The 0.77 mile stretch of Kelly Street from Calhoun Avenue to Benning Drive is well on its way to improvement as construction on the road began last Monday.
Its been a little over a week and theyve made pretty good progress, said City Engineer David Campbell, who added that the H&T Contractors, LLC crew is right on target to finish the project by April.
It will take 150 days and be finished around April first, right in time for spring break, said City Manager Greg Kisela.
The construction marks phase two of the $916,229.90 Kelly Street improvement plan. The first phase, which covered repaving from Main Street to Benning Drive, was completed in 2012.
This has been in the five year plan for the past eight years, Kisela said of phase two. This road has needed work for a long time.
Campbell detailed that the improvement process will include new sidewalks, driveways, bike lanes, storm drains and road re-paving.
The bike lanes will go from Sibert to Benning and the five-way intersection of Stahlman is going to be torn out completely and reconstructed, said Campbell.
We are adding an eight-foot wide multipurpose pathway on the south side of Kelly all the way to the elementary school, and we are trying to preserve as much of the tree canopy as possible, added Kisela.
All told, the improvement project is expected to use 1,500 tons of new asphalt and 1,000 cubic yards of concrete. If you crunch the numbers, the amount of asphalt brought in will equal roughly 77 dump truck loads by the final product.
The most anticipated improvement, Campbell told The Log, is the curved five-way intersection of Kelly Street, as the roadway there has been eroded to the point of unearthed gravel and clay.

City awards $1 million bid -

New Bern approved a $1 million bid to upgrade the citys Kale Road building that will be the headquarters for the citys public utilities operations.
The administrative operation of the utilities department at 303 First St. was relocated to 210 Kale Road at the end of August in the first phase of the two-phase move to the newer facility near Creekside Park.
Mark Stephens, city manager, said the second phase involves moving all the electric maintenance and operations distribution equipment and the warehouse operations at 205 First St. into the Kale Road warehouse.
But significant upgrades to store equipment and trucks and prepare the Kale Road property are needed for the Phase 2 project. They include site grading, construction of equipment storage shelters behind the facility, storm water pond modifications, and parking lot and driveway paving, Stephens said.
Aldermen accepted the low bid of $1,092,346.85 Wednesday from Brydge and Lee Inc. of New Bern to do the upgrades. The bids were opened Oct. 30, and the city received eight bids, according to a memorandum from Jordan Hughes, city engineer, to the aldermen.
Hughes said the funds have been budgeted and the contract has a 200-day deadline.
By mid-May or early June, we hope to have it done, Hughes said.
Aldermen also approved using revenue bonds for the project Wednesday night.
In August, about 20 administrative and staff personnel moved from the First Street facility to Kale Road and it was a seamless move, Hughes said.
It was well planned out and there were no interruptions to what we do day-to-day, he said. One day we were on First Street and then we were here. We never missed a beat. I think the people we deal with on a daily basis are getting acclimated and it is not really an issue.

Inviting, Attractive The appearance of your driveway creates an impression about your home and way of life. An inviting driveway provides a focal point as passersby and visitors approach your home. And certainly an attractive driveway, one with "curb appeal," adds value to your home investment. So it is worthwhile to plan your driveway carefully. With Hot Mix Asphalt as your materialand some attention to design and constructionyour driveway will provide years of lasting service and an excellent return on the investment.
Just What is Asphalt Pavement? It's an engineered mixture of aggregate, or stones and sand, with liquid asphalt cement (a petroleum product). Varying sizes of aggregates are heated, then mixed, in exact proportions, with asphalt cement that has been liquefied at about 300F. While the mixture is still hot, it is delivered to your driveway and paved on top of a base or subgrade that has already been prepared. Very soon after paving, the mixture cools and hardens and you can drive on it right away.
What You Receive with Hot Mix Asphalt? You'll recognize several benefits with asphalt pavements, compared to other, more costly options.
Asphalt lends itself readily to the types of service that are usual in residential areas. If a utility line must pass under your driveway, repairs are performed more easily and quickly than with alternative materials, such as concrete. The same is true if undue ground settlement should occur naturally.
Asphalt driveways can also be designed using porous asphalt, a special asphalt mix that allows water to drain through the pavement into a subgrade reservoir. Porous asphalt can often be used to meet local impermeable surfaces codes and offer a good-looking surface that is easy to maintain.
And asphalt is the most cost-effective option you can choose. Just as it has for millions of homeowners the world over, Hot Mix Asphalt can last many years for you with only minimal maintenance.

A Woonona man claims contractors preparing his street for the National Broadband Network drilled through an underground stormwater pipe and spray painted his driveway.
Shawn Moore lives in Harriet Spearing Drive in Woonona and he said contractors for NBN Co were in the street preparing the pits for the broadband cable about two months ago.
They damaged the stormwater [pipe] and then denied that it was damaged, Mr Moore said.
So I ended up having to dig the footpath up a week ago, to expose the pipe and the damage.
I paid for the materials myself and got some assistance from the contractors.
Once Mr Moore had uncovered the pipe, he found a metre-long section of the stormwater pipe had been cut out. That was replaced with a piece of bigger pipe and sleeved over the top and held in place with a bit of duct tape.
Also, the NBN conduit ran straight through the pipe.
