Weddings must take place at a location easily identifiable with an address and open to the public at reasonable times.
Outdoor marriage ceremonies have been given the green light by the Attorney General Mire Whelan after clarification was sought by the Government following a dispute between a leading organiser of secular weddings and the Office of the General Registrar over wedding venues.
The Tnaiste and Minister for Social Protection Joan Burton confirmed this afternoon that marriages could be solemnised outdoors without a hitch as long as the place was open to the public.
The Humanist Association of Ireland was granted the legal authority to solemnise weddings in late 2012 and will preside over more than 600 ceremonies this year.
However, it expressed concern in recent weeks after being repeatedly blocked from carrying out the wishes of couples seeking to marry al fresco by the General Registrars interpretation of the legislation, which it said was so narrow as to not make any sense.
Under legislation, weddings have to take place at locations which are easily identifiable with an address and are open to the public at reasonable times. The General Registrar has insisted on weddings being held indoors, which meant couples seeking to marry in parks, gazebos, marquees, country house lawns and even hotel roof gardens were prohibited from doing so.
The humanists had multiple exchanges with the General Registrars office - which falls under the auspices of the Department of Social Protection - to try to reach a comprise. However, the ban remained in place, prompting the intervention of the Attorney General.
There has recently been some uncertainty about the definition of a place that is open to the public, and in order to clarify the matter, my Department sought advice from the Attorney General, Ms Burton said. This legal advice has clarified that the definition does include outdoor venues. This will be welcome news for couples wishing to celebrate their wedding day in a way that is most meaningful to them.
She said that in order to protect both parties to the marriage, the outdoor venue will have to be readily accessible to the public. This would serve to avoid the possibility of coercion, fraud or lack of capacity on the part of a party to a marriage, to prevent marriages taking place in secret, and to provide an opportunity for objections.
The Humanist Associations chief solemniser Brian Whiteside told The Irish Times today he was delighted with the result.

EVANSDALE | On Friday, Tom Nichols was doing what he does most days -- tending to Angels Park Memorial at Meyers Lake.
The memorial, originally meant as a site of remembrance for Lyric Cook-Morrissey and Elizabeth Collins, has grown into much more.
The girls, cousins who were 10 and 8, went missing two years ago today. Their abandoned bicycles were found at Meyers Lake, and their disappearance spawned a massive volunteer search and several fundraising efforts, many of which are still ongoing.
The girls bodies were found by hunters nearly five months later at Seven Bridges Park near Readlyn.
As plans for Angels Park developed -- actual work on the site began in March 2013 -- the focus shifted from just the two young cousins to encompass memorializing others loved ones, including Nichols daughter, Lindsay, who at the age of 22 was murdered in March 2012.
Tom Nichols, chairman of Evansdales Parks and Recreation Board, has been involved in the project since day one.
I work second shift, so I am out here most mornings, he said, sometimes three to four hours a day. On Fathers Day, I spent the whole day here.
Working at the park can be emotional for Nichols.
But it helps me with my grief, puts me at peace, he said. And just like Lindsay was a beautiful girl, by the time its done, Angels Park is going to be beautiful.
So far, volunteers have cleared the island, installed a rock walkway, erected four gazebos and a shelter -- all with electricity -- planted flower beds, trees and some grass. The latest addition to the park is a large sculpture by artist Jim Davidson titled The Adventure, which depicts children climbing a mountain.

EVANSDALE (KWWL) -
Sunday marks 2 years since cousins Lyric Cook and Elizabeth Collins disappeared while on a bike ride in Evansdale.
The girls were last seen near Meyers Lake July 13th, 2012.
Law enforcement officials and volunteers came together to search for the girls.
Unfortunately, their bodies were found by hunters 5 months later in a Bremer County park.
Evansdale Police Chief Kent Smock says it remains a very active investigation between his department and the Iowa Division of Criminal Investigation even though the case largely remains out of the public eye.
This weekend, hundreds of people will come together to continue to keep the girls' memories alive and push for someone to come forward with information on what happened and who's responsible.
July 13th, 2012 - Authorities search Meyers Lake and the areas nearby for any trace of Lyric and Elizabeth.
Today, there's still activity.
Volunteers continue to work on Angels Park - with memorials to Lyric, Elizabeth, and 3 others.

Glasto festival 'Wombles' make use of things left behind

AS 175,000 Glastonbury festivalites piled out of Worthy Farm, one Puriton army made their way in to make a killing on the wealth of camping gear left behind.
Neglected tents, chairs, wellington boots all were collected by the energetic team behind Puritons Party in the Park.
One way or another the haul will bring a big boost to the community music event on Saturday, August 16.
Co-organiser Alan Scott told the Mercury: We picked up a million fold-up chairs, gazebos, pop-up tents, blow-up air beds, you name it ... we brought back a trolley-load.
Going up on the Tuesday after Glastonbury is a big experience for us, and driving past the big stages, even though theres no-one on them, you just go My God, Dolly Parton was there.
We got there at 8am and left at 2pm we were Wombles! Its brilliant.
Tents will be transformed into bunting; wellington boots will be power-washed for local Oxfam shops while other items will be sold off in aid of the Puriton event.
The gang met other community, church groups and charities at the world-famous Pilton music festival site.

FURIOUS concert-goers have hit out after getting wet on the grass at York's Grand Departy - while covered stands nearby remained empty.
Several readers have contacted The Press to complain that last night's event at Huntington Stadium - intended by City of York Council to launch the city's Tour de France festivities - had been badly organised.
Lee Morgan said his parents, William and Cynthia Morgan of Clifton Moor, paid 29 each for seated undercover tickets so they would stay dry if it rained, but when they got there yesterday afternoon, they were surprised and disgusted to be given tickets stating '20 standing.'
He said: "When they said they had paid for seating undercover, they were told: "The council didn't get the licence in time to be able to use the main stand."
He said disabled ticketholders were 'herded' under gazebos to keep them dry, which he felt was an 'absolute joke.'
"Free drinks vouchers were given to people who had booked seating as a gesture of goodwill, however they couldn't be used as the council hadn't agreed it with the vendors and as such they wouldn't take them."
Janet Pearson, of Huntington, who paid almost 200 for tickets, including one for her son-in-law, a disabled Iraq war veteran, said she arrived at the stadium to be told there were no seated tickets.
"I wouldnt have bought tickets if I knew there wouldnt be seating," she said. "The thought of having to stand from 4.30pm to 10.30pm with three young children doesnt appeal to me. It just seems like an absolute farce."
Her daughter Julie Burridge said: Im absolutely disgusted. There will be a lot of cross people tonight. My husband has PTSD and a spinal injury and is not very good in crowds so we needed seating. We thought it would be brilliant because we could watch it from the seats and it would be okay. Everyone was soaked."
Beth Dale, of Clifton Moor, who can only walk short distances with the aid of sticks, said she spent 20 each on tickets for her and her husband Brian, who uses a motorised scooter.
