HURON Work will get under way soon on a new concessions building for Kunhart Softball Complex after the City Commission on Monday approved a bid of $136,370.
Picek Construction of Huron won the contract. City workers will do some of the work to reduce the project cost and get closer to budget.
Construction will continue until bad weather sets in and its hoped the project can be completed in the spring prior to softball season.
Meanwhile, a request from Carroll and Arlene Tschetter, 636 Nicollet Ave. S.W., dealt with a small area of a new driveway apron of their neighbors that, with new curb, gutter and asphalt paving completed this summer, is now located on the Tschetters property.
The concrete in question is a two-by-four-foot, triangular section that encroaches on the Tschetter property.
Commissioner Doug Kludt said he sees no compelling reason for the city to remove that section, because a number of similar driveway approach flairs are located elsewhere in the city.
I do not think its something we should spend money on, he said.
Tschetter attorney Beverly Katz said the city created the problem by allowing that wing apron to be poured like that rather than squaring off the driveway approach. The Tschetters are also worried about title problems when they go to sell their property.
Its just not fair to the Tschetters to allow the neighbor to use their property, she said.
But the driveway apron is located within the public right of way, Mayor Paul Aylward said.

As consumers seek to complete outdoor projects around their house while the weather is still pleasant, Ohio Attorney General Mike DeWine warns them to beware of driveway-paving scams and untrustworthy home-improvement contractors.
Since June, his office has received more than 60 complaints involving asphalt, concrete or paving about half of them involving door-to-door sales.
He advises homeowners to research contractors before giving them money or signing contracts, and to get estimates in writing and check references.
Under Ohios Home Solicitation Sales Act, consumers have three days to cancel most contracts signed at their home.

The parking lot at Lakeland Regional High School in Wanaque received an $880,000 makeover this summer. The project was completed well before classes were scheduled to begin on Sept. 3.
Drivers visiting Lakeland Regional High School as classes begin again today are likely to glide through the front entrance uneventfully thanks to the extensive rehabilitation of the parking lot this summer.
Completion of the $880,000 project was announced by Business Administrator Kathryn Davenport at the Board of Education (BOE) meeting on Aug. 26. The striping of the surface took place during the weekend on Aug. 25 and 26, which left only one or two punch-list items to be considered. Davenport said that people would now be able to walk across the lot without fear of tripping over or falling into uneven surfaces of the asphalt.
"Its really in good shape now," she said. "The contractors did a phenomenal job."
Interim Superintendent Robert Mooney said that it had been suggested to the administration that they add "5 MPH" to the pavement in white paint near the driveway entrance from Conklintown Road. Otherwise, he felt that the project had been a complete success.
As summer jobs go," Mooney said, "it seems to be an A-plus."
The regrading and paving of the west lot, the school entrance, and an area adjacent to the athletic field near the concession stand represents the final portion of the second phase of the paving project. Phase one, which was finished in the summer of 2013, consisted primarily of renovations to the east parking lot off Chestnut Street.
When an architect first drew up plans for the two-phase paving project more than two years ago, the second phase was estimated to cost $560,000. After the lowest qualifying bid for construction of the second phase came in $320,000 higher, the BOE decided to take the additional funds required from capital reserves in order to complete the project.
Two reasons for the sharp spike in the cost were discussed during the boards June 3 meeting when the job was awarded to J.A. Alexander of Bloomfield. One was that the architectural plans and pricing had been drawn up more than two years ago; the other was that since then, the condition of the parking lot west of the school had steadily deteriorated due to age and two harsh winters.

Colonie
As South Colonie schools open this week, school buses will be driving through a heavy reconstruction project along Sand Creek Road.
Since April, the town has been working on a $2.6 million reconstruction project between Everett and Osborne roads.
At the moment, the road is heavily torn up from Norbrick Drive to Old Myers Drive.
If weather holds, paving should be done in the stretch from Old Myers Drive to Wilkins Avenue Tuesday, but the rest of the road will remain stripped down to the dirt as school opens Thursday. Rocky and with holes dug along its route for utilities, the road is also dotted with construction vehicles, piping and other infrastructure being removed from or inserted under the road surface. Work is slated to continue until Nov. 1, though the final weeks will be for road striping, said Bill Neeley, operations manager for the town's Public Works Department.
While the street will be closed to most cars, he said, school buses will be allowed to pick up passengers.
"School buses will be let through just like local traffic," he said.
Melissa France's daughter, an incoming first-grader at Shaker Road Elementary School, boards the bus by Sweet Willy's Pizzeria, next to Old Myers Drive.
"We've been dealing with this since April of last school year," she said. "Two days the construction people wouldn't let the bus through. They made the driver turn around in a driveway."
The bus driver had to radio other drivers to pick up some students on Sand Creek Road because she could not get to them, France said.
