State readies for Omaha Street reconstruction - March 11, 2014 by Mr HomeBuilder

A stretch of Omaha Street is due for reconstruction and the department in charge is getting a more than two-year head start on an approximately $11.8 million project.

The Department of Transportation and Rapid City's CETEC Engineering Services hosted an open house Monday on the project that will rebuild Omaha Street from 12th Street to Mountain View Road, starting in the fall of 2016.

The project also reconstructs Omaha Street from Mountain View Road west to Sheffer Street on West Chicago Street, which the DOT refers to as Highway 231.

Both roads are state highways, so the DOT is leading reconstruction efforts and will spend an estimated $10.3 million on the project.

The city, which has contracted Rapid City's Ferber Engineering, meanwhile, will spend around $1.5 million on work that coincides with the DOT project, including the installation of new water and sewer utilities, according to the engineering services department.

Federal funding will pay for around $8 million of the DOT's $10.3 total cost.

With around 35 residents in attendance Monday evening, project staff covered the scope of the work and its construction schedule. Additional meetings will start this spring over the acquisition of land in the area for needed public right-of-way.

"The project is in August of 2016," DOT Regional Operations Manager Tom Horan said before the meeting. "That's when it will go to construction so, absolutely, there will be more public meetings."

The project includes a widening of Omaha Street that will require up to 10 feet of additional public right-of-way, new curb, gutter, sidewalks, storm sewer improvements, lighting and signals.

"It will look more like Omaha to the east," Horan said.

Culvert replacements dominate 2014 highway projects - March 9, 2014 by Mr HomeBuilder

A lot of culverts, is how Dave Halbersma, Pipestone County highway engineer, described the highway departments plans for 2014 during Pipestone Countys annual road and bridge public hearing held to gather input from local units of government and the public.

About 30 people attended the hearing including Pipestone County commissioners, the county administrator and representatives from the countys cities and townships.

Three people asked questions during the meeting regarding the county Highway 267 (cemetery road) project, wear on roads used as detour routes during the Minnesota Department of Transportations (Mn/DOT) state Highway 75 project last summer, and possible paving of a county road that has heavy traffic due to a nearby dairy.

Halbersma said he would review the areas of concern and discuss them with the county commissioners as the county updates its five-year plan. He said there was no significant wear to the roads used for the Hwy. 75 detour last summer, but that they would be reviewed again this year.

Halbersma reviewed the existing five-year plan that includes projects planned up through 2017.

Tentative construction plans for this summer are expected to cost around $4.5 million and include 16 box culverts or bridge replacements. Halbersma planned to tackle eight of those in conjunction with a CSAH 10 widening project originally planned for this summer. The widening project will likely be delayed until 2015, however, due to appraisals that took longer than anticipated, but the culvert replacements are still planned for this year.

Other culvert and bridge replacements include four on CSAH 6 northwest of Woodstock, L3677 on 160th Avenue northwest of Woodstock, L3671 on 120th Avenue southwest of Holland, L3597 on CSAH 16 in Hatfield and bridge 92469 on 221st Street two miles south of the Lincoln County border west of U.S. Highway 75.

The 2014 plans also include seal coating of about 27.5 miles of road, primarily in the southern portion of the county, reconstruction of .1 miles of County State Aid Highway (CSAH) 19 near Ruthton, and reconstruction of .75 miles and the addition of a bike path on the cemetery road northwest of Pipestone.

    Cemetery road project

The cemetery road project will widen the road from 22-to 24-feet, add curb and gutter on the east side and add a 10-foot wide biking path from CSAH 15 north to the Wildlife Management Area parking lot, using a $500,000 state park road fund grant received last year. Halbersma said the county is still waiting for approval of the project from Pipestone National Monument, U.S. Fish and Wildlife Service and Minnesota Department of Natural Resources (DNR) before advertising for bids.

Florham Park councilman: 'No' vote was only for concession stand - March 6, 2014 by Mr HomeBuilder

FLORHAM PARK -- A Borough Council member on Monday said his opposition to introducing a $1 million bond ordinance to fix the aging municipal pool had nothing to do with the pool or even the expense.

Rather, his objection was over the concession stand.

The ordinance was introduced 5-1 during the councils Thursday, Feb. 20 meeting, with Charles Germershausen the sole council member to reject the proposal.

The ordinance is expected to be adopted following a public hearing set for 7 p.m. on Thursday, March 20.

Germershausen, however, wanted to make it clear he is not against the work needed on the pool.

Rather, We should not be putting $200,000 into a snack bar, he said.

I was OK with $800,000 for improvement at the pool.

The problem was, he explained, the snack bar cost could not be separated out for a separate vote, so it was he was forced to vote against the entire project.

Those endorsing the proposal were Council President Scott Carpenter, and Council members William Zuckerman, Thomas Michalowski, Charles Malone Jr. and Carmen Cefolo-Pane.

Once the ordinance is adopted, the borough will issue $950,000 in bond anticipation notes for the work. The remaining $50,000 will be taken from the boroughs capital improvement fund as down-payment.

In Florham Park, a pool re-do is on the way - March 4, 2014 by Mr HomeBuilder

FLORHAM PARK A refurbished pool in time for this years Memorial Day weekend opening can actually reach fruition.

The Borough Council on Thursday, Feb. 20 introduced an ordinance to appropriate $1 million to make improvements at the facility, located within the municipal complex off Ridgedale Avenue.

Of that amount, $950,000 will be in the issuance of bond anticipation notes for the work, while the remaining $50,000 will be taken from the boroughs capital improvement fund for a down payment.

The measure is expected to be adopted following a public hearing set for 7 p.m. on Thursday, March 20.

The bonds will be used for various pool improvements, including a new snack bar, new one-half meter dive stand with a 10-foot diving board, sand blasting the pools shell and the application of a new pool shell finish with swimming lane lines, installation of handicap lift chairs that are ADA compliant, a pressure testing pool, new concrete deck around thee pool with an underground deck drainage system, and installation of a steel gutter circulation system with a surge tank to maximize rim flow gutter control.

The introduction was endorsed by the council in a 5-1 split vote, with Councilman Charles Germershausen the sole dissenter.

We should not be spending $200,000 for a pool concession stand, he said.

Those endorsing the proposal were Council President Scott Carpenter, and Council members William Zuckerman, Thomas Michalowski, Charles Malone Jr. and Carmen Cefolo-Pane.

This will be the first time in its 53-year-history that the pool will have such an overhaul.

A few years ago, former Councilman David Wikstrom polled residents on whether the pool should have such extensive work performed. The job, however, was never done.
