KUALA LUMPUR: The move by the Home Ministry to make it compulsory for individuals applying for a job as security guards to have their identity cards (ICs) confirmed with the National Registration Department (NRD) effective September 1 is seen as enhancing public confidence on the service provided.
This is because the effort to improve security clearance management can address public ire on the occurrence of crimes involving security guards such as several cases that have happened previously.
Security Services Association of Malaysia president Datuk Shaheen Mirza Habib said the robbery incident in Subang Jaya last year involving a security guard who was found to have used a false IC, has become a lesson among many security firms.
In the Oct 23, 2013 a woman bank officer was shot dead in the head by the banks own security guard before fleeing with cash from the safety vault.
The new regulation will enhance the aspect of security in our industry, which really must stress on the security factor, he told Bernama yesterday.
The move was announced by Home Minister Datuk Seri Ahmad Zahid Hamidi yesterday to ensure all security guards were Malaysians and possessed valid ICs and, therefore, curb the use of false ICs by security guards.
Touching on security firms that recruited foreign workers besides Nepalese, Shaheen said the high demand was more on irresponsible firms that took advantage of foreigners who were not permitted to work as security guards.
We only have 30,000 Nepalese security guards. Demands (for them) are high resulting in some firms to be greedy and wanted to get workers as soon as possible and recruiting foreign workers illegally without the relevant process with the ministry, he said.
For the cash-in-transit and banking sector, he said, only locals were allowed to work while Nepalese nationals were permitted to work at private companies on a three-year contract.

KUALA KUBU BHARU: Home Minister Datuk Seri Ahmad Zahid Hamidi has warned security service firms which are still hiring illegal immigrants to immediately stop the practice or face cancellation of their licence.
Between September 1, 2013 and June 23 this year, 659 security guards who were illegals were detained nationwide.
And,we (Home Ministry) also cancelled the licence of eight security service companies and issued the final warning to 25 other companies for committing various offences, including hiring illegal immigrants as security guards, he said after launching the Certified Security Guards Training Programme, here, yesterday.
And to ensure all local security guards are Malaysian citizens and possess a valid identity card (IC), Ahmad Zahid said effective September 1, all security service companies must confirm with the National Registration Department (NRD), the ICs of individuals applying for a job as security guard with the companies.
The candidates for the job, he added, must present themselves to the NRD for confirmation of their MyKad through the biometric method before the companies submitted the applications for security screening to the Home Ministry and Royal Malaysian Police.
Ahmad Zahid said this measure was also in response to the various issues that arose involving the security service industry, including the quality of service, hiring of illegals as security guards and using of false identity cards.
On the implementation of minimum pay for security guards, Ahmad Zahid said it was not intended to burden the companies but to improve the service quality of their employees.
Currently, the minimum basic salary is RM900, excluding allowance and overtime payment. Their average monthly pay comes to RM1,200 to RM1,900, he said.
To ensure the companies provide the best service and at the same time would not have to wind up their business because of the minimum wage implementation, the ministry has decided on centralised certified training for security guards so that the pay increase could result in quality service.

There's a huge demand for mounted digital cameras which produce high resolution images. Some even have audio. In the event a home is burglarized, they can show the criminals going in and out of a home.
And having the crimes captured on video is a blessing for police at a time when there are staffing shortages.
"The biggest change for us has been the addition of video surveillance in homes," Belmont Police Capt. Pat Halloran said. "Previously we only saw them in businesses and stores."
The best seller at Hue and Cry Security Systems in San Carlos is a program called "Verified Response," which also alerts police.
When the camera detects motion in the home, it triggers the recording. The images are sent in real time to the company's monitoring station, where workers look for anything suspicious. If there is, Hue and Cry's dispatchers call police.
"They seem to come out faster and hopefully, they can capture the person so it doesn't happen again," spokesperson Natalie Miles said.
But that depends on how quickly officers get there.
Chances are most of the burglars will get away before police are able to respond. But now, there is at least one security company that's filling the gap.
Aclarity Systems has digital cameras at homes and businesses and the images are monitored 24 hours a day. If there's unusual movement, the computer sends out a red flag, but unlike other companies, they will dispatch a private security unit to investigate suspicious activity.
