It's not easy to ask voters for a tax increase when city coffers are flush with cash, but that is the awkwardly enviable position that members of the Palo Alto City Council find themselves in as they eye a November ballot measure.
Even if the voters shoot down the proposed increase to the city's hotel-tax rate that is recommended by city officials, the council will push forward with its most urgent and most complex infrastructure priority -- a new public-safety building.
That was the consensus of the council's Infrastructure Committee, which voted unanimously on Wednesday to make the public-safety building the city's top priority. The vote came after a broader discussion about the city's long list of needed infrastructure repairs, some of which would potentially be paid for with revenues from the hotel-tax hike.
The committee has yet to figure out what projects to include in the possible bond package. Despite the council's sense of urgency about a new police building, the project has consistently failed to attract the public. Recent polls confirmed the findings of past polls: While a bare majority might support the $57 million police headquarters, it would be difficult for the council to get the supermajority of voters needed to pass a bond. With its vote Wednesday, the committee signaled that the project should be pursued regardless of the November results, with existing funds if necessary.
City officials have been talking for more than a decade about the need to replace the small and seismically deficient police headquarters inside City Hall. The Infrastructure Blue Ribbon Committee, a citizen task force charged in 2010 with identifying the city's infrastructure priorities, described the existing headquarters as "unsafe and vulnerable." Yet the quest for a new police building has been riddled with setbacks and disappointments. In 2009, with the economy sagging and no imminent plans to fund the project, the city terminated its option to lease two properties on Park Boulevard that officials had hoped could house the new facility. And last month, developer Jay Paul Co. withdrew its offer to build a new police building in exchange for the city's permission to construct two office buildings next to the AOL headquarters at 395 Page Mill Road.
With an estimated price tag of $57 million, the public-safety building comprises more than a third of the city's budget on needed infrastructure repairs. City Manager James Keene likened the infrastructure picture to a stackable Matryoshka doll, with the public-safety building on the outside layer. Having a definite plan for funding this project, he noted, could help shift the conversation on paying for the other items on the long list, which under the most recent estimate adds up to about $155 million.
While a bond measure would help the council tackle some of the other gaping projects on the list -- including new downtown garages, a host of bike improvements and replacement of two obsolete fire stations -- members of the four-member committee agreed that the police building is important enough to be pursued with existing funding.

The state government wants to reopen the century-old resort by 2015 as a visitor centre and cafe, in a redevelopment they hope with attract future private investors to develop the hotel.
But the plan to spend more than $7.5 million restoring the dilapidated and abandoned property comes hand-in-hand with a significant demolition.
The tennis court, former staff quarters, garage and steam generator house are all on the chopping board. The main lounge, entry lobby, drawing room and ballroom will be saved.
In a letter to Heritage Victoria from the government, land management policy executive director Peter Beaumont said the decision to demolish the buildings had not been taken lightly.
Mr Beaumont said it was no longer economically viable to restore the entire chalet.
The principle of the current proposal is to restore the core of the chalet to its former glory, he said.
It is not feasible to do this while retaining the many ad hoc additions, hence the strategic decision to remove the badly deteriorated fabric to attract investor interest.

Those last two rides are available as part of the new Red Bull X Challenge, a series of races now found in the game's career mode where players are instructed on how to race an F1 car by current World Champion Sebastian Vettel.

Following the installation of the 1.04 update, Gran Turismo 6 will scan your PlayStation Network information to determine when you were born. See, not so bad right? The first week of school's already out of the way, and midterms are still a distant light on the horizon. As you take your time getting back into the class routine, tune into Radio 1190 to hear these superb additions to rotation.
Neil Young has been on a much anticipated releasing frenzy the past few years as part of his "Archives" series, and the newest collection to see the light of day is a dark, live set just before the release of his masterpiece, After the Gold Rush. Titled Live at the Cellar Door, the album finds Young ruminating on the decaying dreams of the '60s, indulging into piano- and string-driven collages, and of course, delivering his soothsayer folk anthems with the wilting energy that only Young can.
Toy emerged in 2012 with a fantastic self-titled debut that found the sweet spot between Hawkwind's space jams, the Stone Roses' reverby pop wash, and the Strokes' gang-of-four posturing. Join the Dots is a consistent follow-up that trims off some of the spare wah effects, and shows once again how capable this group is at effortlessly bringing garage rock into the space age.
Castleface Records have been specializing in lo-fi garage rock good times for a respectable amount of time now, and their latest release by POW! reaffirms the label's talent for finding under-the-radar bands that just want to make people move. Sometimes its a good idea to review local guidelines and practices to make sure they are still relevant to current needs. That was the case last week when the Senoia City Council approved a small number of changes to the citys guidelines for the rehabilitation and maintenance of historic structures.
This is a modernized version of what weve had for years, said City Manager Richard Ferry prior to the unanimous vote to accept the updated guidelines which had been reviewed over the past few months. Guidelines need to be reviewed from time to time.
The guidelines broken into several sections include the rehabilitation of historic buildings, guidelines for new construction within the historic district and guidelines for new additions to historic buildings.
One of the changes to the guidelines was the deletion of the section on landscaping while other changes involved new construction and new additions. Ferry recommended the removal of the landscaping section, noting that it is not practical to retain that portion of the guidelines.
A change in the new construction portion of the guidelines deletes the statement that roofs in the commercial area are both flat and gabled.
An addition to the same section notes that window frames should have a minimum profile of two inches.
Another addition states railings should be consistent with existing railings or those of the original porch if photographic evidence can be found to support.
Also in the same section, the former notation that slab foundations are not permitted has been changed to provide an exception involving a continuous pour for a garage or other accessory structure.

Tribune/ Debra Reid - Realtor Patrick Fletcher and listing agent Jan Peck, both of Dickson Realty, showed the passive geothermal furnace and water heater inside a "green" home on the market in southwest Reno. Fletcher said he's in training to be a certified Ecobroker.
With a slumping economy, real estate agents are learning how to tout more than spacious living rooms and elegant kitchens. They're learning how to become more "green-minded."
Acquiring the education to be able to sell homes that are more energy-conscious doesn't make realtors just "real estate agents" anymore. Now they're called EcoBrokers.
Dickson Realty just added its sixth certified EcoBroker to its company through its South Lake Tahoe office, more than any other real estate agency in the state.
"It's actually a pretty comprehensive set of information," said Trudy Brussard, who has the certification at her Dickson Reno office.
Brussard has been with Dickson for 17 years and she's constantly learning new information to help prospective buyers and sellers better prepare for finding that right house.
"(The training) tries to guide you through what the issues are and who to direct people to, solutions for their problems, how to help people find green homes," she said.
Attaining the certification requires completing a curriculum of courses, some more involved than others. It can take up to six months.
Thinking green is the basis for the up-and-coming seekers of the EcoBroker designation. It requires realtors to learn about energy-efficient appliances, solar panels, window protection, everything a developer would add to a new home to make it adhere to green standards. It can involve anything, down the way a house "breathes" with its air filters, Brussard said.
