A meeting to be held in about four weeks will decide whether a 50-year plan incorporating park space in southwestern New Chauncey should move forward.

The Area Plan Commission of Tippecanoe County and the Purdue Research Foundation are exploring ways to rezone a diagonal strip between where Northwestern Avenue meets Fowler Avenue and the intersection of Stadium Avenue and Vine Street. The public was brought into this discussion in three town hall meetings held between early October and early November.

The architect hired by the research foundation proposed two plans, which would be incorporated in the next 50 years. In the first plan, the southwestern area would be entirely high-density student housing. The second plan is to have medium density housing as a buffer between high density housing along Northwestern Avenue and the neighborhood.

Daniel Flavin, a construction manager and New Chauncey neighborhood leader, proposed a third plan.

My neighbors and I got together and this was our compromise to what the landlords have proposed. We proposed they can still develop along Northwestern in these white areas, but were going to have a green area separating all of this new construction thats going to go on along Northwestern between that and our neighborhood, Flavin said.

He compared the plan to Grant Park in Chicago or New Yorks Central Park.

(In Central Park), you see where high real estate is surrounding the park. It was high-dollar real estate even back then, but someone had to have an idea and a vision to go forward with some green space that would serve not you or me, but, going to serve generations to come. And thats what were trying to do with this, Flavin said.

The planned park is being designed by Purdue landscape architects for their senior project and would feature park benches, gazebos, ponds, playgrounds and additional parking for the area. It would also be ambulance accessible.

A park like that would make the values of our property go high, Flavin said. Nobody wants to live next to a high rise.

The park would be in an ideal spot for college and high school students, faculty, residents and kids. It also allows residents of the Hills and Dales subdivision to look out on a park as opposed to high or medium density housing.

LANSDALE - After five years on the drawing board, more than a year of review and some last minute discussion, developer Jim Moultons Andale Green project is moving ahead.

On Monday night, the boroughs planning commission unanimously voted to grant final land development approval for Andale Green, a planned complex of 174 townhouses on the north side of Hancock Street.

Youve all seen this several times, youre pretty familiar with it, I think, Moulton said.

First proposed in 2007 as a complex for seniors only, Andale Green has been before the planning commission and borough council since early 2011 in its current incarnation, which would build 174 townhomes on a triangular parcel bounded by Hancock Street and two rail lines, directly north from the boroughs Stony Creek Park.

Planning commission members and several borough consultants, including solicitor Joe Clement and engineer Chris Fazio, discussed at length the latest contents of several review letters that have been exchanged between Moulton, his engineer Jason Smeland of Lenape Valley Engineering, and other consultants.

All of the outstanding conditions will be included in a land development agreement that borough council will be asked to approve when it meets on Nov. 28, according to Clement.

Several sticking points were discussed at length Monday night, with Moulton ultimately agreeing to comply with the recommendations in each review letter, but not before having a discussion on the types of trees to be located around the property, the placement of utilities and of amenities including gazebos and benches on the plans, and the timing of financing for a future traffic study and a potential new signal at the intersection of Hancock and Line streets, among other concerns.

According to Moulton and Clement, the developer has agreed to provide a $75,000 contribution to the borough at the start of the project thats earmarked for future traffic improvements if traffic flow requires them, and the two will agree to split the cost of a traffic study that could spell out what those improvements might include. Both parties will also agree to fund the installation of a crosswalk between a trailhead across the street at Stony Creek Park and the Andale property, with Andale to provide signage at the boroughs discretion that shows how it will link Lansdales trail system together.

Were really looking at three different things: one being the crosswalk, the other, the traffic impact study, and the third being the contribution to the borough for the potential upgrades at the intersection of Hancock and Line, Clement said.

POMEROY Plans for Christmas events, ranging from downtown decorating to the parade highlighted by the arrival of Santa, were discussed at this weeks meeting of the Pomeroy Merchants Association.

Holding to tradition, the parade will be held on the Sunday after Thanksgiving at 2 p.m. Toney Dingess is again this year in charge of the parade which will begin near the ball field beginning at 1 p.m. and move out at 2 p.m. for downtown Pomeroy. As in previous years, everyone and every organization is invited to participate, even pets hopefully costumed for the occasion.The highlight of course is the arrival of Santa. For more information Dingess can be contacted at 591-2260. While he would like to be advised of entries, that is not required.

Just show up and take part, Dingess said.

Immediately following the parade, Santa will move to Peoples Bank where photographs of the children sitting on Santas knee will be taken at no charge. There will also be a treat for the children.

Meantime, the members of the Merchants Association are busy getting the village decorated for the holiday season. Decorations of the two gazebos on the parking lot are being decorated by the Sacred Heart Church and the New Beginnings United Methodist Church. The stage area scene of Trinity Church will be put in place by employees of Farmers Bank. Trinity Church has been asked to provide music for the downtown area through the church system. Stores will be open for holiday shoppers.

Again this year, Brian Howard of the Merchants Association and Farmers Bank will be conducting another kids Christmas shopping tour beginning on Dec. 1 at 10 a.m. Children are to gather on the downtown banks parking lot and move from there for visits to the stores who are being requested to have tables of gifts costing $10 and under. Santas helpers will be available to help the children select and even wrap gifts for their special someone. While the children are on their shopping trip, parents are encouraged to visit the downtown businesses to shop or just to check out what is available and get ideas for Christmas giving.

Meanwhile, everything is ready for the candy, cookies and crafts contests, a program of the Merchants Association sponsored by the three banks Farmers, Ohio Valley and Peoples, on the first three Saturday mornings of December. The candy contest will be held at Peoples Bank on Dec. 1, the cookie contest at the Ohio Valley Bank in Save-a-Lot on Dec. 8 and the crafts at Farmers Bank in its new facility on East Main, on Dec. 15.

For the candy and cookie contests, participants are to take five pieces on a paper plate with their name, address and telephone number written on the back sometime before noon when the judging will take place. The winner of the tastiest in each category will win a $50 prize, with the second place winner to be given a lesser gift by the bank. As for the crafts and all kinds are accepted, they are to be taken to Farmers Bank anytime during the week of Dec. 10 for a display in the lobby. The judging will take on Saturday, Dec. 15.

Winners will be notified immediately after the noon judging has been completed. At each of the contests a picture of the winner will be taken displaying their entry with a member of the sponsoring bank for the newspaper.

Designing your landscape can be one of the most rewarding projects you'll ever do. It's also one of the best garden-related things you can do during the long, cold days of winter.

Good gardens don't just happen; they're the result of careful planning. As anxious as you'll be to rush to the garden center, now's the time to pause and develop a real understanding of your property's features and how they can be used to create enjoyable outdoor spaces.

Consider doing these steps:

-- Base map. A sketch of your yard, showing property lines, the house's orientation, driveways and paths. Start at the front corner of the house. With a 100-foot tape, measure the distance out to the curb and across to the nearest property line, and draw onto graph paper. A scale of 1 inch equaling 10 feet works well, but pick whatever works for you and stay consistent through the drawing. The larger the grid paper, the easier it will be to write in all your plans and ideas. If you can find it, 18- by 24-inch grid paper is great.

Continue measuring from all corners of the house to the property's boundaries. Draw an arrow indicating north. Locate doors and windows; gas, electric and cable utilities; trees and shrubs; and any neighbors' features near the property line that might affect your design, such as large trees, fences or buildings.

-- Site analysis. Make a basic inventory of the property's strengths and weaknesses. A site analysis can be sketched in a single day, but it would be better to record how the area changes throughout the year. Note all significant features like sunny and shady spots, prevailing winds, drainage problems, existing vegetation, good and poor views and all utilities and easements. Make several photocopies of the base map with site analysis notes.

-- Preliminary designs. Now use the copies to come up with three or four preliminary designs. Let your imagination run wild with gazebos, vegetable gardens and flowerbeds. For each design draw a bubble diagram roughly indicating the shapes and locations of these features. Exact items and perfect graphics aren't necessary; just "bubble in" rough ideas.

Do pay attention to your site analysis, however. For example, a vegetable garden needs a flat, open area with lots of sun. Don't place it under a huge tree. Consider how the elements relate to each other and the house, too. For example, a compost pile should be close to the vegetable garden but out of view. Or a patio shouldn't get blasting, summer sun without some kind of cover. It's going to take several tries to fit the odd pieces smoothly into the jigsaw puzzle, but finally a practical plan will emerge.

Look over your preliminary designs and note the features you like from each. Put them all together on a new, more detailed base map while paying attention to that site analysis. It's critical that the garden's features all cooperate. Here is where you need accurate dimensions, too. Find the mature spread of that shade tree; measure exactly how long that front walk will be; count the number of shrubs needed for the hedge. You may find you have to make a hybrid of several different ideas to get everything to work together. Above all, consider the mature size of the plants and trees you want to add. Otherwise, you're setting yourself up for lots of work and expense later.

When you find your perfect design, draw it on a clean base map. As an option, you can color the different features for easier visual reference, then show it to other gardeners or even a professional landscape designer. A fresh set of eyes is an insurance policy that you haven't overlooked something that could really cost you later.
