    CAPITOLA -- After an Independence Day marked by fewer than normal law enforcement problems, some Santa Cruz County residents are questioning whether law enforcement should ease up on chain-link fences and checkpoints at beaches that have restricted beachgoers.

    Hemmed in by rules and barriers on a day intended to celebrate freedom, Capitola City Councilman Dennis Norton said he believes more beach access could stem some problems with illegal fireworks that have moved to neighborhoods in Capitola, Live Oak and Rio del Mar.

    He's also trying to rally support for a public fireworks show on the beach.

    "Everyone is in favor of controlling fireworks and drunkenness in our county," Norton said. "But to close our beaches and offer the public nothing on Independence Day seems to be a contradiction."

    He also questioned the price of chain-link fences on the holiday, which cost State Parks $4,900 in Santa Cruz and Monterey counties for the day, according to a State Parks spokeswoman in Sacramento.

    Orange plastic fences set up by Santa Cruz County Public Works also cost $1,400, and the Santa Cruz County Sheriff's Office paid the equivalent of about 17 deputies a day's worth of overtime.

    However, a schedule shift instituted years ago again saved the Sheriff's Office hundreds of hours of overtime pay, said Jeff Marsh, deputy chief of the Santa Cruz County Sheriff's Office. Marsh said the checkpoints and fences have come as a response not

    Fireworks have been shot at deputies, and they have dealt with crowds of drunken revelers and gang members on the North Coast, he said.

    "People say, 'Why do we need the fences? Look, there's no problems,'" Marsh said. "But do we want to go back 10 or 15 years with riots and explosives thrown on patrol cars?" he asked.

    Lower Macungie residents: Don't take our fences away - July 20, 2013 by Mr HomeBuilder

    File this one under the heading "be careful what you wish for."

    When Lower Macungie homeowner Matthew Deutsch alerted the township's public works department to dead trees near his property line, he brought some unwanted attention to his neighborhood.

    It turns out that some of Deutsch's neighbors in the Winding Brook Manor housing development have fences that encroach on township-owned property. Some weren't aware that the fences were on township land.

    Now that the cat's out of the bag, it appears the fences will have to come down. The township has sent letters to the homeowners telling them the structures must be removed.

    "We'd all love to say get on with your lives and forget about it," township Commissioner Ryan Conrad said at his board's Thursday night meeting. "But where do we draw the line? The only alternative is to move the fence into your property line."

    Deutsch and Princeton Road neighbor Shirley Nylund appeared before the board, with Nylund pleading for the commissioners to give them a break on the fencing.

    Nylund said she and her husband put up the fencing in 1988 and spoke to township officials about her plans. She said she was told she didn't need a permit. She said she had the property surveyed and believed the fence was erected on her land. Nylund said she's shouldered the financial burden in the past when trees have fallen on the fence.

    "I think it's a win-win-win situation," Nylund said. "For the township to allow us to keep the fence, it would allow the township less responsibility in maintaining the land. We have maintained it for 25 years."

    She asked the commissioners to make an exception for the neighborhood. While township officials were empathetic, they said they'd be setting a bad precedent, adding that other homeowners could come in with similar requests for playground equipment, pools, sheds and other structures that could encroach on township land.

    "We have to worry about consistency with all of our residents," Commissioner Ron Eichenberg said. "Our zoning officer said it best: We have to abide by general regulations and rules for all of our residents."

    ISLAMABAD, Pakistan (AP) - Pakistan is sending a top official to the Afghan capital this weekend to try to mend fences with its uneasy neighbor, and hanging in the balance are U.S. efforts to arrange peace talks with the Taliban.

    The trip comes roughly two weeks after the Taliban closed their newly opened political office in the Gulf state of Qatar following angry complaints from Afghanistan that the Islamic militant movement had set it up as a virtual rival embassy, with a flag and sign harkening back to the days they ruled the country.

    The political office was part of a U.S. plan to launch peace talks with the Taliban to end the protracted war, with American and other NATO combat troops scheduled to withdraw from Afghanistan by the end of next year. But the talks ended before they could even begin amid the uproar last month.

    Pakistan, which had helped persuade Taliban to agree to sit down with the Americans - and possibly with the Afghans after that - now contends that intransigence, suspicion and Afghan President Hamid Karzai's reluctance to invite his political opponents at home to the negotiating table in Qatar is hobbling efforts to start the talks.

    "They (Taliban) listen to us. We have some influence but we can't control them," Sartaj Aziz, Pakistan's special adviser on national security and foreign affairs, told The Associated Press in advance of his trip to Kabul on Saturday.

    "But they (Taliban) also say that the High Peace Council is not fully representative," Aziz said, referring to Karzai's 80-member negotiating team. "President Karzai should invite other people to join them."

    Mohammad Ismail Qasimyar, a senior member of the Afghan High Peace Council, told the AP that if the Taliban were making wider representation on the negotiating team a condition to restarting talks, then it "would be worth considering." But he was suspicious of Pakistan, wanting assurances first that the demand was from the Taliban and not Pakistan.

    Rancor and suspicion between Pakistan and Afghanistan run deep. Kabul blames Islamabad for not cracking down on Taliban militants who use the border area as a base to carry out attacks on Afghans and international forces in Afghanistan. For its part, Pakistan accuses Afghanistan of sabotaging peace efforts with its provocative statements, overtures to India and refusal to acknowledge the bloody war Islamabad is waging in its border regions.

    One senior Western official, who is deeply familiar with the peace talks, said the depth of the animosity between the two countries hinders efforts to reach a negotiated peace with the Taliban.

    Lenny Henry and Tanya Moodie Nobby Clark Last night we took 120 theatregoers to see the Theatre Royal Bath revival of August Wilson's Fences starring Lenny Henry.

    The production, which is directed former Talawa artistic director Paulette Randall, opened in Bath in February and arrives in the West End following a national tour. It runs at the Duchess Theatre until 14 September 2013.

    Wilson's 1983 play, which forms part of the late dramatist's epic ten-play cycle about the black experience in 20th-century America, centres on Troy Maxson (Henry), a former baseball star who is now a garbageman and consumed by bitterness.

    Following the show we were joined by cast members for a post-show Q&A.
