mostly along routes 110 and 111.

Gomes said99-percent of residents get around town by driving, so there are few alternative modes of travel. He said studies do not include people from Bridgeport and Trumbull who take the bus to get to jobs on Route 111.

Despite this, less than30 percent of those surveyed identifiedtraffic congestion as their primary concern.

I absolutely believe interconnecting walkways or sidewalks in the commercial corridors on Route 25 and 111 would help businesses out, said Robert Westlund, a Planning and Zoning Commission member.

Gomes agreed that it is convenient for residents to park once and be able to walk to more than one store or to a restaurant while shopping. That way, he said people do not have to go back onto the road every time, adding cars to traffic.

He said the town can pursue grants and work with the Connecticut Department of Transportation to get more money for infrastructure.

Hill International Wins the Design-Build Institute of America’s 2020 Project of the Year and Best in Design – Architecture Awards for the Spokane… - November 5, 2020 by Mr HomeBuilder

PHILADELPHIA and SPOKANE, Wash., Nov. 02, 2020 (GLOBE NEWSWIRE) -- Hill International(NYSE:HIL) (Hill), the global leader in managing construction risk, announced today that the Spokane Riverfront Park U.S. Pavilion project has won the Design-Build Institute of Americas (DBIA) 2020 Project of the Year and Best in Design Architecture Awards. DBIA presented the awards at their virtual awards ceremony on Thursday, October 29. Hill provided owners representative services for the Pavilion, which was delivered using the Progressive Design-Build method.

The Pavilion was originally constructed for the 1974 Worlds Fair. The project reimagined the iconic public performance and park space centered around a 150-feet-tall angled mast as the capstone for the wider Riverfront Park program. The completed Pavilion includes several wow factors to draw people to the park and offer them unique experiences. These factors include color-changing LED light blades attached to the Pavilions mast cables, the Elevated Experience (which provides visitors a high vantage point where they can survey the entire Riverfront Park), and dramatic fabric shade sails.

It was an exceptional experience managing the design-build process for this once-in-a-lifetime project, says Hill Vice President Matthew Walker, AIA, CCM, DBIA, who served as the Hill teams Project Manager. We achieved the clients goals for this iconic structure thanks to the collaborative nature of the progressive design-build delivery method. Early contractor and specialty subcontractor involvement and a nimble design-build team combined to accommodate numerous program changes during construction, which was key to the projects success.

Hill Construction Manager Lorraine Mead, PE, LEED AP, DBIA, concurred with Walker. Progressive design-build was key to making this project happen as the client envisioned. There were many stakeholders and many moving parts, but the commitment of the entire team to the project and the delivery method kept everything together, said Mead.

Prior to receiving the awards, the U.S. Pavilion also earned a DBIA National Award of Merit, Civic Assembly, as well as a 2020 National Achievement Award and 2020 Project of the Year Award from the Construction Management Association of America and the Landscape/Urban Development Best Project from Engineering News-Record (ENR) Northwest.

I cant say enough about the Pavilion project and about Matt and his teams work for the Spokane Parks and Recreation Department, says Raouf Ghali, Hill Internationals Chief Executive Officer. Hill has a long history in Spokane working with the City to deliver high-profile public projects, but this project is especially exciting for us. Thank you to the DBIA for this honor and thank you to Matt and the entire Hill team. Well done!

Yogurt Market: Delivers a Comprehensive Outline of the Global Distribution and Demand - re:Jerusalem

Webb Wrap: What does the 2020 election mean for America? . . . Macdonald refutes Webb on federalism . . . Transition plans and legislative leadership… - November 5, 2020 by Mr HomeBuilder

It's going to take some smart analysis to really figure out what happened in the 2020 election and where it leaves us as a country.

It's not particularly surprising that a Democratic president would be elected by a razor-thin margin (assuming Biden wins), while Republicans maintain control of the Senate and even pick up a handful of seats in the House.

But what is surprising is that this outcome so completely defied all predictions, expectations and polling data. It upended the assumptions of the mainstream news media and the political establishment.

So why were these results badly missed? And what does it mean? Who are, and will be, the winners and losers?

Was Donald Trump and his dominating presence responsible for the surprises? Did working class, middle America wake up and vote? Has the elite class been oblivious to the opinions and sentiments of about half of America? Has the left wing of the Democratic Party been chastised and humbled?

Does it mean further dysfunction and gridlock in Washington, D.C.? Or does it mean negotiation and compromise so both sides can point to accomplishments?

Will Trump attempt to continue to lead the Republican Party? Can anyone motivate the base like he has? If Trump is no longer striding across the political landscape, does his passionate base also leave the political stage and retreat into the shadows?

Will the various wings of the Democratic Party bicker, blame and fight for the soul of the party? And what is the soul of the Democratic Party?

I don't have answers to many of these questions, but they're worth asking and worth trying to answer. There could be opportunity ahead for the country, or there could be more dysfunction and immediate positioning for the 2022 midterm election.

Reader Response. From Doug Macdonald, longtime economist in state government and now an economic consultant with Econowest Associates, responding to my Wednesday essay on balanced federalism:

"Wow, LaVarr, I was so surprised at your diatribe against the "monolith" Federal Government. The late R. Thayne Robson, professor of business economics at the University of Utah, always would lecture me on how important a role the federal government played stimulating our state after World War II. Hill Air Force Base, the IRS Center, BLM and the Forest Services all played roles in stabilizing the state economy after the war.

"Sure, when you think about it the federal government seems pretty big and awesome. But those 22 or so departments are just made up of talented workers that try to do their best every day. Hey, last week I received my monthly Social Security check. That didn't happen without some planning and hard work. I went to my mail box and received 40 pieces of mail over the last week, and it seems to come to my box correctly about 99 times out of 100. When I went up to Layton to eat a burger or some sushi, I'm not worried about salmonella because of the state/federal partnership in inspecting meat plants and restaurant.

"And when I heard those jets overhead fly by at nearly the speed of sound, I'm happy that those talented flyboys are in those cockpits instead of me. Take it from a former state budget analyst and economist for 33 years -- the Governor and Mayors have enough on their plates without worrying about all the other functions that the feds perform."

Happening Today. Gov. Herbert, Gov.-elect Cox, and Lt. Gov.-elect Henderson will announce their transition plans today at 10:15 a.m. at the Capitol. No audience will be permitted, but the news conference will be streamed live atwww.facebook.com/GovGaryHerbert and atwww.facebook.com/spencer.j.cox.7>

Also today, the Utah Senate and House Republican majorities will announce their 2021/22 leadership teams. However, there won't be much drama because the current leadership teams are expected to be returned for another term. At 6:30 p.m., following adjournment of majority caucus meetings, where leadership elections will take place, Utah Senate leadership media availability can be accessed here. And House leadership media availability can be accessed here.

Parting Shot. It's great that Amendment G was approved, providing more flexibility in the use of state income tax revenue. But that doesn't entirely solve the state's tax imbalance. More needs to be done -- and it's a truly thankless job.

It's unfortunate that Prop 9 failed. It would have created checks and balances in Utah County's governance structure with a mayor and five city council members. Citizens would have been better represented than is the case with the current county commission. Civic-minded Utah County residents need to keep working on this.

With the Tufa Caves of Van Hornesville, what you see is what you get: quirky, mossy, storybook ambience – The Altamont Enterprise - November 5, 2020 by Mr HomeBuilder

Situated in the picturesque village of Vanhornesville west of Albany is a display of unique geologic features called tufa caves that along with the village itself are likely unknown to most people in the upstate area.

Located to the north of Route 20, Vanhornesville is accessible by State Highway 80, about a relaxed 90-minute drive from Albany, passing through farmland and woods as the roads traverse gentle hills. There are no signs along the way to announce the caves and only a couple of small ones within the village itself to point the way to the Outdoor Learning Center of the Owen D. Young Central School District, the preserve in which the caves have formed.

When most people think of caves, they are undoubtedly thinking of what geologists call solutional caves, such as the nearby commercialized Howe Caverns and Secret Caverns and the many wild caves that underlie the Helderberg and Cobleskill plateaus west of Albany.

Solutional caves are the product of the dissolving of carbonate bedrock such as limestone or marble by mild natural acids, most commonly carbonic acid. This acid forms when falling rain picks up carbon dioxide in the atmosphere or when pooled surface water absorbs the gas from decaying plant material.

It is an extraordinarily slow process and great solutional caves such as Mammoth Cave in Kentucky can take millions of years to form.

Other common cave types are fracture caves, caused by the gradual enlargement through erosion and weathering of natural joints in cliff faces; lava caves such as those in Hawaii formed by erupting volcanoes; and what are called talus caves, which are essentially enterable spaces between massive boulders that accumulate at the base of a cliff as a result of landslides. These caves are often scorned by sport cavers as just a pile of rocks, though geologists find they often contain complex and unique geologic features.

But tufa caves are relatively uncommon and are rarely very extensive, measured in feet rather than miles, unlike solutional caves that can extend for hundreds of miles. Nonetheless, like the tufa caves of Vanhornesville, they have their own attractions, one of which is that many of them require no special equipment to explore beyond a flashlight, and some are shallow enough that even that is unnecessary, though a helmet is recommended if an explorer wants to avoid bumping ones head.

And the very process by which tufa caves are made is of interest, for, unlike solutional and fracture caves that form in pre-existing bedrock, tufa caves develop from the chemical deposition of rock from flowing mineral-saturated water.

Anyone who has visited a commercial cave has learned the mnemonic regarding the calcite formations that appear there: stalactites there is a c for ceiling, and stalagmites there is a g for ground, indicating the places where they form.

It is an oversimplification to say that they form from dripping water, though that is certainly more accurate than the explanations of the ancient Greeks and Romans who believed that they were some bizarre form of life and were literally growing in the cave environment.

But in fact what appears to be pure water dripping from the cave ceiling is a solution of calcium bicarbonate containing dissolved carbon dioxide that stays in solution as long as that liquid is within the confines of narrow fissures through which it is being pulled downward through the bedrock by gravity.

When the droplets emerge into the cave environment, the decrease in pressure causes the solution to de-gas similar to what happens when the top is removed from a carbonated beverage releasing the carbon dioxide and depositing a minute amount of calcium carbonate on the ceiling or on the floor.

The agitation of that liquid as it flows down the cave wall or splashes onto the floor can also cause it to de-gas, much as shaking a carbonated beverage may cause the carbon dioxide to de-gas forcefully. Over long periods of time, the result will be the growth of stalactites, stalagmites, flowstone cascades, and other cave formations.

But under certain conditions, the stream in a karst aquifer a technical name for a solutional cave with flowing water may itself contain large amounts of dissolved calcium carbonate and is either super-saturated or under sufficient pressure that the degassing process does not occur until the stream emerges from the bedrock and flows over the surface.

At that point, the deposition of calcium carbonate calcite will occur as the pressure is released or the saturated water mixes with plain H20 and anything in the streams path may become thickly coated with these deposits which are known as tufa. The resultant rock tends to be relatively soft and crumbly and porous and often has the appearance of petrified shaving cream, sometimes containing mineral-coated sticks and twigs and leaf impressions.

Along the section of Route 146 that runs parallel to the base of Barton Hill near Gallupville there are a number of streams resurging from small caves at the base of the cliff and in times of low flow those streams will deposit tufa, which may appear as a white coating on rocks in the streambed or form pebbles and cobbles containing sticks and twigs and leaf impressions.

A more dramatic example of this deposition can be seen on the north side of Route 443 between Gallupville and Shutters Corners. An extensive section of the hillside is covered with conglomerate a naturally-cemented mass of rock fragments.

Here, long ago, tufa springs emerging from the cliff above cemented extensive deposits of glacial debris or drift and formed the conglomerate. These mineral springs eventually sealed themselves up and no longer flow. Today the conglomerate is fracturing and weathering away and may eventually cause a landslide onto Route 443.

The caves at Vanhornesville have formed a series of tufa deposits in a narrow valley that contains the Otsquago Creek. Saturated with calcium carbonate, the streams headwaters emerge from a series of springs and deposit the mineral.

At some point in the past, undoubtedly due to the melting of the glaciers at the end of the ice age, the stream carried a far greater volume of mineral-saturated water than it does today, resulting in the massive outcrops of tufa with their irregular, intricate openings: overhangs and tunnels and arches.

But unlike solutional caves, which can take millions of years to develop, these tufa caves are relatively young in geologic terms and are certainly post-glacial. Given the relative softness of tufa, the grinding effect of the continental glacier advancing over the landscape would have ground them away although there might well have been an earlier series of caves that the glacier destroyed.

The porosity of the tufa allows it to hold water and makes it a perfect environment for moisture-loving plants. The walls and nooks and crannies of the Vanhornesville caves thus are covered with mosses, lichens, various types of ferns, and rare wildflowers in spring.

Though the entrances to the numerous little caves appear mysteriously alluring, upon entering one, the visitor quickly understands the adage, What you see is what you get, and there is no danger of getting lost in an underground labyrinth.

But to hike in and around the caves with their quirky, mossy, storybook ambience is to experience a unique example of what nature can create with time and some simple chemistry.

WALK THIS WAY: Craig Gibbon, a popular hillock among jumble of hills accessed from Little Glenshee – The Courier - October 31, 2020 by Mr HomeBuilder

The small wooded hillock of Craig Gibbon inPerthshire is a popular destination for walkers despite being a relatively minor top among the jumble of hills accessed from Little Glenshee, says Alan Rowan.

The main curiosity is the obelisk perched on its summit, an eight-metre high stone pyramid, erected in the early 1800s by Colonel William Mercer, so that he could pick out the hill from his house at Meikleour, some 12 miles away.

The surrounding trees have long since kept the structure out of sight until the last minute, but the final reveal is a grand pastoral view to the south.

Little Glenshee is a short hop from Perth, but the transformation of the landscape and its soundtrack in that brief journey is breathtaking; leafy arches, gently bubbling waters and birds darting here and there. By the time I reached the small parking area just before the ford I was already feeling as though Id had a mental massage.

A wooden bridge leads out of the car park, along a path and across a road to a high locked gate, the first of a few you will encounter on this circuit. There is a high metal stile with handrails at each, and handily, a separate low entrance hatch for dogs.

The day still hadnt sparked into life; a grey pall coated the sky and my first target, Loch Tullybalton, was a drab silver streak down to the right. My progress had sparked interest with the local crow colony in a nearby stand of trees, however, as they took to the air en masse in full complaining frenzy. Suddenly the silence wasnt silent any more.

On paper, my route was straightforward. In reality, it paid to check the map every so often. There are far more tracks on the ground than there are on the map and it would be simple to stray.

Heading up from the gate, I turned right at the first junction to head east for the loch, ignoring another track going off to my left on the way. The burgeoning blue sky had transformed the waters and the yellows and browns of the flora on the surrounding slopes were set alight.

I kept to the main drag along the side of Drum Tick, again ignoring a possibility to the right, and when the track started to turn left, I branched right, crossing a small stream to head uphill to reach two small ponds. The first, on the left, was alive with ducks and a family of swans; the next one, on the right, was not so heavily populated.

Just beyond is another junction. A left turn led uphill by a wood and eventually rounded a hairpin bend, then another gate and high stile. Once over this, stick to the main track, which trends right, climbing steadily until it reaches an obvious branch right.

Ahead is a prominent cairned top. This is Carn Tuile which is passed on the left, and just beyond this the wooded hillock of Craig Gibbon can be seen clearly for the first time. With the rugged brown features of Craig Obney filling the skyline dead ahead, I dropped left from the track on a grassy path to reach a gap in a dyke and the short push to the obelisk. Its a fine spot to linger, and if the weather is misbehaving, it provides a temporary reprieve from the elements.

The pathfinding for the return is simple; back to the last junction and then follow the track anti-clockwise round Moine Folaich, passing the prehistoric Sack Stone, with another pyramid, the distant Schiehallion, keeping you company most of the way.

The track swings round Creag na Criche to rejoin the inward track, but if you havent had enough for one day this summit is not too far away. Be warned though the ascent may be short, but the heather is deep and awkward. The descent is then down a grass ramp to rejoin the track.

    1. Cross footbridge from car park and follow path then cross minor road to metal gate with high stile.

    2. Follow track and at first junction take right-hand branch east towards Loch Tullybalton (ignoring another exit on left en route).

    3. Continue on main track past loch and when it takes uphill curve to the left, take branch right to reach two small ponds, first on left, then right.

    4. Just beyond the ponds at junction, turn north (left) and follow to another gate and high stile. Stay on main track, ignoring branch left, and climb steadily to junction.

    5. Turn right here, passing a prominent cairned top, then drop right on grass path to wooded top of Craig Gibbon, and climb through the trees to obelisk at the summit.

    6. Retrace steps to the track and down to the junction.

    7. Complete the circuit, heading right on track which curves to drop back to first junction and path to car park.

    Distance: 14km/8.8 miles

    Ascent: 415m/1355ft

    Time: 3-5 hours

Grading: Good tracks, sometimes wet and muddy sections, steady ascents. Sturdy boots and adequate clothing advised. High stiles to climb, but all with separate dog gates. Please keep dogs under close control due to ground nesting birds and farm livestock.

Start/finish: Small car park on right before ford in Little Glenshee (Grid ref: NN 998341) on minor road from Luncarty.

Map: Ordnance Survey 1:50,000 Landranger Map 52 (Pitlochry & Crieff); Ordnance Survey 1:25,000 Explorer sheet 379.

Tourist Information: VisitScotland, Perth iCentre, 45 High Street, Perth, PH1 5TJ (Tel 01738 450600).

Public transport: No public transport to Little Glenshee.
