    Local companies submit low bids for courthouse repairs – The Herald Bulletin - February 23, 2017 by Mr HomeBuilder

    ANDERSON Two local companies have submitted the apparent low bids for installation of a new heating and air conditioning system for the Madison County Government Center.

    The Madison County commissioners on Tuesday took the bids under advisement along with bids for installing new lighting in the courthouse.

    A decision on the awarding of the contracts is expected on Wednesday.

    Consultant Terry Burnworth of Pyramid Architecture recommended the commissioners accept the low bids because of the need to complete the cooling work by the end of March.

    Burnworth said a new cooling tower and water-cooled three compressor chiller are expected to be delivered next week.

    Lehmans Mechanical Contractors was previously awarded contracts to deliver the cooling tower at a cost of $64,000 and the compressor at a cost of $119,400.

    Burnworth estimated the cost of replacing the heating and cooling systems at $1 million.

    Lehmans Mechanical Contractors submitted a combined bid for the installation of the heating and cooling systems and the new controls at $1,045,088. Five alternate bids included a new water heater, roof fans, manual dampers, connecting the Information Technology cooling system and fourth-floor cooling units. Lehmans bid for the alternates was $252,200.

    Lehmans was the only company bidding on the installation work.

    Enervise LLC of Cincinnati bid $299,475 for the controls for the system and two alternates.

    Fredericks of Pendleton submitted the only bid for the electrical work on the heating and cooling system at $64,000.

    Two bids were received to replace the courthouse lighting Fredericks, $125,300 and Eag-Led of Tampa, $199,500.

    In other business:

    The commissioners approved a lease with the Richland Township Fire Department for storing and manning of the countys HazMat truck at $1 per year.

    Tom Ecker, director of the Madison County Emergency Management Agency, said the Anderson Fire Department had stored and manned the truck at Station 4 until January. AFD said that when the HazMat team was dispatched, it took a truck out of service in Anderson.

    County Engineer Chuck Leser said Madison County spent $2,660,659 to pave 25 miles of road in 2016.

    Leser said the work was completed by Milestone Construction and included the $1 million grant the county received through the Indiana Department of Transportations Community Crossing grant program.

    BATAVIA It isnt criminal, but the HVAC system installed in the Genesee County Sheriffs Office administration building as it was constructed a decade ago hasnt performed to expectations.

    Operations such as central dispatch, evidence storage and other essentials have not been compromised by the inconsistent heating and air conditioning at the center of a $7,870 consultant agreement approved Wednesday by the Genesee County Legislature.

    Clark Patterson Lee, a Rochester-based firm, will prepare the final construction documents and specifications required to complete the HVAC improvements at the administration building, built for $4.8 million over 2006 and 2007.

    Sheriff Bill Sheron and Legislature Chairman Ray Cianfrini both said the issues with climate control at the Park Road facility began soon after it opened. While a system controlling the communications center and the core of the building works, the exterior ring of offices for administrators and the sheriffs civil and detectives bureaus can vary wildly.

    Its the inconsistency of the heating and air conditioning, Sheron said.

    Its been a continuous (problem), said Cianfrini, who compared the system to a car-buyer getting a lemon.

    Even with computer-controlled systems, energy balancing and the installation of a second boiler, those offices have had issues. Attempts at legal recourses against the contractors and project designers went nowhere, County Manager Jay Gsell said.

    The building was well-built, but its the climate control that continues to vex us.

    Legislators were largely frustrated by the condition of the HVAC system. Its a building thats less than 10 years old, Legislator Ed DeJaneiro, Jr. said.

    Who designed this, DeJaneiro said. It was a bad design, lets remember when we design the next building to not have the same architects.

    Can we confirm that the construction design team is or its not the same one as the consultant, asked Legislator Shelley Stein.

    Those people are not involved, Gsell replied.

    Soldiers Memorial renovations to tell St. Louisans’ war stories – STLtoday.com - February 22, 2017 by Mr HomeBuilder

    ST. LOUIS The $30 million renovation of Soldiers Memorial downtown wont be completed until November 2018, but after a year of construction the structure is showing signs of what will be.

    As the Missouri Historical Society prepares to host public forums on the project this week and in March, the memorial itself is home to more hard hats than war relics. Blank walls with large slits cut for installing air cooling and heating systems will eventually showcase stories and artifacts from St. Louisans experiences in war.

    Its all going to be brought to life by the stories of individual St. Louisans, said Karen Goering, managing director of administration and operations at the Historical Society.

    The final exhibit plans are still in the works, museum spokeswoman Leigh Walters said, but they will revolve around the buildup to and the aftermath of each world war. Up to 300 artifacts dating from the War of 1812 and up to the recent wars in Afghanistan and Iraq will be featured.

    Former office space under the building has been cleared, and concrete will soon be laid for what will be a new exhibition space. Walters said the new space will host temporary exhibits.

    Outside to the south, the Court of Honor prepares for the installation of a reflecting pool and the narrowing of Chestnut Avenue to integrate the two memorial spaces. The Court of Honor opened in 1948 to honor St. Louis dead from World War II, which totaled 2,573, Goering said.

    Goering said 1,075 St. Louisans died in World War I.

    The Court of Honor will also include new memorials for locals who fought in other American wars. Goering said the Historical Society hopes to include those from the entire St. Louis area, not only from within the city.

    When Soldiers Memorial opened, most people who might say they were from St. Louis actually lived in the city, and we know thats not the case now, Goering said.

    The skeleton of a new elevator shaft in the east wing is a sign of the improved access to come. Ramp access for the disabled was previously only offered at the back entrance, but a second ramp for the front will fix what museum officials called unacceptable.

    Disabled veterans shouldnt have to use the back entrance to get into a war memorial, Goering said.

    The imposing sculptures on the corners of the north and south staircases look refreshed after a cleaning removed years of coal soot and dirt. They were done by famous St. Louisan Walker Hancock, one of the real life Monuments Men whose story was used as inspiration for John Goodmans character in the 2014 film.

    Museum officials said they hope the finished product both within and outside the building strikes a quiet, reflective tone. Whereas the downtown block occupied by the Court of Honor and Soldiers Memorial between 14th and 13th streets previously hosted all sorts of events, Walters said they want the space to always draw attention to what it represents.

    This is a reverent space, Walters said.

    FARMINGTON The Central Consolidated School District Board of Education will be asked to approve a bidto renovate sections of theheating and cooling systemat Shiprock High School.

    Board members could vote in favor of accepting a $2.3 million bid from FCI Constructors Inc. to replace the heating and evaporative air cooling system during a regular meeting on Tuesday in the Shiprock board room.

    CCSD spokesman James Preminger said in an email that, once the project is completed, the entire school would utilize anew heating and air conditioning system. He added the system used in the Chieftain Pit willnot be affectedbecause that system already has been upgraded.

    The project includes adding sprinklers to certain areas of the school. The existing sprinkler system remains operationaland will not bereplaced, Preminger said.

    Additional work planned for the school includes renovating and remodeling the concession stand inside the Chieftain Pit.

    If the bid is approved, workwould start in the springand be completed inFebruary 2018, Preminger said.

    The district would pay for the upgradesthrough the capital outlay fund designated for buildings, renovation and construction, he added.

    "We're excited about having this work done," Preminger said in a telephone interview on Friday.

    Similar work is planned for Kirtland Central High School, which would adda new heating and cooling system throughout the building, as well as install a sprinkler system in Bronco Arena.

    The district did open the request for proposals process for the work but received only one bid, which was incomplete. So the process will reopen, Preminger said. Proposals for the project at Kirtland Central aredue on March 9, he added.

    Prior to the board meeting, the district will have an event to honor school board President Randy Manning, who is concluding 24 years of service on the board. Manning did not seekre-election for the District 1 seat in the Feb. 7 election.

    The event will take place from 5to 6:30 p.m. at the Shiprock A-Gym inside the CCSDadministration building in Shiprock.

    PIQUA Two local companies teamed up to bring warmth to a resident on Monday.

    The Housing Enhancement League of Piqua (HELP) brought together Harmony Systems, Inc. and Morris Heating Cooling Comfort Systems to donate a furnace and its installation to a resident on Blaine Avenue. Harmony Systems donated the furnace, while Morris Heating Cooling Comfort Systems donated their time for the installation, which took place Monday morning. The total estimated cost for the furnace and installation was around $3,400.

    Its a great help to me, said Ken Baker of Piqua, who received the donated furnace. Baker has been living in Piqua for 25 years, and his previous furnace was on its last leg.

    It was in bad shape, Baker said.

    Baker reached out to the city to see if HELP or the citys Community Home Investment Program (CHIP) funding, which they received through the states Community Development Block Grant (CDBG) funding, was able to help him keep the heat working in his home this winter.

    One of the big purposes of HELP is a way to give back to the community, Development Program Manager Nikki Reese said. Reese explained that HELP then reached out to Harmony Systems and Morris Heating Cooling Comfort Systems to see if they were interested in working together to help Bakers situation.

    This is the second year in a row both companies came together to donate a furnace to someone in need in Piqua.

    We were presented the opportunity last year We thought, absolutely, Brad Penrod, operation supervisor of Morris Heating Cooling Comfort Systems said.

    Penrod said that in addition to giving back to the community by donating their time, this also provided them with the opportunity to make the residents home safer by getting rid of one of the older furnace systems in exchange for a safer, newer model.

    It was a no-brainer, Penrod said. Its great for the community. The fact that Harmony Systems stepped up and weve been able to help has been huge.

    This is a donation from our employees, Cynamyn Clem, human resources manager of Harmony Systems said.

    Each year the employees of Harmony Systems think of a Christmas project, and they decided to give the gift of heat to a resident in need this season.

    Its great. We love to be able to give back to the Piqua community, Clem said.
