    Los Gatos: Bond Measure would raise funds for high school improvements - May 15, 2014 by Mr HomeBuilder

    On June 3, local residents will head to the polls to decide whether to approve a $99 million bond measure that would raise money for facilities improvements at Los Gatos and Saratoga high schools.

    If the measure is approved, the district estimates the average annual cost to property owners would be $18 per $100,000 of their property's value. That's on top of the approximately $35 per $100,000 property owners are already paying annually for a $79 million bond that was approved by more than 80 percent of voters in June 1998. Those payments will continue through 2024.

    That measure initiated repairs and improvements to Los Gatos and Saratoga high schools, but nearly two decades later, district officials say many of the classrooms and school facilities that were not in need of repair in 1998 have aged and now need repairs and upgrades.

    A list of improvements includes repairing leaky and aging roofs, replacing or fixing old heating and cooling systems, making safety repairs to classrooms, labs and other school facilities, upgrading classrooms and educational technology, and adding a classroom at Los Gatos High to accommodate a projected enrollment increase of 200 students by 2018-2019, according to district superintendent Bob Mistele.

    Funds from the Measure E bond would also be used to modernize science labs at both high schools.

    Specifically, the measure would retrofit an engineering classroom at Saratoga High to a science lab and allocate $2 million to each school for technology upgrades, such as the schools' wireless infrastructure network.

    "We have excellent high schools, high-performing schools, and we're trying to maintain that strong foundation in science, math and English, and we believe that our students deserve 21st century facilities," Mistele said.

    Additionally, some money would be used at both high schools to build new classrooms for the music departments.

    "We've got expanding programs, and we need to accommodate the growth of those programs," Mistele said.

    The district will also allocate money for expanding theater facilities on both campuses. At Los Gatos High, the funds will be used to build a room for prop storage.

    Jackson County to make repairs on courthouse - May 15, 2014 by Mr HomeBuilder

    MURPHYSBORO The Jackson County Board is taking step to repair problems with the courthouse.

    The finance committee approved a plan to complete all needed repairs on the courthouse rather than just making temporary solutions, said Jackson County Board Chairman John Rendleman.

    The plan, which will be recommended to the county board May 20, is meant to fix major leaking and water damage in the courthouse basement. Also, the repairs will take care of all heating and cooling needs on the first and second floor as well as the basement.

    This will stabilize all mechanical matter needs in the courthouse for the foreseeable future, Rendleman said.

    He said fixing the leaking in the basement will allow the courthouse to have offices in the basement again, which will free up much needed space for other offices.

    The total cost for the courthouse repair project will be about $764,000.

    Rendleman said the finance committee authorized the expenditure of $200,000 from previously appropriated funds for capital improvements to help offset some of the cost.

    He said the county will also seek a loan not to exceed $600,000 for the balance. The loan will be paid back by funds through the regular general revenue account and must be paid back within two years after taking out the loan.

    Are home warranties worth the cost? - May 12, 2014 by Mr HomeBuilder

    Homes that come with warranties sell 11 days quicker and for an average of $2,300 more than those without, according to a recent survey by one of the country's largest warranty providers.

    But one consumer organization says such warranties aren't worth the cost, which is $400 to $600 a year.

    "Instead of buying one of these policies or placing any value in the one provided when you buy a home you'll do better to place that money into a home-repair fund," says Consumers' Checkbook, an independent nonprofit that publishes local magazines in seven locations, including Boston, Chicago, San Francisco and Washington, D.C.

    Home warranties have been vilified before, but never by an organization with a solid reputation like that of Consumers' Checkbook, which has won the National Press Club's First Place Award for Excellence in Consumer Journalism. Like Consumer Reports, the D.C.-based nonprofit does not accept donations from businesses and its publications carry no advertising.

    The warning about warranties does not include those comprehensive warranties provided by home builders on brand-new houses. Rather, it is solely about those on existing homes.

    Actually, they aren't really warranties but service contracts that insure against the repair of a home's major appliances, heating and cooling systems, plumbing systems, circuit breakers and a few other things.

    But while the potential breakdowns covered by home warranties might be unpleasant, Consumers' Checkbook says, they are often not catastrophic. Those bigger, more expensive repairs are what insurance is for to cover stuff you can't afford to repair yourself.

    "When you buy insurance against risks you can afford to cover on your own," the magazine says, "you end up paying for sales commissions and expenses and company profits rather than for claims paid" by the warranty company.

    "Buying a home warranty is like buying a (very) limited extended service contract on a bunch of appliances," says the group.

    Nevertheless, warranties have become almost universal in today's market. Not only do they appeal to would-be buyers, who believe they're covered should the air conditioner break down or the refrigerator kick out during their first year of ownership, they also appeal to sellers, because they, too, are covered during the listing period.

    With a remaining backlog of repair and replacement projects still needing attention, Peachtree City officials are likely to approve a second $3 million bond in coming months.

    The process was put on hold last week as councilman Eric Imker said he wanted to delve into the budget process, which starts next month, to make sure the city was in good financial shape before making the final call on the additional debt.

    At $3 million the debt service payment was initially estimated to be $361,000 a year for 10 years. But a revised estimate with a lower interest rate the city is likely to receive shows it would cost about $330,000 a year instead, according to Community Services Director Jon Rorie.

    The proposed list of projects breaks down to $1.3 million for leisure services, $1.04 million for public safety projects, $265,000 for public services and $225,000 for administrative services with a small contingency amount.

    The hope is there could be a further cost savings on many of the individual projects by using in-house talent instead of exclusively contracting out each project, Rorie noted. There is a time crunch however to complete all projects in three years because of the requirements of the bond process, he added.

    Staff has spent some time working the project details in an effort to maximize the life expectancy of the projects, Rorie said, using the example of the replacement of the basketball court at the Braelinn Village recreation area. Instead of repairing the asphalt with the potential to last only a few years, the surface will be completely removed and replaced with a concrete surface that should last about 50 years at a cost of about $43,000, Rorie said.

    Among the other recreation projects are $75,000 for a replacement tower at the BMX track and $25,000 for a new irrigation system there ... along with $50,000 to renovate the skate park area, $62,000 for replacement of playground equipment, $175,000 for roof replacement at the tennis center and $331,000 for restoration of the rink wall and roof at the Kedron roller hockey rink. Also included is $100,000 to expand the irrigation pond used for the baseball and soccer fields at the citys baseball and soccer complex and $30,000 to repair and replace some windows at the city library.

    In the public safety category is $315,000 to replace the police department headquarters roof and another $50,000 to replace heating and cooling units that are located on the roof, Rorie said. Three fire stations will get new roofs at a total of $351,000 and resurfacing of the parking lot at stations 81 and 82.

    In the administrative services category is $100,000 to upgrade the citywide fire protection systems, $50,000 to replace windows at city hall and an electrical upgrade to provide outlets at city hall and Drake Field that can be used for special community-wide events that citizens have asked for in the One PTC public input process, Rorie said.

    As for the interest the city might get, Imker said he thought the city might get a rate that would bring that rate down to about $20,000 a year, in which case it is so far beyond advantageous its ridiculous not to even consider doing it that way.
