A federal electric power agency plans to start clearing vegetation and re-grading an old maintenance road next to Tumamoc Hill as early as Monday, despite objection from Pima County officials.
County taxpayers bought part of the land in 2009 for conservation, largely because Tumamoc is the longtime site of environmental research and was considered an endangered historic place.
The new conflict between the county and the Western Area Power Administration stems from a one-mile stretch of road that cuts through the county-owned land west of Tumamoc Hill, just west of downtown Tucson.
The dirt road was originally cleared in 1950 for construction of a power line, but trees and other foliage have reclaimed the path.
We believe reconstruction of the access road at this time is unnecessary and will certainly be destructive of natural, cultural and historic resources on Tumamoc Hill, County Administrator Chuck Huckelberry wrote in a memo late Friday.
County documents suggest the right of way for the power agency was set more than 60 years ago.
The improvements near Tumamoc Hill are part of a larger project to replace 149 sets of power poles along an 80-mile transmission line that runs from Tucson to Cochise. Passable access roads are the first step before any maintenance on the poles begins.
But the county argues that another pending, larger power project called the Southline Transmission line, if approved, could render the Tumamoc road irrelevant.
Its a lot of work and theres not a guarantee if they abandon the line that they would restore the area, said Linda Mayro, director of the Pima County Office of Sustainability and Conservation.
Tumamoc, a popular hiking spot, is intended to be a wild place almost in the center of downtown, Mayro said. Wed like to see it continue.

Maules Creek mine area inside the Leard State Forest: Whitehaven expects to move its first coal in January. Photo: Dean Sewell
Whitehaven Coal will be restricted to clearing land during just 10 weeks a year at its $767 million Maules Creek open-cut coal mine to limit the impact on wildlife.
The Department of Planning and Environment on Thursday approved a revised biodiversity management plan for clearing in the Leard State Forest, north of Gunnedah, that will also require the miner to cease clearance operations when temperatures exceed 35 degrees so animals aren't forced to relocate "in extreme conditions".
The miner suspended forest work in June ahead of a judgment by the Land and Environment Court about whether its winter clearing breached the original consent terms of the mine.
Limits on land clearing: Forest at Maules Creek.
The Maules Creek Community Council sought an injunction against clearance during winter and spring when wildlife was hibernating or breeding and less able to dodge the bulldozers.

"We feel vindicated," said Phil Leard, national coordinator for Lock the Gate, noting Whitehaven will now be restricted to clearing between February 15 and April 30.
Sue Higginson, principal solicitor for the NSW Environmental Defenders Office, said the new biodiversity management plan "achieves what our client had sought to enforce", although it will still permit clearing of "old-growth habitat that's full of threatened species".

With many big ticket industrial projects in Odisha beset with delays in procurement of land and obtaining forest clearance, the state chief secretary, G C Pati has stressed on overcoming roadblocks for the projects.
The state government today held a preparatory meeting to review progress in respect of 56 large industrial projects including Poscos steel project. The projects are slated to be reviewed sometime next month by the project monitoring group of the Cabinet Committee on Investment (CCI) chaired by additional secretary, cabinet secretariat, Anil Swaroop.
At the meeting, Pati instructed the concerned departments to expedite pending issues relating to land acquisition and receipt of different statutory clearances.
On pending land cost dues of Posco India, he directed the industries department to resolve the issue through coordination with the steel & mines department and the Odisha Industrial Infrastructure Development Corporation (Idco).
In total, 2,752.03 acres of land has been sanctioned for the eight million tonne capacity steel plant proposed by Posco in the first phase. Out of this, 1,703.56 acres has been handed over to the firm.
Idco is sore over non-deposit of Rs 54.22 crore by Posco India as land cost for 2,193.52 acres. This has held up sanction of lease of additional 1,048.52 acres for the project.
Other projects that were vetted include oil refinery of Indian Oil Corporation Ltd (IOCL), thermal power projects of NSL, Lanco Babandh Power Ltd, KVK Nilachal Power Pvt Ltd, steel projects of Essar Steel, Visa Steel, Jindal Steel & Power Ltd (JSPL) and rail projects like Angul-Sukinda, Paradeep-Haridaspur and Talcher-Bimlagarh.
Issues relating to forest clearance, environment clearance, raw material linkage and land acquisition in respect of these projects were deliberated.

Little response to the smoke -
October 21, 2014 by
Mr HomeBuilder
On Sunday, Oct. 12, I wrote several e-mails to political officials and other RDN officials complaining about the smoke problem resulting from the Island Valley Farms land-clearing burn going on near Church Road. I also phoned in a complaint to the conservation officer at the RDN and the B.C. Air Quality Office.
Here is a list of the officials that were contacted: Earle Plain (air quality meteorologist), Jim Standen (assistant minister of the environment), B.C. Air Quality Office, RDN bylaw complaints department, conservation officer, MLA Michele Stilwell, RDN Area G Director Joe Stanhope.
Out of those contacts, only two replied, and those were Stilwells office and the Office of Environmental Complaints. The latter informed that the burning had been suspended pending an investigation by the conservation officer.
This issue affected the health of many people over a wide area of Oceanside and the lack of response from the officials contacted is cause for concern.

Farmers in NSW say native vegetation costs certain farms around $156,000 a year. Photo: Jessica Shapiro
Laws forbidding farmers from uprooting bush on their land have a scant economic effect, a leading think tank has found, undercutting claims that measures to protect threatened species damage farm productivity.
But NSW farmers has strongly rejected the finding, saying native vegetation costs farms in some parts of the state about $156,000 a year.
The report by the left-leaning think tank, The Australia Institute, will add to the debate over a review of NSW's biodiversity legislation. Senior Nationals MPs have been heavily criticised for linking land-clearing laws to the death of NSW environment compliance officerGlenTurner, who was killed on the job near Moree in July.
NSW Farmers President Fiona Simson said land-clearing laws are a "burden" for farmers. Photo: Dallas Kilponen
The report claimed that native vegetation regulations have a minimal economic effect on agriculture in NSW, which produces up to $16 billion in output each year.

It cited research by the Australian Bureau of Resource and Agricultural Economics that found weather and commodity prices largely determined productivity, and vegetation density had the lowest influence of the factors measured.
The report said land clearing legislation affected only a small minority of properties, and suggested the "private benefits" of loosening the laws may be outweighed by negative environmental and community effects.
Native vegetation reduces the land area that can be farmed and can obstruct farming machinery. But it also reduces erosion and improves water quality and biodiversity.

Another 11 land concessions cancelled -

The government has seized another 62,000 hectares worth of economic land concessions held by 11 private companies because they have failed to develop the land or adversely affected villagers living there, Environment Minister Say Sam Al said yesterday.
The announcement brings the total number of ELCs that have been cancelled in the past month to 18, representing some 74,000 hectares.
Firms have long been criticised for obtaining concessions, logging the area and then not developing the land as promised.
Rights groups yesterday praised the move but said it was too little, too late.
The concessions cancelled are in Kampong Speu, Preah Sihanouk, Mondolkiri, Banteay Meanchey, Preah Vihear, Kampong Thom, Oddar Meanchey, Battambang and Kratie provinces, though some overlap between two provinces where concessions have been granted in national parks.
Out of the 11 firms, two had their land area reduced significantly but not entirely cancelled. Kirirom Ecotourism Investment had their 609 hectare concession in the national park cut to just 20 hectares because they had affected the peoples living, Sam Al said.
TTY, a firm with a concession in Kraties Snoul district, now only holds onto 215 hectares of what was a 9,780 hectare concession.
[The company] also had a dispute with villagers, so we are working with people [about what to do without the remaining land] Sam Al said.
In January 2012, TTY security guards opened fire on local villagers protesting to stop the company clearing their cassava fields, injuring four.
Sam Al said that while some concessions had been cancelled because they were granted in areas occupied by villagers, some claims made by residents were bogus.

The government has seized back more than 12,000 hectares of land previously awarded to seven companies as economic land concessions (ELCs), according to a letter from the Council of Ministers.
The letter, which was obtained by the Post yesterday, was sent late last month to the governors of Preah Sihanouk, Kampong Speu and Koh Kong provinces, and Environment Minister Say Sam Al.
It explains that licences awarded from 2006 to 2011 for eight ELCs in the provinces would be revoked and the land put under the ownership of the Environment Ministry.
Sub-decrees issued earlier this month to three of the companies, Vimean Seila Co, Ltd; Soun Vattanak Co, Ltd; and Chan Rot Group, confirmed the decision.
While the letter did not specify reasons for the seizure, Chhit Sokhum, governor of Preah Sihanouk province, where five of the ELCs were located, said the companies had failed to develop the land.
The commission went down and saw the companies names and saw that they had not developed anything or they had developed little, so we seized the land for preservation, he said.
Its a waste of government time and tax when the companies do not develop the land, he added.
According to Sokhum, the land will be preserved, and not awarded to other companies.
Buon Narith, Preah Sihanouk provincial coordinator for the rights group Licadho, welcomed the seizures and urged the government to take a stronger approach to all ELCs.
