    State DNR headquarters shut down for water damage cleanup - December 12, 2013 by Mr HomeBuilder

    Update at 2 p.m.: The Natural Resources Building closed at 1 p.m. with all employees instructed to leave, so cleanup and repair work can continue in water-damaged areas.

    Six floors had flooding from the building's heating and cooling system when a pipe burst Monday night.

    The liquid that leaked, while diluted with water, could cause irritation to skin, eyes and the respiratory system, so any employees who came in contact with the liquid should wash their skin, clothes and footwear if in contact with the liquid.

    Holly Lamers of the DNR said a return to normal operations is expected on Wednesday.

    A water pipe that burst Monday night caused damage to six floors of the state's GEF II building, the headquarters of the Department of Natural Resources.

    The flooding was along the west side of the building at 101 S. Webster St., according to Stephanie Marquis, spokeswoman for the Department of Administration, which is in charge of state buildings.

    Bill Cosh, spokesman for the DNR, told Madison.com the pipe that broke was in the building's heating system.

    "No one was hurt," Cosh said, "But there's water damage on six different floors."

    The first, second, third, fifth, sixth and seventh floors and a small portion of the ground floor were damaged, but the fourth and eighth floors were not affected.

    "We have plumbers and cleanup crews on site to repair the damage and clean the areas," Marquis said.

    The State Natural Resources building is reopening Wednesday, after being shut down on Tuesday due to damage caused by a burst pipe in the building's heating and cooling system.

    The building, known as GEF 2, 101 S. Webster St. in Downtown Madison, closed Tuesday afternoon after all seven floors suffered some water damage along the west side, from the burst pipe that happened Monday night.

    Stephanie Marquis, spokeswoman for the Department of Administration, said by email the Department of Natural Resources will return to normal operations, with the call center answered by staff and the license center issuing licenses on site.

    The DOA oversees state facilities.

    "While a final cause has not been determined, it appears the HVAC system did not function properly and pulled in cold air overnight (Monday into Tuesday), which caused the pipes to freeze and subsequently burst," Marquis said in the email.

    Cleanup and repair crews worked on the damage Tuesday and most work has been completed.

    "The building is dry, all pipes have pressure, affected work stations have been cleaned and the heating system is working," Marquis said.

    She said the DOA doesn't anticipate any mold or leak issues, but the carpets in the building will be steam cleaned over the weekend as a precaution.

    "DOA will have a cost estimate of the repairs in future weeks," Marquis said.

    The water from the burst pipes contained a rust inhibitor that could cause skin irritation, but there was no word from the DNR if any staff member reported contact with the water.

    The heating and cooling unit from the Tri-Cities Historical Museums warehouse on 172nd Avenue in Grand Haven Township disappeared sometime last week, museum Director Steven Radtke said.

    I saw it on Tuesday, he said. When one of the volunteers went out to work in the building on Thursday morning, it was gone.

    The incident wasnt reported to police until Friday morning. The missing unit was sitting on blocks next to the building and museum officials took the time to verify that it hadnt already been moved back onto the roof.

    We had a leak at the warehouse building," Radtke explained. "The machine was taken off the building with a crane about three weeks ago.

    The museum director said the roof repair had just been completed, so he was hoping the heating and cooling company had replaced the unit on the roof. But that wasnt the case.

    Peerbolt's Inc. of Holland was lined up for the replacement job, but the company's Loran Peerbolt said they have not yet been notified to do the work.

    We havent run into this before not around here, Peerbolt said. Its pretty unusual that a unit that big and heavy would be picked up and taken."

    Peerbolt said the unit could have been cut up for scrap, but that would be noisy and a lot of work.

    Something like that, if you brought it (to a recycler) in whole, it would raise a question, he said.

    Police checked scrap yards in Holland and Muskegon on Friday and nothing like the missing unit was turned in, said Lt. Mark Bennett of the Ottawa County Sheriffs Department.

    Museum HVAC thievery

    Wichita to spend $16 million to catch up street, utility maintenance - December 12, 2013 by Mr HomeBuilder

    Wichita will invest about $16 million next year to continue catching up on deferred street and utility maintenance.

    The city is going to spend an additional $8 million in 2014 on street repairs, specifically an initiative by contracted outside crews to repair thermal cracks those inch-wide, curb-to-curb cracks in residential streets that bounce cars all across Wichita. The 2014 city budget calls for almost another $11 million for internal pavement maintenance and salaries.

    Another $8.2 million will be spent updating sewer and water lines through the citys capital improvements program or, as public works director Alan King puts it, trying to get closer to the industry standards for replacement. The 2014 budget has another $7.5 million in the citys sewer fund and $51 million in the water fund.

    The 2014 expenditures were approved this week as part of the councils consent budget, where a bundle of items receive one vote without any discussion.

    But Vice Mayor Pete Meitzner referenced the extra maintenance money at the end of the meeting, saying its important for the public to note the citys redoubled commitment.

    I think it is important for the citizens to know we are spending some significant dollars to improve hundreds of streets, and water and sewer repairs that are overdue, Meitzner said. A commitment to the basic functions of city government is to assure police, fire, roads, water and sewer, and this $16-plus million is a step in the right direction.

    Contract street repair crews will fan out across most of the city next year, King said, to start work on those cracks, formed when street surfaces expand and contract over several years of heating and cooling.

    About 300 lane miles of city street will be covered in the project, King said.

    Its not something that just happened, he said. Its been over a number of years, several freeze and heat cycles. It hasnt been a repair that the city has focused upon in the past.

    About a third of the citys residential streets will be covered in the project, King said.

    HomeServe Expansion, Move To Norwalk Lands Millions From State - December 12, 2013 by Mr HomeBuilder

    The state awarded millions of dollars to HomeServe USA on Wednesday for its move to a larger office in Norwalk and its plans to create more than 100 jobs in Connecticut.

    HomeServe outgrew its Stamford offices and moved into Norwalk's Merritt 7 Corporate Office Park in November, the company said. The home emergency repair business, which has 109 employees in Stamford, expects to create 130 new jobs over the next five years.

    The move and expansion is estimated to come in at $33 million, according to the governor's office.

    HomeServe will receive a $1 million grant and a $3 million loan, two-thirds of which is forgivable if job targets are met, according to the state Department of Economic and Community Development. It can also apply for up to $5 million in urban reinvestment tax credits from the state.

    The company's home repair service plans help cover the costs water line and sewer line breaks, heating and cooling issues and electrical issues.

    "Our business has seen tremendous growth over the past decade as American homeowners have come to understand the value our service plans provide, and we've increased our employee numbers to meet that demand," Tom Rusin, the company's chief executive, said in a written statement.

    State Sen. Bob Duff, who represents Norwalk, said the company's "growth trajectory is impressive."

    Gov. Dannel P. Malloy said in a statement that the expansion "will help foster further growth for the company and create good-paying jobs with good benefits for Connecticut residents."

    His office expects the State Bond Commission to approve the funding at Friday's meeting in Hartford.

    Catherine Smith, the state's economic development commissioner, said that using the state's "flexible financing tools we can ensure that this type of expansion project takes place within our borders and not in a competitor state."
