    A Kelso man crashed his car into two fences, narrowly missing a group of playing children in a residential neighborhood, then left the scene and went to dinner with his mother, authorities said.

    Police said Johnathan Carl Hapgood, 24, admitted that he drove his car into the fences in the 100 block of Inner Street. He said he drove away because a crowd of people began running towards him and he fled in fear, according to a police report.

    One of the broken fences belongs to Alvaro Calvillo, a 36-year-old father of four who works in the engineering office of the state transportation department. Calvillo told The Daily News that Hapgoods car missed his youngest children a 6-year-old boy and 4-year-old girl by about 15 feet. He said the car also came close to striking two other young children.

    Calvillo, who said he didnt witness the crash but heard it, said he was simply relieved nobody got hurt.

    One of them could have easily been at risk, he said of the children.

    He said a car struck the same fence almost exactly a year ago.

    Police said they tracked down Hapgood at his home and noticed what appeared to be fresh damage to his car. Hapgood said he believed the steering failed on the vehicle. But when an officer pointed out that he was able to drive away from the scene and slip the vehicle into a narrow parking spot at his home Hapgood said the steering suddenly started working again after the crash.

    Following the crash, Hapgood called his mother and the two went to dinner, according to the report.

    Hapgood was cited for hit and run and operating a car without insurance.

    Is the idea of a fence on a residential property to keep the kiddos safe, contain Fido, screen an area for privacy or create a decorative backdrop for landscaping?

    A residential fence usually starts with the homeowner's imagination and grows into a napkin sketch drawn while sitting at the kitchen table looking out the window. In our case, after some discussion and the napkin drawing, any drive or walk led to detours to scout out other types and styles of fences to see what we thought would best suit our needs, complement our house and property and work well with our neighbors.

    For a pre-installation, two-dimensional view of what the project will look like, the simple sketch will morph into a drawing with measurements and details that include all permanent structures, trees, landscaping elements and obstacles. Fence selection Consider maintenance, initial cost, appearance and architectural compatibility when you're choosing a fence style and material.

    A privacy fence usually is at eye level or higher and solid. A semi-private fence has some solid components but includes open designs at the top or between posts. A decorative fence is just that intended to be an aesthetic element, but not to contain space or minimize or block visibility.

    Wooden fences, whether pressure-treated, unfinished or a painted wood, require periodic maintenance. You'll need to clean and reseal, stain or paint it, while a vinyl fence needs to be rinsed. Metal fences, including aluminum and steel, often offer more decorative elements, but steel requires additional upkeep and periodic repainting, and aluminum is more maintenance-free. Zoning Municipal zoning comes into play with almost all types of building and, to some extent, fences fall under that category. There are height, location and, sometimes, style restrictions.

    In Lancaster city, for example, "Fences have to be on a homeowner's property, and if the property lines need to be determined, they should engage a surveyor to find the corners," says Walter Siderio, city zoning officer.

    Other municipalities may have rules similar to those in Lancaster city, height limits of 4 feet on street frontage and 6 feet for rear fences. The finished side of a fence must face away from the property and no two fences can be within 5 feet of each other, according to Siderio.

    Variances can be sought for fence situations that don't adhere to regulations, Siderio says, and should be sought before construction.

    Whether a permit is required depends on the municipality, according to Siderio, who noted that in the city, the only requirement is that a project plan be filled out to be kept on record with the city.

    The City of Lancaster website, for example, explains fence guidelines and requirements and recommendations (cityoflancasterpa.com). Homeowners are urged to check with their municipality's zoning officer, who will be able to guide the project and answer questions. Materials Stick-built fences usually have wood or vinyl components. Each picket, slat and post is individually assembled, and there are pre-assembled or manufactured panels in almost all fence materials. Stick-built fences allow the pickets to follow the property's contour.

    New Light Rail Line Security Fences Being Breached - April 25, 2013 by Mr HomeBuilder

    LAKEWOOD, Colo. (CBS4) Regional Transportation Districts new west light rail line begins service Friday, but not without a safety concern.

    The line goes through a lot of residential areas and security fencing is meant to keep people off the tracks, but already people are climbing through them.

    Students at three nearby schools have been shown videos and given assemblies for lessons on why they shouldnt climb the fences and cross the tracks, but its happening anyway.

    Miles of track are lined with whats called post and cable fence. Its easy to climb right through.

    Kathy Hughes lives nearby.

    I find myself listening to the train go by and pausing for a moment to wait to see if I hear screaming, Hughes said.

    The trains are now on frequent test runs, yet footprints show some people are already crossing where they shouldnt.

    Last week RTD and West Metro Fire conducted a drill.

    The scenario today is the victim did not want to walk to the cross walk and he jumped the fence and was struck by the train, Lisa Trujillo with RTD said.

    The danger is real. In a picture, from a distance two people can be seen walking on the tracks, easily accessible through the fences.

    Update, 3:47 p.m.:Morris Bridges would usually run out immediately after getting a call to work a fire, his wife, Carmen Bridges, said in a tribute video.

    The day of the fertilizer plant explosion, however, Bridges stopped and picked up his two-year-old young son. The father of three told his son he loved him and that he would be right back.

    He loved his job, she said. He was always ready to work.

    Update, 3:31 p.m.:Baylor University President Ken Starr says at the memorial service that there are no fences and that everyone is there as neighbors.

    He says travelers along Interstate I-35 know to stop at the Czech bakery and that everyone in the area loves going across the river for West Fest during Labor Day weekend.

    Update, 3:15: A moving video tribute of family members talking about their loved ones is showing now. Dallas Fire-RescueCapt. Kenny Harris's son says he was "an awesome dad."

    He said he lost his father, but the fire department lost a brother. "It really is like a second family there," Harris' son said.

    Update, 3:05: Governor Perry thanks the President and first lady for coming and applauds people in the city of West for their fierce loyalty to one another.

    First responders know better than anyone that theres no such thing as a routine emergency, Perry says. The responders in West certainly knew that, but it didnt slow them down as they raced toward that burning factory.

    After Perrys remarks, friends and family members of the victims share a video message about their fallen loved ones.
