LAWRENCEVILLE As rain fell outside the Gwinnett Historic Courthouse on Tuesday morning, it gave J. Alvin Wilbanks a fresh example of how recent budget cuts have affected Gwinnett schools.
Weve delayed HVAC improvements, weve delayed carpet upgrades, weve delayed painting, weve delayed roof replacements, said Wilbanks, the CEO/Superintendent of Gwinnett County Public Schools. Were getting reminded of that more frequently as the rain falls.
Wilbanks spoke at an annual gathering of education and county leaders with the Gwinnett legislative delegation ahead of the upcoming General Assembly session. Wilbanks reminded the lawmakers that district officials would strongly recommend any new money available be put in the Quality Basic Education formula.
Gwinnett Technical College President Sharon Bartels also outlined more details about the new $24 million campus on Old Milton Parkway in North Fulton County scheduled to open in January, 2016. Construction is scheduled to begin in April on the 100,000 square foot building that will cost $6 million annually to operate, Bartels said.
The technical college system never gets special allocation when we open new buildings, much less new campuses, Bartels told the lawmakers.
While the money to build the new campus building is already allocated, money for operating it isnt, Bartels said, and she would prefer to not divert resources away from Gwinnett Tech. Bartels said the North Fulton market was desperately underserved, and Technical College System officials said they wouldnt be serving the community if there wasnt an opportunity for students in that area.
Bartels also showed a pie chart that said 77 percent of state education funding goes to K-12, 19 percent goes to the Board of Regents and 3.3 percent goes to technical colleges.
Georgia Gwinnett College Acting Provost Lois Richardson told lawmakers that her school is $40 per credit hour cheaper than the next closest baccalaureate institution, and $7 cheaper per credit than when the college opened in 2006.

If you suspect your motor is bad, you should check to make sure before you replace it. Begin diagnosis by shutting off the power to the furnace. Then, try to spin the blower by hand.
If it will not spin freely, check to see if it has oil ports on the blower. If it has oil ports, you should add a few drops of oil to see if it helps the motor to spin freely. If there are no ports or it still does not spin freely after adding oil, the motor should be replaced.
If the blower spins freely, feel the motor to see if it is hot. If the motor is hot to the touch, allow it to cool. Check all the wire connections to ensure they are tight, check the run capacitor and replace it as necessary.
Then you can check to see if the motor works properly. Turn the power back on and turn the fan on at the thermostat. If the blower does not start or fails to get up to full speed, shut the power back off to the unit and continue with furnace blower replacement.
To begin the removal of the old motor, you should write down the motor wire colors and where they are connected. Then you can disconnect them. On newer furnaces they will be connected to the furnace control board by spade connectors. Most older furnaces have a wiring control box with a relay and the wire connections.

The replacement cost of a furnace depends on the size, type of furnace, geographic location and if any duct work or additional modifications need to be done. It is recommended to get three estimates for replacing a furnace and compare costs, contractors and brands of furnaces. There are five basic types of furnaces: Gas furnace, gas boiler, oil furnace, electric furnace and heat pump. The gas furnace is typically the most efficient furnace because it is the cheapest to run.
Gas furnaces come in many different shapes and sizes. A furnace for a 1,000 square-foot home will not cost as much as a furnace for a 3,000 square-foot two-story home. There are also different levels of efficiency and multi-stage furnaces. All prices listed below are approximate in 2010 and will vary by demographic area and any additional work that needs to be done, such as adding or changing venting.
Gas furnaces that are single stage and 80 percent efficient are $2,000 and up. Ninety percent efficient single-stage furnaces are $3,000 and up. Multi-stage or modulating furnaces with variable speed blowers that are 95 percent efficient or higher can cost $5,000 to $7,500 and higher.
Installation of a gas furnace can usually be done in one day.
In 2010, gas boiler replacement costs range from $2,500 to $4,000 for a mid-efficiency boiler and $5,000 to $9,000 for a high-efficiency boiler. The installation can take several days and can require additional modifications and repairs if the existing boiler is very old.
Additional costs to consider for a gas boiler replacement is a fire inspection by local officials, adding a chimney liner and removing an old fuel-oil tank.
The replacement costs for an oil furnace are $2,000 to $5,000 in 2010. Some installations require additional modifications and can run from $6,000 to $10,000. The oil furnace is considered when a gas furnace is not possible. Oil furnaces cannot achieve the same high efficiency as gas furnaces, can last between 15 to 20 years and require regular maintenance.

Is it time to replace my system?
The best time to replace your system is when YOU are planning on it, not when the system finally fails and you rush into a decision without careful consideration.
The useful life of a system is usually 10 to 15 years for the compressor in the outdoor unit. Heat pump compressors tend to fail earlier than air conditioner compressors because they are used year round. The typical life span of a furnace is between 15 and 20 years.
As your system begins to wear out, you will encounter refrigerant leaks and motor failures. Sometimes, the compressor in the outdoor unit will short out or the heat exchanger in a gas furnace will develop cracks. All of these are expensive repairs and it may prove more cost effective for you to replace your system rather than repair it.
Today's higher efficiency systems have innovative comfort features like two stage compressors, variable speed fans, and automatic temperature/humidity controls.
These enhancements consistently convince owners to replace older, unreliable systems that have not yet completely failed. Not only will you save money on repairs, but you'll see monthly savings on your utility bills. At the same time you'll experience more consistency and comfort from your heating and cooling system system.
A home HVAC ("Heating, Ventilation, Air-Conditioning") system is usually composed of both a heating system and an air conditioning system. There is an outdoor unit, the "air conditioning" or "condensing" unit and an indoor unit, the air handler or furnace that contains an evaporating coil plus a blower-fan to circulate the air in your home.
In our area, heat pumps can provide both heating and cooling. But, because heat pumps cannot produce enough heat at temperatures close to freezing, they have a supplemnental source of heat fueled by electricity or gas in the indoor air handler. Air conditioners are usually coupled with gas furnaces to provide heat in the winter.
If you are replacing a complete HVAC system, you will need both an outdoor unit (heat pump or air conditioner) and an indoor unit (air handler/evaporating coil or gas funance with an evaporating coil).
In addition to the basic system you may also wish to add a humidifier or high-efficiency air cleaner to further enhance your indoor air quality.

NEW CUMBERLAND - Every five years, administrators with Hancock County Schools sit down and decide how they are going to use the excess levy that voters have been passing since 1949.
The excess levy, which is up for renewal again on Nov. 9, represents about 16 percent of the school district's total budget and pays for many of the extras that Hancock County residents have come to expect of their schools.
"This is a very important part of the educational system," Superintendent Suzan Smith said. "This levy helps with all the things that the state does not pay for. There are a lot of programs that we wouldn't have without it."
While the levy, if passed, will continue to pay for things such as technology upgrades, building repairs, computer software and autism programs, district officials are anticipating a significant reallocation of funds in at least one category: security improvements.
Specifically, they want to expand the Prevention Resource Officer program by hiring officers for the district's three elementary schools - Allison Elementary in Chester, New Manchester Elementary and Weirton Elementary, currently under construction. The latter, scheduled to be completed in time for the 2014-2015 school year, will unite Broadview, Liberty and Weirton Heights elementary schools under one roof.
"In light of what has happened on a national level, we feel it is important to establish PRO officers in the elementary schools," Smith said. "The need for safety and security in the schools has never been more paramount."
The school district already has PRO officers in the two middle schools and the two high schools, but the program is getting increasingly difficult to fund as state assistance continues to dwindle. By making the PRO program part of the levy, the district would ensure funding for the elementary school officers through 2019.
Smith wants to increase the levy's security allocation from $128,000 to $380,000, an amount that would also cover security technology improvements.
The excess levy generates $7.1 million annually toward the district's $43 million budget. While that amount will stay roughly the same for the next five years, district officials want to reallocate funds for the levy's 14 line items. Such a reallocation reflects both changing needs within the district and changing priorities at the state level, officials said.
In addition to increasing funding for security, district officials are looking at a substantial increase for roof replacements at Oak Glen High School, Weir High School, Weir Middle School and the John D. Rockefeller IV Career Center, Smith said. Because of the size of the buildings, the roof work will have to be done in sections.
