    Since the late 19th century, the jet black of asphalt has changed the landscape of the world's transportation network. In addition to Interstate, county and municipal highways, asphalt paves countless driveways across the country. Proper curing and sealing ensures a long life for this durable, versatile paving surface.

    Asphalt is engineered from stone, sand, gravel and asphalt cement, which is a petroleum product. The cement binds the overall pavement together. The National Asphalt Pavement Association reports that the first asphalt roadways can be traced to 625 B.C. in ancient Babylon.

    Professionally laid asphalt driveways require time to solidify before use, all part of the curing process. Newly poured asphalt driveways should sit dormant for three days before supporting vehicles. Though they can be used during this time, asphalt driveways remain somewhat pliable for about a year as the pavement completely cures. An entire year or more should pass before seal coating new driveways as the curing process will never properly finish after sealing is done.

    After a year or two, seal coating places a protective barrier atop asphalt drives that locks out corrosive moisture and liquid fuels, protects the surface from ultraviolet rays and rejuvenates the rich black look. Seal coating can be applied with broom-like tools or through professional sprayers. Once applied, seal coating requires 24 to 48 hours of curing time before the surface becomes ready for walking and vehicle traffic. Hardening time depends on temperature and humidity levels.

    The best way to ensure a long life for asphalt driveways is repeating the seal coating process every two to five years. This keeps a binding on the surface and locks out elements that corrode aging asphalt. If dents or large cracks form over time, asphalt patching material should be applied before seal coating. Avoiding oil and gasoline leaks and spills also extends the life of asphalt driveways.

    Seal coating should never be performed in excessively damp or humid conditions. Best seal coating and curing results come on sunny, dry days with temperatures at 70 degrees F or warmer. High humidity and dampness lengthens curing times, and rain within 24 hours of sealing can ruin the job.

    Lawnfield Road closure to extend through March - December 30, 2013 by Mr HomeBuilder

    The closure of Lawnfield Road for construction since May 30 has been extended through next March because unusually cold weather prevented paving this fall, county officials said.

    A December completion date had been expected on this portion of the project that aims to ease traffic congestion and strengthen the Clackamas County jobs climate with the first new state road in the Portland area in more than 30 years.

    Officials broke ground in July on the $118 million Sunrise Jobs and Transportation Act Project, which received $100 million from the 2009 Oregon Legislature to upgrade the states transportation system.

    Lawnfield Road has been a closely watched portion of the project because a contingent of industrial business owners in the area had sued to prevent the closure of a railroad crossing as a key part of the effort to build a new highway between Highway 224 and 162nd Avenue. Another legislative bill this year and lower-than-expected bids ensured that the Tolbert Overpass would be built as the Sunrise Corridor project became a reality.

    The closure, at the east end of Lawnfield Road from 97th Avenue to 98th Court, will continue 24 hours a day. If weather allows, Clackamas County plans to reopen the road in January.

    Paving of Lawnfield Roads two layers of asphalt could occur over two days of dry 40-degree weather, and county officials had hoped to do those steps Dec. 26 and 27. But last weeks cold snap didnt cooperate, and now theyre looking to other opportunities to lay down those asphalt layers. Once that happens, about three more weeks of decent weather would be needed to install concrete barriers and reopen the road.

    It is harder and harder to get the weather we need as we get further into winter, said County Project Manager Terry Mungenast. It looks like our next best opportunity will be Monday. Hopefully well get some warmer temperatures!

    But Lawnfield Roads intersections with 97th Avenue and 98th Court will remain open throughout construction. And emergency vehicles continue to have 24-hour access to both driveways at the Lawnfield Garden Condominiums via 97th Avenue to the north driveway and via Lawnfield to the south driveway.

    If the road can reopen in the next couple of months, county officials then plan to close the road again briefly for one or two days in the spring for final paving and cleanup work. In early spring, temperatures would need to be 50 degrees or above to stripe the road and complete this phase of the project.

    The construction project includes roadway reconstruction and widening, bike lanes, sidewalks, stormwater drainage and a detention pond, street lighting and new traffic signals at the Lawnfield Road/97th Avenue intersection.

    Cat Dies from Injuries After Being Sprayed with Hot Asphalt - December 24, 2013 by Mr HomeBuilder

    CORPUS CHRISTI (Kiii News) -

    A homeowner's cat that was intentionally sprayed with hot asphalt by a paving crew last week reportedly died from his injuries on Monday.

    It was last Wednesday when Pat Jock's cat, Ricky, was found covered in the sticky tar in apparent distress and was taken to the Doddridge Animal Clinic. Ricky had to be shaved, revealing severe burns all over its body.

    Since the incident, Ricky was refusing to eat or drink.

    Jock's neighbor, Linda Emmord, had hired a crew claiming to work for a company called Blacktop Paving out of Mesquite, Texas, to work on the driveway at her home on Jarvis Street. It is believed that the crew intentionally sprayed Ricky with the hot asphalt. Emmord tried to track down the company, but could night find a working phone number.

    On Friday, the Corpus Christi Police Department reported that they are working on locating the company responsible, and that if the case could be proven, the company could be charged with a misdemeanor charge of animal cruelty.

    ANNAVILLE (Kiii News) -

    An Annaville resident has come forward against the paving company that is allegedly responsible for spraying and killing a cat with hot asphalt last week.

    The homeowner, James Richter, said he could not believe his eyes when he saw 3News' original report about Ricky the cat, because he recognized the asphalt company as the same one he hired to repave his driveway. He claims they did not do the job they were paid to do.

    For $1,200, Richter thought he was paying Blacktop Paving for a new asphalt driveway. Instead, he said he was left Scrooged just before Christmas.

    "They promised me a beautiful driveway and I got mud," Richter said.

    What was supposed to be a brand new driveway made of asphalt turned out to be nothing more than clay and rocks. Richter showed how his driveway literally crumbled away with the use of his water hose and under his foot -- not the job he thought he paid the contractor to do.

    Richter said the men were very convincing when they knocked on his door.

    "I had a fella knock on the door, said he had a load of asphalt that was going to harden in the back of his truck if he didn't use it. Said he could make me a real good deal on an asphalt driveway. Said it was recycled. Fortified with cement," Richter said. "I did everything wrong, Bill. I did everything wrong. Didn't take pictures. Didn't take copies of drivers licenses, which I wish I had."

    Richter has called and called the company with the phone number on the work agreement, always to no avail.

    The Better Business Bureau said it's important to first have a contract, and know the correct contact information on the contractor. Do your homework and check BBB.org to see if they are a legitimate business.

    NEW BRAUNFELS Road construction contractors who have been a fixture on Walnut Avenue here for more than three years are due to leave by January but don't think the city's largest-ever capital improvement project will finally be done.

    Texas Sterling Construction, which originally was slated to complete its part the $28.5 million job last June, will return when the weather warms to finish paving the newly-widened 1.5-mile stretch of the major traffic artery reaching north from Interstate 35.

    The project's end can't come soon enough for motorists weary of delays and for nearby merchants who say its maze of detours and barricades drove off customers.

    The barricades will be gone and all four lanes of the road should open to traffic Saturday, although it will be a bumpy ride until the final paving is done, said Octavio Garza, project supervisor for the city. Installing that last layer of asphalt, if done all at once, should take two weeks, he said.

    Everybody is really frustrated with it taking forever, it seems like, to complete the project; the city, the contractor and the citizens, Garza said last week.

    Texas Sterling has been docked $1,600 a day by the city in liquidated damages on its $15.5 million road construction contract since missing its initial deadline for substantial completion on April 3, Garza said. Company officials declined comment.

    The hassles and hardhats have become an everyday reality in the dust-laden construction zone since the barricades first went up in September 2010.

    It's been here so long that people don't even talk about it any more, said Larry Wenzel of Creative Eyewear, which lost an entrance driveway as part of the road's redesign.

    Debbie Clark, owner of The Loft Salon next door, has taken to stalking Texas Sterling crews with her camera if she sees something fishy, like the day she says five workers were pushing each other up and down a closed road section in a rolling office chair.

    I'll be so glad when we actually have the road open, said Clark, whose business opened six months before the crews arrived. Our clients will know where to turn in and we won't have all the dust.

    According to IBISWorld Industry Analyst Maksim Soshkin, The recession caused incomes to fall and the housing market to collapse. Consequently, governments collected less income and spent more on welfare. Furthermore, budget deficits climbed, with local and state governments forced by law to try to reduce them. Therefore, local and state government investment, which includes spending on industry services, has fallen every year since 2009. However, in 2009, Congress passed a stimulus bill and other infrastructure funding laws that temporarily allowed funding for industry projects to remain stable, resulting in industry revenue growth. Yet, this money eventually ran out and industry revenue began to fall. Simultaneously, demand from the private sector for services like driveway and parking lot paving also fell. As revenue declined and competition intensified, many companies began to lay off employees, and some had to exit the industry, says Soshkin.

    The poor state of the nation's road network, combined with population growth and increased traffic, will drive investment into roads and highways, thereby increasing demand for industry services over the five years to 2018. In addition, as the economy improves, local and state governments will be able to spend more on industry projects. However, elevated unemployment, a slow housing recovery and Congressional budget debates will create uncertainty and tamper public-sector spending on industry services. Therefore, the private sector will be encouraged to fill the investment gap through public-private partnerships.

    The industry has a low level of concentration. The larger scale contractors operate multiple establishments across several regional markets. A considerable number of large construction material producers have acquired specialized road and highway service companies to vertically integrate their business models, create new revenue streams and expand their geographic reach. These localized subsidiaries typically retain their name and local identity while benefiting from the resources of the larger national organization.

    Police Looking for Contractors Who Sprayed Cat with Hot Asphalt - December 21, 2013 by Mr HomeBuilder

    CORPUS CHRISTI (Kiii News) -

    Corpus Christi police are said to be on the trail of a makeshift paving company that may be responsible for badly injuring a pet cat this week.

    3News reported Thursday that a pet owner believes his cat, Ricky, was intentionally sprayed with hot asphalt, resulting in severe burns. A company that was doing work on Jarvis Street, near Seaside Cemetery, was allegedly responsible.

    Ricky was taken to a vet after the owner found him covered with in the hot asphalt. The neighbor, who was having the paving work done at her home, called the police to report that the company "didn't do a good job," but police told her it was a civil matter.

    However, on Friday, police said the officer did not ask enough questions about the cat.

    "There was confusion about the officer saying it was a civil matter. Certainly, abusing an animal, none of our police officers would ever tell somebody, 'hey, that's a civil matter,'" said Cmdr. Todd Green of the Corpus Christi Police Department. "What he was referring to was the poor work that was done on the driveway."

    Green said they are searching for the Blacktop Paving Company based in Mesquite, Texas, to further investigate the animal cruelty charge.

    "Based on what they saw out there, nobody that we know of -- and we actually had our officers go out there this afternoon and go door to door and see if anybody actually saw this happen -- but based on the physical evidence, it looks like yes, this cat was intentionally sprayed with asphalt," Green said.

    At last check, Ricky the cat is still alive, but there is no word as to whether or not he will survive. Green said that if police can prove a case, the company can be charged with a misdemeanor charge of animal cruelty.
