    Suozzi calls on NYers to stop supporting pols who oppose restoring SALT deductions – Newsday - December 10, 2020 by Mr HomeBuilder

    New Yorkers who contribute to politicians opposing restoration of the full State and Local Tax deduction are "consciously undermining our state and contributing to our demise," Rep. Thomas Suozzi said Monday.

    When the 117th Congress is seated in January, Suozzi and other Democrats plan to resubmit legislation calling for a full repeal of the SALT cap, the Glen Cove Democrat said during a Zoom news conference in which he urged New Yorkers not to financially support lawmakers who oppose the bill.

    By April 2021, Suozzi said he will issue a report identifying New Yorkers who contributed at least $1,000 to members of Congress opposing the SALT deduction repeal.

    "Anybody who supports the cap of the SALT deduction is hurting New York," Suozzi said. "I am calling on New Yorkers to stop funding those politicians killing our state; killing our city; killing New York. We need to make sure we hold them accountable."

    The GOP's $1.5 trillion tax reform bill, which narrowly passed the House and Senate in 2017, limits deductibility of state and local income and property taxes to $10,000 on federal tax returns.

    More than 250,000 families, or 43% of households in Suozzi's Third District, which covers most of Long Island's North Shore and parts of Queens, claim the state and local tax deduction at an average rate of $18,300, Suozzi staffers said.

    On Long Island, where residents pay among the highest property taxes in the nation, roughly 530,000 homeowners, or more than a third of all tax filers in Nassau and Suffolk, are affected by the cap.

    The Democrat-led House of Representatives has passed legislation repealing the cap but the measure was blocked in the GOP-led Senate and it has become a major point of contention amid talks on the COVID-19 stimulus bill now being negotiated.

    Republicans have said the SALT deductions benefit high earners and primarily benefit the wealthy in high-tax and mostly blue states.

    President-elect Joe Biden has indicated support for repealing the cap, Suozzi said.

    "We need to rally together and fight for New York," Suozzi said, urging other states affected by the cap, including California, Illinois and Massachusetts to make similar pushes. "This is an issue we need to all get together on."

    In 2019 and 2020, more than 7,800 New Yorkers combined to contribute in excess of $35 million to Senate Majority Leader Mitch McConnell (R-Ky), Sen. Lindsey Graham (R-S.C.), and GOP-associated Senate political action committees all of whom oppose repealing the SALT cap, Suozzi said.

    From 2015 to 2019, New York sent $116 billion more to the federal government that it received back in state aid while during that same period, Kentucky received $148 billion, and South Carolina $87 billion more than they contributed, Suozzi said.

    Suozzi on Monday cited a recent Bloomberg report that Goldman Sachs' $8 billion asset-management division is considering relocating to Florida, which has no state income taxes. Hedge funds run by Paul Singer and Carl Icahn have made similar office relocations in recent months.

    Suozzi called the report a "red alert" for New York.

    An ongoing project in an east-end semi-detached home has triggered a bitter feud between the two households who live in the building promptingthe city to remind homeownersto clearly communicate with their neighbours aboutpotentially disruptive renovations.

    Nilisha Shah, who lives in one half of the semi in the Queen Street East and Greenwood Avenue area, says the problems began just a few months after she moved in with her husband Prashant and their six-year-old daughterin January.

    Her next-door neighbour, Valerie Connelly, began renovationson her half of the property, which is separated from the Shahs' home only by a so-called party wall, in April, Shah said.

    Renos included a two-storey rear addition, a basement walkout, conversion of an enclosed front porch into a living space and other interior alterations, according to city records.

    But by mid-November, the project had racked up fivebuilding code violations.

    Shah says her neighbour's renovation project has caused cracked and water-damaged walls, an infestation of raccoons through a crawl space wall, broken windows and sleepless nights.

    "This has changed our life in many ways," she said. "With seven, eight raccoons living right there, we had to close off all the vents and not use air conditioning or anything during June, July ...because we couldn't take the smell.

    "At night, my daughter could not sleep in her room because we didn't want to leave her alone there. So we all had to just cramp up in one small room."

    Connelly declined to speak with CBC Toronto.

    She maintained in an Oct. 28 email that the real problem lies with the city, which she said is impeding her efforts to build a home for her ailing mother, an accusation the City of Toronto's chief building official Will Johnston denies.

    "We expect property owners to carry out that construction in a way that it meets all of the city requirements," he said.

    "And when we become aware of those issues, we work with the property owner and the builder in order to bring those issues into compliance with the city regulations."

    The city's website says Connelly's infractions include building without a permitand fourother instances in which inspectors found deficiencies in building practices.

    Johnston saysalmost all of those problems have since been remedied, although problems with water seepage remain.

    And he saysit's not unusual for a home renovation project to be flagged by building inspectors as often as Connelly's project has been.

    What is unusual, he says, is neighbours not being able to work out their differences in a timely manner.

    "That's a rare incident," he said.

    It appears that the problems began with Connelly's first contractor, who was not experienced enough to tackle a project of this size.

    That contractor was replaced after a couple of months on the job, but the conditions he left behind were "a hot mess," according to Jhon Bermudez, one of the most recentcontractors on the project.

    "The foundation wasn't poured properly ... They went ahead and started framing the first floor knowing that the foundation was all bad," he said, "so we had to take everything apart and start from scratch."

    Shah saysher relationship with Connelly has now deteriorated to the point that she's had to hire a lawyer to demand that the problems with her own home be fixed.

    She says she's racked up thousands of dollars in billsfor pest control experts to get rid of the raccoons, cleaning, re-insulating and engineer's fees.

    Shah says she's waiting for Connelly's project to be finished before she proceeds with other repairs, which she says include broken windows, cracked walls and drywall damaged bywater seepage.

    Johnston saysmost homeowners manage to maintain relations with their neighbours in the midst of a noisy, sometimes damaging, renovation. But he offersthis advice:

    "Prior to construction happening, it's really critical that ... those two property owners come together and they have a discussion around what is the type of construction that's going to take place, what measures are going to be taking place in order to protect each other's property," Johnston said.

    He says it's important for neighbours to havea good relationship and they haveopen communication right from the start,before the project starts.

    "By having that in place, you do minimize a lot of the impacts."

    Potential Early Monday PSPS Event: Forecasted High Winds and Dry Conditions Mean PG&E Might Need to Proactively Turn Off Power for Safety in Targeted… - December 4, 2020 by Mr HomeBuilder

    SAN FRANCISCO--(BUSINESS WIRE)--Pacific Gas and Electric Company (PG&E) has notified customers in targeted portions of 15 counties and five tribal communities about a potential Public Safety Power Shutoff (PSPS) starting early Monday morning (Dec. 7). Dry conditions combined with expected high wind gusts pose an increased risk for damage to the electric system that has the potential to ignite fires in areas with dry vegetation.

    High fire-risk conditions are expected to arrive late Sunday evening with high winds forecast to continue until into early Monday morning, peaking in strength during the day Monday, and possibly lingering in some regions through early Tuesday. Once the strong winds subside, PG&E crew will patrol the de-energized lines to ensure they were not damaged during the severe weather. PG&E will safely restore power as quickly as possible, with the goal of restoring most customers within 12 daylight hours, based on weather conditions.

    While there is still uncertainty regarding the strength and timing of this weather wind event, the shutoff is forecasted to affect approximately 130,000 customers in targeted portions of 15 counties, including Alpine, Amador, Calaveras, El Dorado, Fresno, Lake, Monterey, Napa, Nevada, Placer, Sierra, Sonoma, Tulare, Tuolumne, and Yuba, as well as five tribal communities.

    The highest probability areas for this PSPS are the Sierra foothills; the North Bay mountains and portions of the Central Coast. This is not expected to be a widespread event in the Bay Area at this time.

    Potential Public Safety Power Shutoff: What People Should Know

    The potential PSPS event is still more than two days away. PG&E in-house meteorologists as well as staff in its Wildfire Safety Operation Center and Emergency Operation Center will continue to monitor conditions closely, and additional customer notifications will be issued as we move closer to the potential event.

    Customer notificationsvia text, email and automated phone callbegan late this afternoon, approximately two days prior to the potential shutoff. Customers enrolled in the companys Medical Baseline program who do not verify that they have received these important safety communications will be individually visited by a PG&E employee with a knock on their door when possible. A primary focus will be given to customers who rely on electricity for critical life-sustaining equipment.

    Potentially Affected Customers

    Here is a list of customers by county who could be potentially affected by this PSPS event.

    Why PG&E Calls a PSPS Event

    When extreme weather conditions are forecasted, PG&E considers proactively turning off power for safety, as such weather conditions increase the potential for damage and hazards to PG&Es electric infrastructure, which could cause sparks if lines are energized. These conditions also increase the potential for rapid fire spread.

    State officials classify more than half of PG&Es 70,000-square-mile service area in Northern and Central California as having a high fire threat, given dry grasses and the high volume of dead and dying trees. The states high-risk areas have tripled in size over the last seven years.

    No single factor drives a PSPS, as each situation is unique. PG&E carefully reviews a combination of criteria when determining if power should be turned off for safety. These factors generally include, but are not limited to:

    Improved Watch and Warning Notifications

    In response to customer feedback requesting more timely information to prepare for a potential PSPS event, PG&E will provide improved Watch and Warning notifications this year.

    Whenever possible, an initial Watch notification will be sent two days in advance of a potential PSPS event. One day before the potential PSPS event, an additional Watch notification will go out, notifying customers of the possibility of a PSPS event in their area based on forecasted conditions.

    A PSPS Watch will be upgraded to a Warning when forecasted conditions show that a safety shutoff will be needed. Whenever possible, Warning notifications will be sent approximately four to 12 hours in advance of the power being shut off.

    Both Watch and Warning notifications are directly tied to the weather forecast, which can change rapidly.

    As an example of how notifications have been improved in 2020, customers will see the date and time when power is estimated to be shut off as well as the estimated time for restoration. These notifications will be provided two days before the power goes out. Last year, the estimated time of restoration was not provided until after the power had been turned off.

    Outage and Backup Power Safety

    While backup power can be helpful during an outage, it can also pose safety hazards when not used correctly. Improper use can risk damage to your property, or endanger the lives of you, your family, or PG&E crews who may be working to restore power.

    Learning from past PSPS events, PG&E has been making events smaller in size, shorter in length and smarter for customers in 2020.

    Community Resource Centers Reflect COVID-Safety Protocols

    The sole purpose of a PSPS is to reduce the risk of major wildfires during severe weather. While a PSPS is an important wildfire safety tool, PG&E understands that losing power disrupts lives, especially for customers sheltering-at-home in response to COVID-19.

    During PSPS events, PG&E opens temporary Community Resource Centers (CRCs) to support our customers. These temporary CRCs are open to customers when power is out at their homes and provide ADA-accessible restrooms and hand-washing stations; medical-equipment charging; Wi-Fi; bottled water; and non-perishable snacks.

    In response to the COVID-19 pandemic, all CRCs follow important health and safety protocols including:

    PG&Es CRCs in 2020 have been improved from those in 2019. In addition to using existing indoor facilities, PG&Es CRCs include outdoor, open-air sites in some locations and large commercial vans in other locations. CRC format will depend on a number of factors, including input from local and tribal leaders. Supplies are handed out in grab-and-go bags at outdoor CRCs so most customers can be on their way quickly.

    As one would expect, people are not happy over the MBTAs planned service cuts.

    These temporary measures, taken as ridership and revenue have plummeted due to the coronavirus pandemic, include curtailing commuter-rail schedules, shutting down subways early, eliminating bus routes and halting ferry service.

    Whats also not surprising is that people dont believe the moves are temporary.

    As the State House News Service reported, a MassINC Polling Group survey found that 64% of people somewhat or strongly oppose the cuts in service proposed by the MBTA. If eliminated, 54% said they didnt think the services would be restored after the COVID-19 pandemic abates and workplaces fully reopen.

    Can you blame them the cynical view? In recent years, riders have experienced a winter of hellacious delays and disruptions on the Red Line, a series of Green Line derailments and the JFK/UMass incident, which threw Red Line commutes off kilter for months. Public trust has stalled.

    MBTA General Manager Steve Poftak defended the cuts, deeming them necessary. The vast majority of MBTA service will continue, the proposed service changes are not permanent, and the MBTA will periodically realign service as feasible to match current and future ridership patterns when durable revenue is available for pay for such service, Poftak said.

    The problem is, as much as one may dislike the MBTA cuts, they are the best option to keep the agency operating. According to the T, subway ridership is about 24% of its pre-COVID volume, buses see 41% of their former ridership, the commuter rail is seeing approximately 13% of its pre-COVID traffic, and ferry ridership is approximately 12% of its pre-pandemic volume averaging seven passengers per boat.

    None of that is good, and something must be done. If it isnt cuts, then Bay State wallets would have to open.

    This poll fails to measure public support for the question that is actually at hand should taxes be increased in order to operate a transit system that has seen its ridership decrease by 75%? said Terry MacCormack, Bakers deputy communications director.

    Unless someone strikes oil on the Boston Common, the dearth of revenue at the T has to be dealt with, one way or the other.

    Cuts are preferable to fare hikes or tax increases.

    But although the MBTA tries to reassure customers that things will get back to normal once the pandemics economic vice has been loosened, it shouldnt come as a shock that the public doesnt believe it.

    This series from Blumhouse Television zeroes in on America's most notorious and outrageous killers from the Sunshine State.     "Monster Preacher" takes a deep dive into the life of Gary Heidnik, a pastor in Philadelphia who brought the darkest of nightmares to life when he lured and confined six women as captives in his basement. In November 1986, Heidnik brutalized these women for four months as he chained, tortured, raped and even killed in his effort to create a colony of sex slaves to have his offspring. With exclusive access to two of the four surviving victims, Josefina Rivera and Jackie Askin, along with expert interviews from those closest to the case, the two-hour special takes viewers on a chilling ride through Philadelphia's most frightening horror story and sheds light on the racial and social dynamics that affected both Heidnik's motivation and the police investigation. The two survivors meet in person for the first time since their release from Heidnik's "Horror House" to recount their experiences, the abuse they endured and share how they were ultimately able to survive and move forward with their lives over three decades later.
