    Arkansas history Fences, neighbors and the historic Quapaw Quarter Posted by Max Brantley on Fri, Sep 27, 2013 at 6:47 AM A Tweet from Gabe Holmstrom last night alerts me to the final chapter of a long-running battle over fences in the historic Governor's Mansion neighborhood of the Quapaw Quarter.

    Holmstrom said he won a 5-1 vote of the Capitol Zoning District Commission for approval of a fence he built higher than the normal 40-inch limit at his house on Louisiana Street. (He wanted a 48-inch fence to contain a dog.) He figured he'd found a way around the limit by putting a period iron fence on top of a concrete foundation. The planners didn't much like the foundation. The commission's design and neighborhood committees split against and for by divided votes.

    Then came a compromise. Holmstrom proposed removing 19 feet of the fence in the front of the house and keeping the rest on the side. Deal done last night.

    Here's a complete rundown, including schematic drawing, of this particular fence saga.

    That account doesn't begin to tell the whole fence story. Of how Holmstrom and another Quapaw Quarter resident on Scott Street who exceeded the fence limit had been unable to get variances from the Zoning Commission, a state-created agency that oversees zoning around the Capitol and Governor's Mansion. Of how Holmstrom, chief of staff in the Arkansas House, got Mena RepublicanRep. Nate Bell to introduce legislation to abolish the Capitol Zoning District Commission to apply pressure for the fence variances. Of how the Commission held many hearings and discussed fence rules at length. Of how the agency and its fence height rule survived. Here's one of the many previous chapters.

    The grass-covered hill that forms the roof of Beale Street Landing was an immediate hit with riverfront visitors Tuesday, Sept. 24, as the first construction fences came down on the site.

    Were finally far enough along in construction that we feel like its safe enough to take down the fencing in certain areas, said Dorchelle Spence, vice president of the Riverfront Development Corp., which manages the landing and 11 other riverfront parks, including Mud Island, for the city of Memphis.

    So Tuesday afternoon, construction crews took down the fences and encouraged those coming to the park to go where they havent been able to go until now.

    We took down the fence on the south side of the building to allow access to the grass roof and the patio, Spence said. We took down the fencing on the east side to allow runners and walkers to run through the loading zone and not have to go onto Riverside Drive.

    The fencing is still up for the newest focuses for construction crews, construction of two islands that are part of the terraced approach to the rivers edge.

    Construction is underway on the landings playground and another one of the islands that are part of the park setting, including terraces that will allow visitors access to the rivers edge.

    One of them is a play area for children 10 and under, Spence said. The other is going to be a Wi-Fi zone for picnics and gatherings. Of course there will be the grass terraces that will take you down to the river level.

    Behind chain-link fences and orange cones, the landscape of UK is changing.

    Five new residence halls sit behind the fences, all of which are on track to open its doors in the fall of 2014, said Penny Cox, the director of the housing implementation project.

    The current construction will bring 2,381 beds in Champions Court I and II (next to Blazer on North Campus), Haggin Hall and Woodland Glen I and II (which will replace the Cooperstown apartments).

    Cox said the biggest draw of the new residence halls are the modern facilities. They will offer students suite-style living, including personal sinks, Tempur-Pedic mattresses and classroom space.

    Central Hall I and II, which opened this semester, have classroom space in the building. First preference for the classrooms was given to honors classes, as those students are primarily housed in Central I and II, but the halls were placed on the central registrar list so other university classes can use them as well, Cox said.

    After the completion of the current construction phase, UK will delve into Phase III, which is still in the planning stages and has not yet been designed, she said.

    Cox said recommendations for the plan are expected to be reviewed in January 2014.This phase of construction is planned to be completed in fall 2015.

    MIAMI -- Marlins Park is modern, colorful and fan friendly. It has a retractable roof, and in many ways, it's an ideal place to play.

    If there is an area that could be changed, slugger Giancarlo Stanton would be in favor of bringing in the fences. Not to turn the two-year-old building into a home-run palace, but to make the park more neutral.

    The expansive dimensions have rankled both Marlins and visiting players. When the roof is closed, the ball doesn't travel particularly well.

    "You love to see scoring, but you love to see home runs as well," Stanton said. "You don't see them when you come here -- from both sides."

    Marlins Park ranks last in the Majors in home runs with 84. Just 36 of them are by Miami.

    AT&T Park in San Francisco is second from the bottom with 95, and the Giants have 36 of that total.

    Stanton, Miami's 23-year-old right fielder, is regarded as one of the most feared hitters in the game. The 6-foot-5, 250-pounder has heard many times that no ballpark can hold him. Still, he wants to be treated the same as any other hitter.

    "I want the normal ones, too," Stanton said. "Where I don't have to crush it 500 feet all the time."

    Admittedly, Stanton has had a down season, as he entered Tuesday batting .252 with 24 homers in 111 games. He missed all of May with a hamstring injury.

    Stanton also was hindered by injury a year ago, finishing with 37 homers in 123 games. Sixteen of them were at home.
