    Aldermen approve revenue bond for building updates, meter project - December 2, 2014 by Mr HomeBuilder

    New Bern aldermen approved a revenue bond order last week to pay for upgrades at the citys Kale Road building, where the utilities department is moving, and for the second phase of a planned citywide new utilities metering system.

    Keith Fiaschetti, New Bern finance director, said the board adopted a revenue bond order not to exceed $3.9 million. But the bond funding will actually be $3,830,000 with a 10-year term at an interest rate of 2.15 percent for Phase II of the advanced metering infrastructure system, or AMI, and the Kale Road project, he said.

    An amendment aldermen approved for the budget of the two projects also will transfer $265,100 to the AMI project and $40,900 to the Kale Road project from the water capital reserve fund to reduce the bond amount. With the additional funds from the water reserves, the board approved a total of $4,136,000 for both projects.

    Fiaschetti said $2.5 million of the funding will go toward the AMI project and $1,636,000 toward the Kale Road building.

    Aldermen accepted a low bid on Nov. 12 of $1,092,346.85 from Brydge and Lee Inc. of New Bern to upgrade the Kale Road building, which will be the headquarters for the citys public utilities operations. The upgrades are phase two of the project. Moving the administrative operation, about 20 administrative and staff personnel, from the utilities department at 303 First St. to 210 Kale Road at the end of August was the first phase of the project.

    Jordan Hughes, city engineer, said the difference between the $1.092 million low bid and the total cost of $1.636 million (and additional $543,653.15) was used for work on the administration building, the installation of an auxiliary generator, moving and installing IT equipment, and minor modifications to the warehouse.

    The second phase involves moving all the electric maintenance and operations distribution equipment and the warehouse operations at 205 First St. into the Kale Road warehouse building. That requires significant upgrades to store equipment and trucks and for preparation of the site.

    Upgrades at the Kale Road site include grading, construction of equipment storage shelters behind the facility, stormwater pond modifications, and parking lot and driveway paving.

    Hughes said in an earlier interview that work on the Kale Building should be completed sometime in May or June.

    YARDLEY BOROUGH The planning commission voted Nov. 10 to recommend that borough council approve revised plans for Buttonwood Place, a commercial/residential building proposed for Buttonwood Drive just off South Main Street.

    The council is expected to review and take action on the plans at its meeting on Tuesday, Nov. 18.

    Suzanne and Tim Foster, owners of T. Foster & Co. Fine Jewelers at 7 S. Main St., are proposing to construct a roughly 13,000 square foot two-story building facing Buttonwood Park and the Yardley Town Center.

    The building, designed to appear like a traditional downtown streetscape with a varied roofline and street level shops and businesses, would house 5,960 square feet of commercial space on the first floor and 7,510 square feet of residential living space on the second including seven multi-family units and some lofts.

    A project for the same location was previously approved about five years ago. That plan included two structures at the site and slightly more square footage, according to Mike Mueller, the boroughs planning director.

    The building would take access from Buttonwood Drive, a one-way road that links South Main Street at Firehouse Cycles and Penn Valley Drive at the Buttonwood Barn.

    Mueller said the project is being handled as a new application because the square footage is slightly less than what was previously planned.

    Its essentially the same project redesigned, he said. Its a good project - an infill in the commercial core for the community. Its a parcel thats vacant that can accept this type of development fairly easily. Its a good location for it. And its nice to have a mixed use building with commercial and residential.

    Mueller said the plan incorporates enough parking to satisfy the uses and is within the relief previously granted by the zoning board. Parking numbers dont change with this plan, he said. Actually, parking will work better now because there are fewer units.

    WALLINGFORD Finishing the reconstruction of Tankwood Road in Wallingford will have to wait until spring due to frost and the seasonal closing of an asphalt supplier much to the dismay of residents unhappy with the roads condition.

    The road is littered with potholes, ridges and rough patches. The sides of the street are lined with loose processed stone, which some residents worry will end up on lawns and driveways.

    Public Works Director Henry McCully said the project consisted of stripping the road, replacing drainage systems and repaving. The road has already been stripped and the drains replaced, but repaving will be delayed. McCully said the project took longer than expected because of unanticipated work discovered only when crews began digging.

    We had some unexpected repairs to do, McCully said. The sort of thing you run into once you start the project.

    Tankwood Road is located north of Route 68, off North Farms Road. Ken Cooleys house is directly in front of a rough ridge in the street. He says he often hears drivers bottom out when they hit the ridge.

    I wish they would finish it, Cooley said. It would make it a lot easier driving down this road.

    Cooley said he is worried plows could strike the raised edges of recently installed storm drains.

    GROVETOWN, Ga. (WRDW) -- George Posey said he never saw it coming.

    "I was out in the yard messing around, right? This truck pulls up," Posey said.

    The man behind the wheel had an offer the 77-year-old Army veteran said sounded great at the time.

    "He had some excess asphalt," Posey said.

    He said a Harry Smith with a company called Asphalt Maintenance promised he could give Posey's driveway a quick facelift.

    "I was thinking it was going to run in the $4,000 or $5,000 range," Posey said.

    But at completion, Posey said the total bill rang up much higher.

    "Ninety-one hundred dollars for the 2,600 square feet," Posey said.

    In keeping with his end of the bargain, Posey cut a check to Smith for $9,100, but now seven weeks later.
