    This past Monday was the first school board meeting of the new year for the Oyster Bay School District and it was back to business as Assistant Superintendent for Finance & Operations Christopher Van Cott outlined the district's facilities update.

    It is a three part plan, said Van Cott. Were focusing on current project status, potential 2014-15 capital reserve items and long-term capital needs.

    Projects that were approved by voters in May of 2012 are replacement and renovation of Oyster Bay High Schools bathrooms, masonry, lockers, outside message board, front plaza and administration building windows.

    These projects were delayed approval by the State Education Department because of the priority of Superstorm Sandy projects. They are expected to be bid upon this spring with work expected to start on them in the summer.

    As of now work on the lockers in the high school is primarily complete, said Van Cott.

    Other projects that were voter approved last May are window replacement in the Teddy Roosevelt School, upgrades to gas service in the high school and Vernon, HVAC improvements in Teddy Roosevelt and replacement of the science wing windows in the high school.

    These projects were submitted to the SED in November 2013 and are expected to be approved this spring.

    Potential capital reserve items which will be voted on in May include construction and new equipment for school parking lots, windows, roofs, masonry, field house renovation, bathrooms and sidewalks.

    The existing capital reserve has a term of twenty years expiring in June 2026. As of June 30, 2013 the capital reserve balance is $3,844,265 with $6.1 million committed/expended.

    I have an HVAC system that dates to 1993. The gas furnace part is clearly in bad shape, was when I bought the house, and I knew I'd need to replace eventually. I want to get this thing fixed now, before the cold comes (I'm in Texas). I had a free inspection by an HVAC person who only tried to push total system replacement. After seasonal discounts, this comes to between 5-6K. I don't want to pay that much if I don't have to and the outside unit seems to be OK. Can I just replace the gas furnace part, or will this just cause compatibility or other problems?

    You can change just the gas furnace part as long as the outside dimensions are close to what you have now. The A/C coils probably set on top. Not an easy job, but can be done.

    MUSCATINE, Iowa Although some concerns were raised about the size of the projects, the Muscatine City Council has indicated they want to learn more about proposed heating and air conditioning (HVAC) systems for the Muscatine Art Center and City Hall.

    At the council's regular meeting Tuesday night, Vic Amoroso, the president of A&J Associates of North Liberty, presented a study his company had undertaken in December 2013.

    "They were very complex," Amoroso said of the studies, especially at the art center, located at 1314 Mulberry Ave., due to the differing age and shape of its buildings.

    The city is seeking a new HVAC system at the art center, due to concerns about energy conservation and the lack of humidity controls there, despite having boiler improvements in 2012. The art center is a particular concern for the city, as the it stores many works of art or historical artifacts that can be damaged by unstable humidity levels.

    "The humidity controls just aren't there," noted First Ward Councilman Phil Fitzgerald.

    The recommended version of the project would see the city install a variable refrigerant flow system that would also be connected to a geothermal loop field heating system, similar to the one used by the Muscatine County Courthouse. The recently installed boilers would also be incorporated into this project. Amoroso also said improvements to the part of the art center that was built in the 1970s would need windows replaced to ensure efficient energy usage. The windows of the older Musser Museum are in good shape, according to the study.

    Estimated costs for the art center project range from $927,000 to $1.72 million.

    The city is also looking to improve air conditioning and energy conservation at City Hall, located at 215 Sycamore St. The recommended project would call for a new variable refrigerant flow system for the building, although the city would have to rely on a more conventional variable refrigerant flow heat pumping system, because the land underneath City Hall wasn't considered feasible for a geothermal system. For energy conservation and historical preservation purposes, there would also be some replacements of windows, awnings, and vestibules. The cost projections for the City Hall project run from about $781,941.30 to $1.04 million.

    By consensus, the council gave its consent for City Administrator Gregg Mandsager and city staff to move forward with more detailed proposals and plans for the HVAC upgrades, as well as more information on how the city might finance those projects. Fitzgerald was among the council members who spoke in favor of the project despite saying that the cost estimated were "causing me to shake a little bit."

    Fitzgerald also expressed concern about doing the project in stages, rather than all at once. It was a sentiment echoed by fellow council member Osama Shihadeh, who said it would make more sense to do the project all at once, rather than having contractors going back and forth to the worksite.

    State budget expected to include more money for K-12 education - January 15, 2014 by Mr HomeBuilder

    For a decade, budget austerity cuts have caused Georgias school districts to be malnourished financially, and if that drop in funding continues, one legislative chairman said the districts could starve to death.

    Those were the words of Sen. Lindsey Tippins, R-Marietta, chair of the state senates Education and Youth committee, speaking to reporters last week at an education media symposium at Georgia Public Broadcasting headquarters in Atlanta.

    The bottom line is, if we get used to (cuts), the schools are going to starve to death, Tippins said.

    Fortunately, Gov. Nathan Deal is expected to boost K-12 education funding when he unveils his budget on Wednesday.

    There will be a significant increase in K-12 funding, Deal said in a weekend interview on WSB Radio. It will be done in such a way that it will relieve much of the pressure that local school districts have been under.

    Historically, the state budget includes 51 percent allocated toward education, including about 39 percent on K-12 education.

    If funding isnt restored, districts have requested more funding flexibility to raise taxes themselves for daily operations. School districts are restricted to using local education sales taxes for construction or equipment purposes.

    That flexibility helps school districts where a sales tax wouldnt if, for example, there isnt a Walmart in the county.

    Raising taxes statewide is not likely, said Rep. Brooks Coleman, R-Duluth, chairman of the House Education Committee, referring to the failed transportation sales tax around most regions in the state.

    The appetite is just not there, Coleman said.

    Baraboo School Board votes to put $9.95M referendum question on ballot - January 15, 2014 by Mr HomeBuilder

    The Baraboo School District Board of Education approved two resolutions Monday that will place a $9.95 million referendum question on the April 1 election ballot.

    The safety and security improvements and maintenance projects and repairs outlined in the language approved by the board are set to make up the first phase of a multi-phase master facilities plan.

    Planned for the first phase are $4.9 million in safety and security upgrades and $5.05 million in maintenance projects. The needs were identified and prioritized through a lengthy analysis, which included work by consultants and a community survey.

    Safety and security improvements would secure the main entrances and provide surveillance cameras and exterior door controls and monitors at all seven school buildings. Other safety projects would involve relocating and renovating the main offices, relocating the libraries to accommodate these shifts and improving parking and traffic flow at some schools.

    Maintenance projects would include updating HVAC systems at all schools and roof, window, lighting, ceiling, masonry and parking lot work at some buildings.

    According to a fact sheet distributed to the board Monday, the project costs include renovations, construction, energy efficiency upgrades, building system replacements and repairs, site work, furniture, fixtures and equipment, professional service fees and required permits.

    The fact sheet is just one part of a communications plan initiated by the district to help inform the community about its plans and the referendum process.

    Now that the question is set to be on the ballot, district employees and board members are bound by certain legal restrictions to provide only factual information when communicating about the referendum process while they are serving in their official capacities and on school district property. They cannot engage in advocacy on behalf of the district.

    Kit Dailey of Eppstein Uhen Architects made a presentation to the board about the communication plan, including the restrictions on advocacy.

    Staff and board members can share their own opinions as long as theyre using their own time and resources and they make it clear that they are speaking as individuals, Dailey said.
