    The Eight Key User/Owner Benefits of Asphalt Construction

    Cost Effective - not only does asphalt pavement have the lowest initial cost when compared to other alternative pavement products, but its' life cycle cost (when measured over the entire life of the pavement) are also lower than other competitive pavement products.

    Constructibility/Speed of Construction - asphalt pavements constructed during the day are normally ready to have traffic that same day.     City and county at odds over road paving - November 6, 2014 by Mr HomeBuilder

    The Wright County Supervisors decided Monday to again delay the paving of 700 feet of 150th Street leading to the MaxYield fertilizer plant on the south edge of Belmond.

    Belmond City Manager Lee Ann Waltzing appeared at the weekly board meeting to check on the status of the blacktop project. In May of 2012, before the fertilizer plant was built, the city and county discussed sharing the cost of improving the gravel road on a 50-50 basis, with the county doing the engineering work. The county engineer said at that time he would draw the plans in 2013 so the paving could be done in 2014.

    The city and the county both signed an official 28E agreement to share the work 50-50, but at the insistence of the supervisors, the document did not include a timeline.

    So over the past 30 months, nothing has happened. The Belmond City Council set aside $150,000 for its share of the work in the 2013-14 city budget. The plant opened in July 2013. And in January 2014, city officials asked why the county was dragging its feet.

    But the city and the county made a commitment to MaxYield, said Waltzing. When are we going to follow through on it?

    Board members acknowledged that in the past couple of years the county paid for paving roads to the ADS plant in Eagle Grove, Sparboe near Eagle Grove, and Clarion Packaging. But they claim that those three projects created more jobs than MaxYield.

    County Engineer Adam Clemons said Monday, I am looking for some direction on where to go with this.

    Boardmembers asked Clemons about engineering the project now but not doing the paving until a later date.

    Clemons said the problem with that is, there could be changes in the law, codes, or specifications of the project between now and then, so it might have to be re-engineered. That would cost the county additional time and money. He also mentioned that money is tight, and showed photographs of several culverts in the county that need replacement.

    The supervisors decided to contact MaxYield and find out if the co-op has any expansion planned. From there they will decide whether or not to move forward with the project.

    A mother-of-one says she is 'devastated' as a new roundabout has permanently blocked access to her new 20,000 driveway.

    Ksenia Martin says she knew about the 150 million project to widen the A453 outside her home in Clifton, Nottinghamshire, but says she did not realise that the planned roundabout would block her drive permanently.

    Retired Mrs Martin, who spent 20,000 landscaping and re-paving her garden and driveway, says she has been left devastated by the news.

    FORT KENT, Maine (AP) -Governor Paul LePage says the state is working with health officials to seek legal authority to enforce the quarantine of a nurse who treated Ebola patients in Africa. LePage said Wednesday that state police are monitoring the Fort Kent home where nurse Kaci Hickox is under voluntary quarantine.

    PORTLAND, Maine (AP) - Independent Maine candidate Eliot Cutler says he is not backing out of the race despite increasing pressure from some voters who see him as a spoiler. Cutler reiterated his earlier statement that if voters don't believe he can win, they should vote for someone else. He says he is encouraging Maine voters to vote with their conscience. He says he faces long odds, but still believes he can win the race.

    PORTLAND, Maine (AP) - A federal judge says part of a free speech lawsuit against Maine's largest city is dismissed because Portland repealed a buffer zone keeping anti-abortion protesters away from a Planned Parenthood entrance. The Portland Press Herald reports U.S. District Judge Nancy Torresen ruled the protesters can still seek damages for violation of their rights during the time the Portland buffer zone was in effect.

    PORTLAND, Maine (AP) - A Brunswick woman who embezzled more than $365,000 from a Wiscasset nonprofit where she worked has been sentenced to 20 months in prison. Federal prosecutors say 41-year-old Stacey Backman was also ordered to pay restitution to Coastal Enterprises, where she worked as an accountant.

    NEW HAMPSHIRE:

    MANCHESTER, N.H. (AP) - Senator Jeanne Shaheen is emphasizing her efforts to help small businesses by visiting a Manchester company. Shaheen met privately today with workers at Dyn Incorporated, which provides a range of services to help ensure Internet traffic gets delivered. Her opponent, former GOP Massachusetts Senator Scott Brown, spent part of his day on a private tour of the Seabrook nuclear plant.

    DOVER, N.H. (AP) - Police in Dover, New Hampshire, are seeking the public's help in identifying a suspect involved in a driveway paving scam. Police said a man approached an 81-year-old woman on October 20th, offering to pave her driveway for $175 to $200. After performing a small amount of work, he charged her $3,000 and insisted she pay cash.

    NASHUA, N.H. (AP) - The police chief in Nashua is retiring on January 1st following a 32-year career with the department. Chief John Seusing will be succeeded by Deputy Chief Andrew Lavoie. He was chosen by the Nashua Police Commission.

    CONCORD, N.H. (AP) - A New Hampshire Army National Guard unit is preparing to deploy to Kuwait. A ceremony held today marked the departure of the Operational Support Airlift Detachment 18 in Concord. It's taking place at the Army Aviation Facility.

    BRISTOL A New Britain paving contractor arrested earlier on charges of scamming clients is being held on bond on charges he has continued to prey on the elderly.

    Brian Curylo, 28, of 41 Pleasant St., faces new charges that he forged several checks totaling more then $3,300 from two elderly clients.

    In one of the cases, police said, Curylo, in late August allegedly told an 83-year-old woman with vision problems that he would seal a crack in her driveway for $25. When the woman had trouble writing him the check, he offered to fill it out, instead making it out for $850, according to his arrest warrant.

    On Aug. 22, the warrant said, he stole five blank checks from a client who reportedly had dementia. The checks were later cashed between Aug. 22 and Sept. 8, totaling $2,475.

    The elderly client told police Curylo must have taken the checks when he allowed him into his home.

    Curylo was arrested in connection with the incidents earlier this month and charged with offering home repairs without a license, second-degree larceny, third-degree larceny and seven counts of third-degree forgery.

    At his arraignment on Monday in Bristol Superior Court, he pleaded not guilty to all the charges.

    Police previously said they had received numerous complaints about Curylo for allegedly not finishing driveway work he promised to do under his New Britain company, Hot Top Paving.

    More charges filed against paving contractor

    Oklahoma pavers to pay $100,000 penalty, restitution to Kansas consumers - October 28, 2014 by Mr HomeBuilder

    TOPEKA, KAN. ----- An Oklahoma door-to-door paving operation was ordered to pay a $100,000 penalty and more than $13,000 in restitution to two Kansas consumers for violating Kansas consumer protection laws, Attorney General Derek Schmidt said.

    In a default judgment entered this week in Shawnee County District Court, Judge Rebecca Crotty ordered Will J. Harrison, Jr., doing business as Wester Construction and Will Harrison Paving, to pay the civil penalty. The company was accused of engaging in unfair and deceptive practices while selling paving services door-to-door.

    In addition to the civil penalty, Harrison was ordered to repay a total of $13,300 to two Kansas consumers.

    Schmidt warned consumers to be especially cautious of door-to-door home repair sales which claim to offer a good deal.

    Consumers should be on the lookout for these fly-by-night operations looking to make a quick buck, Schmidt said. Kansans who are in need of driveway repairs should seek out local, reputable contractors and get multiple written estimates before having any work done.
