    PHOENIX - Are home warranties worth it? That's a question we get a lot, but answer the comes down to numbers.

    Expect to pay anywhere from $300 to $500 per year for a warranty plan, even more if you want to cover things like your pool. You'll also be responsible for a service call fee of $50 to $75 each time a contractor comes out for a repair. The exact amount should be in your contract.

    That could be worth the price if the repair value is more than you paid for the warranty. If not, you could have put the money in a savings account until you needed it.

    Every warranty has exclusions some that you wouldn't expect. For example, it may cover the air conditioner, but not freon which is very expensive. So find out what the exclusions are before you buy.

    If an item can't be repaired, be prepared to fight for replacement if your policy allows for it. Have invoices and maintenance records ready to prove that you maintained the unit.

    Also, some policies only reimburse a certain amount toward replacement so figure out what that is before you agree.

    Often warranty companies contract with specific businesses, so if you are at their mercy. But while making the call for help, get the names of the businesses that are in the rotation. Look up reviews while you are on the phone. If they don't look good, request a different company. Also, call the company yourself to make sure that they got the work order and to get a better time frame for when you can expect them.

    Warranty companies must also have a permit to write contracts in Arizona so check with the Arizona Department of Insurance to see if they are working legally. You can also file a complaint with them if you believe the company is not living up to the contract.

    The most important thing you can do is do your research. Look for reviews, check for actions against them in other states and check the Better Business Bureau for complaints.

    FORT MOHAVE Its a lot cooler being at the home of Jon and Martha Evans now that the air conditioning is working again. The Fort Mohave couple went for more than a month with it not working properly -- and three weeks with it not working at all.

    After a second visit and a total of three new parts being installed over the two visits, the repair person was able to complete the work on the unit mid-week.

    Im getting to where I can organize myself and get back on schedule, Martha said Sunday. Having the house back to normal is a blessing.

    Jon was able to sit in his favorite living room chair and watch the Los Angeles Dodgers play against Detroit Tigers. Martha was in the dining room talking about their month-long home appliance drama. They still run a lot of fans to circulate the cooled air around the house. The unit is kept at 78 degrees most of the time. Martha will move it down to, say, 77 degrees when shes doing a lot of housework.

    Jon and Martha both contend with physical problems but Jon is undergoing treatment for stage 2 cancer and also has emphysema and chronic obstructive pulmonary disease. His health further suffering because of a failed air conditioner was Marthas primary worry, though the cost for trying to make the situation remotely tolerable was constantly on their minds as well, she said.

    They were upset their home warranty provider wasnt responding in a timely fashion to their need for relief especially with Jons health challenges. That the local repair contractor wouldnt come out until the insurer gave an OK to do the work also proved stressful.

    But now that the unit is working again, Jon and Martha were able to celebrate an important event now that their home is cool enough to tolerate Jons grandsons first birthday.

    Little Kevin Jon (his grandfather is called Jon Kevin) was the guest of honor Saturday. A Happy Birthday banner still hung near the ceiling in the living room Sunday. Martha was looking at pictures of the toddler taken with her smart phone and laughed as she showed a video of Kevin sitting in a high chair as he attacked a smash cake, mouth-first.

    If we hadnt gotten the air conditioner fixed, we wouldve had to go to a restaurant, Martha said. It would have been more expensive and less relaxed.

    Martha also worried about the dogs not being able to tolerate the hot house especially their 10-year-old black Labrador mix named Dakota. The dogs contented face reflects his age with a generous amount of gray fur around his eyes and mouth,as Martha scratched the back of its head.

    Dakota was sleeping on the hard tile floor in the kitchen to try to stay cool. His spending so much time on that surface was likely hard on his older bones, joints and muscles, Martha said.

    And I was worried all the dogs werent drinking enough water and eating enough, she said. I didnt want to end up with any of them getting dehydrated and needing to go to the vet.

    Their two other dogs are Gunnar, 3 and Bear, 2. All three are larger dogs with dark fur.

    Being able to take a shower without feeling as if shes in a sauna is a relief. And offers of help to get the situation resolved were greatly appreciated. However, the Evanses are preparing to change their home warranty provider and Martha is putting together complaints for the Better Business Bureau about the matter.

    Somebody needs to keep these people from doing this, she said about their long wait for the work to be complete. The first visit, which came after three weeks, didnt fully alleviate the problem and the house still wasnt cool enough until a second repair was made about 10 days later. Its been a big nightmare.

    PRAIRIEVILLE - A homeowner with a home warranty can't seem to get her air conditioner fixed. It's been out for two weeks and inside her home it's north of 80 degrees.

    Dawn Sorapuru thought getting a home warranty through American Home Shield would protect her, but instead she says it's hurting her. She pays a monthly warranty premium of $47 each month and expects results.

    Multiple fans, portable A/C units and window units are blowing on full blast around the Prairieville house. Earlier this month, Sorapuru called American Home Shield about a problem with her A/C and a technician from Total Air Care visited her home.

    "The first time they said that the coils on my condenser were dirty so they sprayed it off with a water hose," she said.

    She paid the initial warranty fee of $75 during that first visit, but says the problem was not fixed. Another Total Air Care technician came out and replaced a weak capacitor. Sorapuru says the air conditioning still was not working properly after that. A third visit from a technician could not produce a issue. The fourth time, a veteran tech visited the home and reported there was a floating restriction inside the unit. The tech suggested the refrigerant be pulled out, the unit cleaned and the freon replaced.

    "Do this massive amount of work and replace the freon, which would be $800," said Sorapuru.

    The home warranty, only covers $10 per pound of freon. The rest, is on the homeowner. Frustrated, Sorapuru called to get a second opinion. A serviceman from another company says the A/C needs a new motor and the part should be delivered within four business days.

    President of Total Air Care, Mike Niquette tells 2 On Your Side Sorapuru's air conditioning unit is experiencing intermittent issues and occasionally, it takes more than one time to determine the problem.

    American Home Shield is a national company. The Better Business Bureau gives it a B grade. Over the past three years, the company has had over 8,000 customer complaints, many of which have been resolved, according the the company.

    Jim Stalls, CEO of the Baton Rouge BBB branch suggests people do their homeowner prior to signing a contract with a home warranty company.

    "Understand that the warranty may not automatically replace any problem, you know air conditioners, washer, dryer, whatever the case may be," said Stalls.

    Read the contract, in addition to reviews online and research companies the home warranty company contracts to do the work.

    Sorapuru says her only air conditioning and heating repair company option under the warranty is Total Air Care. She tells WBRZ she will be canceling her contract with American Home Shield.

    "It's not worth it," she said.

    Calls to American Home Shield were not returned.

    Who Must Register All builders of owner-occupied new homes, including single family, townhouse, duplex (two-family), cooperative, condominium, factory-built, and modular residences are required to register with the New Home Warranty Program. A builder is any individual or organization in the business of constructing new homes, including anyone who constructs a new home for sale, acts as prime contractor to construct a new home for himself/herself or for another person, contracts with a general contractor for construction of a new home, or sells or transfers title to land and then participates in the construction of a new home. It does not include a person who constructs a new home for his/her own personal use, a licensed architect, engineer, or attorney, or someone who contracts with a licensed architect, engineer, or attorney to provide professional services related to the construction of a new home.

    Each new home building business is required to register separately. The name of the company which is transferring title to the new home is the entity which must register and warrant the new home.

    If approved, a builder is issued a registration card, which must be shown to the local construction official when construction permits for the new home are obtained. Registration is valid for two years from the approval date.

    Builders who fail to register or maintain a current registration are subject to fines up to $2,000. Each home sold during the time the builder remains unregistered is considered a separate offense.

    A builders registration can be suspended or denied if the builder fails to enroll, warrant, or continue to participate in the State Plan or an approved private plan, fails to correct or settle a claim after responsibility was established through the dispute settlement process, has officers, partners, stockholders, or directors who were involved in unregistered, suspended, or revoked new home building businesses, incurred or was responsible for incurring an award against the New Home Warranty Security Fund and the Fund has not been compensated, or failed to participate in the dispute settlement process. A builders registration can also be revoked for repeating any of the above violations set forth in this paragraph.

    During the first year of a new homes warranty, warranty coverage extends to defective systems, workmanship, materials, plumbing, electrical and mechanical systems, appliances, fixtures, and equipment, and major structural defects. From the commencement date of the warranty up to two (2) years from that date, the mechanical, electrical, and plumbing systems and major structural defects are covered. The builder is responsible for warranty coverage during the first two years. During the third through tenth years of coverage, only major structural defects are covered.

    If, for at least 10 years, there has been no payment made, and no final determination that a payment must be made, under either the State Plan or an approved private plan, as a result of a claim against the builder or a major structural defect, the contribution percentage shall be 0.17;

    If, for at least seven years but less than 10 years, there has been no payment made, and no final determination that a payment must be made, under either the State Plan or an approved private plan, as a result of a claim against the builder or a major structural defect, the contribution percentage shall be 0.213;

    If, for at least five years but less than seven years, there has been no payment made, and no final determination that a payment must be made, under either the State Plan or an approved private plan, as a result of a claim against the builder or a major structural defect, the contribution percentage shall be 0.255;

    If, for at least two years but less than five years, there has been no payment made, and no final determination that a payment must be made, under either the State Plan or an approved private plan, as a result of a claim against the builder or a major structural defect, the contribution percentage shall be 0.298;
