    Electrical wiring in general refers to insulated conductors used to carry electricity, and associated devices. This article describes general aspects of electrical wiring as used to provide power in buildings and structures, commonly referred to as building wiring. This article is intended to describe common features of electrical wiring that may apply worldwide. For information regarding specific national electrical codes, refer to the articles mentioned in the next section. Separate articles cover long-distance electric power transmission and electric power distribution.

    Wiring safety codes are intended to protect people and property from electrical shock and fire hazards. Regulations may be established by city, county, provincial/state or national legislation, usually by adopting a model code (with or without local amendments) produced by a technical standards-setting organization, or by a national standard electrical code.

    Electrical codes arose in the 1880s with the commercial introduction of electrical power. Many conflicting standards existed for the selection of wire sizes and other design rules for electrical installations.

    The first electrical codes in the United States originated in New York in 1881 to regulate installations of electric lighting. Since 1897 the US National Fire Protection Association, a private non-profit association formed by insurance companies, has published the National Electrical Code (NEC). States, counties or cities often include the NEC in their local building codes by reference along with local differences. The NEC is modified every three years. It is a consensus code considering suggestions from interested parties. The proposals are studied by committees of engineers, tradesmen, manufacturer representatives, fire fighters, and other invitees.

    Since 1927, the Canadian Standards Association (CSA) has produced the Canadian Safety Standard for Electrical Installations, which is the basis for provincial electrical codes. The CSA also produces the Canadian Electrical Code, the 2006 edition of which references IEC 60364 (Electrical Installations for Buildings) and states that the code addresses the fundamental principles of electrical protection in Section 131. The Canadian code reprints Chapter 13 of IEC 60364, but there are no numerical criteria listed in that chapter to assess the adequacy of any electrical installation.

    Although the US and Canadian national standards deal with the same physical phenomena and broadly similar objectives, they differ occasionally in technical detail. As part of the North American Free Trade Agreement (NAFTA) program, US and Canadian standards are slowly converging toward each other, in a process known as harmonization.

    In European countries, an attempt has been made to harmonize national wiring standards in an IEC standard, IEC 60364 Electrical Installations for Buildings. Hence national standards follow an identical system of sections and chapters. However, this standard is not written in such language that it can readily be adopted as a national wiring code. Neither is it designed for field use by electrical tradesmen and inspectors for testing compliance with national wiring standards. By contrast, national codes, such as the NEC or CSA C22.1, generally exemplify the common objectives of IEC 60364, but provide specific rules in a form that allows for guidance of those installing and inspecting electrical systems.

    In Germany, DKE (the German Commission for Electrical, Electronic and Information Technologies of DIN and VDE) is the organisation responsible for the promulgation of electrical standards and safety specifications. DIN VDE 0100 is the German wiring regulations document harmonised with IEC 60364.

    In the United Kingdom, wiring installations are regulated by the Institution of Engineering and Technology Requirements for Electrical Installations: IEE Wiring Regulations, BS 7671: 2008, which are harmonised with IEC 60364. The 17th edition (issued in January 2008) includes new sections for microgeneration and solar photovoltaic systems. The first edition was published in 1882.

    In Australia and New Zealand, the AS/NZS 3000 standard, commonly known as the "wiring rules", specifies requirements for the selection and installation of electrical equipment, and the design and testing of such installations. The standard is mandatory in both New Zealand and Australia; therefore, all electrical work covered by the standard must comply.

Engineers, electricians, and other professionals work with electricity directly, including working on overhead lines, cable harnesses, and circuit assemblies. Others, such as office workers and sales people, work with electricity indirectly and may also be exposed to electrical hazards.

    Electricity has long been recognized as a serious workplace hazard. OSHA's electrical standards are designed to protect employees exposed to dangers such as electric shock, electrocution, fires, and explosions. Electrical hazards are addressed in specific standards for the general industry, shipyard employment, and marine terminals.

    U.S. Rep. Tom Graves, R-Ranger, says even he was surprised at how swiftly he was able to take a prominent place in Congress.

    Elected in May 2010 to fill the unexpired term of Nathan Deal, who stepped down to run for governor, Graves won his first full two-year term in the November 2010 general election. In December 2010, the House leadership appointed Graves to the Appropriations Committee. That committee oversees federal spending and is considered a plum assignment, one that usually goes only to representatives with quite a bit of seniority. But Graves was one of a handful of freshmen appointed to the committee.

    One might suspect that when you are elected to Congress you get put on the back bench and you have to work your way up to get involved, he said. But I was involved from day one in some of these key issues, and I continue to be involved.

    Graves was recently nominated to be chairman of the Republican Study Committee, a caucus of some of the most conservative members of the House of Representatives.

    Graves said he is proud that he has been able to assume a position of leadership while maintaining the conservative principles he campaigned on.

    There are a lot of people who are skeptical, and often rightly so, of elected officials who say one thing and go to Washington and do something totally different, he said.

    Graves faces Democrat Danny Grant, an electrician from Ringgold, in the Nov. 6 general election for Georgias 14th Congressional District, which includes Whitfield and Murray counties.

    Graves says his top priority if re-elected will be the economy.

    We need to create an environment where job creation occurs. That generally is a result of less government interference and a stronger, more vibrant free market, he said. Our first step should be to make sure that taxes dont go up. Theres a push in Washington to raise taxes. Maybe we cant agree that taxes should be cut, but cant we at least agree they shouldnt go up on anyone? And on the regulation side, lets go back and look and see which regulations were put in place, with good intentions, that had a negative impact on the economy. Then lets look at rolling them back.

    Graves says government needs to protect people and their rights, but it also needs to be wary of unduly restricting their freedom. He says that when he is back in Georgia many people express concern that the federal government has grown too powerful and too intrusive.

    KUALA LUMPUR, Oct 20 Parliament should leave the judiciary to dispense justice instead of amending the Penal Code to remove judicial discretion in punishment for statutory rape cases, Wanita MCA said today.

    The issue arose after two men found guilty of statutory rape had their punishment suspended, leading to a clamour for mandatory jail.

    Wanita MCA national chairman Datuk Yu Chok Tow said judges should instead consider the trauma of statutory rape victims and refer to current provisions laid out in Section 376 of the Penal Code to dispense a mandatory imprisonment sentence.

    We support that judges should give mandatory imprisonment if the defendant is found guilty.

    However, we also agree that Parliament should not interfere with the judiciary and the judges freedom to dispense justice, Yu said when opening the wings 37th annual general meeting here.

    Yu said that the recent ruling of courts to suspend punishment for two men found guilty of the crime former national bowler Noor Afizal Azizan and electrician Chuah Guan Jiu was due to consideration of the fact that no physical force or coercion was used.

    However, whether or not the underage girls had the capacity to agree to sexual relations is a question worth exploring, she said.

    Last week, Minister in Prime Ministers Office Datuk Seri Nazri Aziz told Parliament that the Attorney-Generals Chambers had been given the green light to amend the section of the Penal Code to remove judicial discretion, making a mandatory five-year jail term for those found guilty of statutory rape.

    The amendment was to be rushed through Parliament in what the de facto law minister said was a move to protect young women immediately.
