    KENNEDY SPACE CENTER Hoping to make liftoffs less expensive, SpaceX wants to land its rockets not on a barge at sea but at a new pad on Cape Canaveral.

    The California-based rocket company still has to prove that it can safely land rockets, part of its strategy to make its Falcon rockets reusable and cheaper to launch. So far, SpaceX has twice tried to land rockets on a barge in the Atlantic Ocean with some positive results but without ultimate success.

    Last week, SpaceX signed a five-year lease with the Air Force's 45th Space Wing, giving the company control over Launch Complex 13 at Cape Canaveral Air Force Station. The pad was used by the Air Force and NASA to launch Atlas rockets from 1959 to 1978.

    SpaceX is not yet publicly talking about its plans, though they are detailed in an environmental-impact study approved in January, clearing regulatory issues. The study says it intends to land up to 12 rockets a year there, just a couple of miles down the Air Force station's beach from where SpaceX launches.

    The Air Force released a statement in which Brig. Gen. Nina Armagno, commander of the Air Force 45th Space Wing, said the deal is "a classic combination of a highly successful launch past morphing into an equally promising future."

    Frank DiBello, president of Space Florida, which is pushing to turn Kennedy Space Center and Cape Canaveral Air Force Station into a multiuse spaceport that launches NASA, military and private rockets, said he thinks SpaceX could be landing its rockets there well before the end of the decade.

    But first, DiBello said, SpaceX has to get its landing technology to the point that both the company and its customers trust they can do it safely on a consistent basis. That confidence, he said, might require numerous test landings.

    While SpaceX has been publicly talking about landing its rockets on a barge, the company eventually needs the stability of a landing site on land, he said. That was evident in SpaceX's most recent attempt, earlier this month, when the company had to bring the rocket down into the water because the sea was too rough for the barge. In the first attempt, in January, the rocket hit the barge and blew up.

    "The fact that they have figured out the mechanics of getting it back down to the pad is impressive," he said.

    At Launch Complex 13, most of the structures from the 1950s and '60s were torn down long ago. SpaceX intends to build five landing pads there. The primary pad would be 200 feet square. Four contingency pads, each 150 feet square, would surround it.

    The Sabah Government was further in breach of fiduciary duty in failing to protect and safeguard the proprietary interest of the villagers in the land.

    KOTA KINABALU: Judicial Commissioner Douglas Primus has declared in the High Court of Borneo in Kota Kinabalu that the alienation of 650 acres at Tanjung Labian in Tungku, Lahad Datu to the Federal Land Development Authority (Felda) was unconstitutional and therefore null and void.

    Douglas ordered Felda to pay damages to the villagers who were the successful applicants for the 650 acres.

    He cited Articles 8 and 13 of the Federal Constitution in declaring that the Director of Lands and Surveys and the Sabah Government had also acted unconstitutionally. The 650 acres had been approved to the villagers in 1972.

    Douglas further declared that the Sabah Government was further in breach of fiduciary duty in failing to protect and safeguard the proprietary interest of the villagers in the land.

    He ruled that the applicants claim was not barred by the Limitation Ordinance or the Land Acquisition Ordinance and damages shall be assessed at the date of the judgment.

    Felda, the plaintiff, initiated the suit in 2011, applying to the High Court to evict the villagers from part of the land alienated to it, alleging trespassing by the villagers. The suit affected about 5,000 villagers from Tanjung Labian, Lok Buani, Tg Batu, Sungai Bilis and Tanagian.

    The villagers in their defence denied trespassing and claimed native customary rights to the land and that part of the land was alienated to some of the villagers by the Department of Lands and Surveys following the approval of the Sabah Government in 1972.

    The villagers, as defendants, also counter claimed against Felda, the Registrar of Titles, Assistant Collector of Land Revenues of Lahad Datu, the Director of Sabah Lands and Surveys and the Sabah Government seeking relief, including declarations and damages.

    According to the facts of the case, the Orang Asal led by the late K.K. Alian Bin Som, the father of Asrafal Alin, one of the four defendants and a representative of the affected villagers, had applied for three plots of land at Tanjung Labian sometime in 1970. In 1972, following the approval of the Sabah Government, the Director of Lands and Surveys Sabah alienated and surveyed 650 acres to the applicants.

    Protesters have disrupted clearing operations at the Maules Creek coal mine in north-western New South Wales, locking themselves to the company's equipment to prevent clearing of the Leard State Forest, which activists say is home to critically endangered ecological communities.

    Last year Whitehaven Coal was told by the Department of Planning to restrict clearing to between February 15 and April 30 each year.

    Advice from the Office of Environment and Heritage recommended the clear felling should avoid harming animals during breeding and roosting periods and also during winter's hibernation months.

    About 10 protesters locked themselves to the clearing equipment and police rescue crews took several hours to remove them.

    Activist Sean Unwin said it was his first time protesting and he was "nervous" before locking himself on to the equipment.

    "I grew up quite close to here and the north-west is really looking like it's going to be turned into another version of the [Hunter Valley] and that's really terrifying," he said.

    He was arrested and served with a court attendance notice.

    As protesters attempted to prevent operations from recommencing, about 100 protesters gathered in the Leard State Forest.

    Local Ros Druce was leading the charge.

    "[The Leard State Forest] has 396 different species in the forest," Ms Druce said.

    Even experienced weather forecasters were taken aback by the ferocity of the 2011 tornado outbreak. On its worst day, April 27, more than 120 twisters touched down in the Southeast, doing $4.2 billion of damage and killing 316 people.

    Now a computer simulation of the day's events suggests that smoke drifting into the United States from fires set to clear farmland in Central America helped intensify the fatal wind funnels. Researchers publishing the finding in an upcoming Geophysical Research Letters hope that meteorologists will begin to consider air pollution a risk factor when making tornado forecasts.

    "I never expected to see an April like that," says Greg Carbin, a meteorologist at the the National Oceanic and Atmospheric Administration (NOAA) Storm Prediction Center in Norman, Oklahoma, who wasn't involved in the research. "Everything came together to produce an outbreak the likes of which hadn't been seen for nearly 40 years."

    Tornadoes from May 1950 to May 2013, rated 1 to 5 on the Enhanced Fujita (EF) scale. Twisters frequently strike in the Deep South as well as in the Great Plains. The EF scale is based on wind speed and degree of damage.

    Smoke and other tiny airborne particles called aerosols have been linked to severe weather events before. Aerosols may quiet tropical storms and ramp up the amount of lightning dished out by thunderstorms, for instance. One study blamed human-made haze for an uptick in summer tornadoes and hailstorms, which are more common on weekdays along with exhaust-belching traffic.

    Still, you won't hear about aerosols in local news coverage of storms; the science remains controversial. "There's a lot of debate in this area," says David Lerach, an atmospheric scientist at the University of North Colorado, in Greeley. "Some people think that the effects of aerosols on storms are insignificant, while others have staked their careers on it."

    Even global climate change simulations struggle with aerosols, which along with clouds remain the single greatest source of uncertainty in those models.

    Making a Bad Situation Worse

    To pin down smoke's influence on tornadoes, Pablo Saide, an atmospheric scientist at the University of Iowa, in Iowa City, and his colleagues first turned to NASA's Aqua satellite. Its payload includes an infrared camera that in 2011 detected the heat of fires in Central America. Such fires are set every year, before the summer monsoons, to clear land for farming.
