Camden's plan to rid its streets of close to 600 vacant and dilapidated buildings, which has stalled in recent months due to problems with the contracts that were awarded, moved out of the hands of city officials Thursday as the Camden County Improvement Authority took control.
The authority has been assisting Camden from the beginning but will now have a lead role via a shared-services agreement.
Since announcing the project last year with much fanfare, city officials have struggled to get it off the ground. The first 62-building phase was put out to bid a second time after attracting no bidders the first time. Last month, the contractor who had signed on for the bulk of the work backed out, citing concerns over asbestos removal as one reason.
The city's decision to award separate contracts for the disconnection of utilities, rather than including the work as part of each demolition job, led to a cumbersome process, city spokesman Vincent Basara acknowledged.
James Blanda, executive director of the CCIA, said Camden officials asked the authority to take on more oversight.
"Demolition projects are not the easiest," Blanda said. "There can be many unexpected elements to it, and if this was a smaller project, I'm sure they would have been able to handle it themselves."
Over the last decade, Camden officials have grown accustomed to ceding control over the day-to-day operations. In 2002, Camden was subject to what was believed to be the biggest municipal takeover in U.S. history, eliminating all authority from the mayor and City Council. Though the takeover ended in 2010, Camden remains impoverished, and its annual budget is heavily dependent on state aid. In 2013, the local police department was disbanded in favor of a county force. Later that year, Gov. Christie announced a state takeover of Camden's schools.
Mayor Dana L. Redd has vowed to reduce the city's pervasive blight by rehabbing or demolishing buildings that are empty and in disrepair, often abandoned by owners who walked away or stopped paying taxes. A survey last year by the nonprofit group CamConnect and the Camden Community Development Association found that close to 15 percent of the nine-square-mile city's structures were vacant, and about 37 percent of city land could be considered empty if 8,000 vacant lots are included.
In October the city began the demolitions, believed to be the largest such project in the state. The 62-building phase is funded by a federal grant. The second phase, the $8 million destruction of 534 remaining structures, will be financed by a bond to be paid off with a tax on city parking lots. Officials said last year that they hoped to have the demolitions finished within 18 months.

That day is forever etched in Estrelieta Bagasbas mind when she and her neighbors claimed EDSA to defend and barricade their homes in Sitio San Roque in Quezon City from the demolition team. Meanwhile, she said, President Benigno Aquino III, who ate a hotdog sandwich in the streets of New York to prove he was different from his luxurious, corrupt predecessor, was quick to react and called for a moratorium on demolition.
But the urban poor leader said Aquino was no different from President Gloria Arroyo. During and after the moratorium was lifted, she added, demolitions continued and even intensified.
The urban poor are among the most-attacked sectors under Aquino. We are treated like dirt, threatened and our homes and livelihood destroyed, Bagasbas told Bulatlat.com.
The demolition of homes in North Triangle is among the cases that would be filed against Aquino in the upcoming International Peoples Tribunal in Washington DC on July 16-17. The IPT was formally announced in a press conference at the University of the Philippines on March 12.
Apart from the demolition of their homes, President Aquino and US President Barack Obama would be tried for other cases of violations of civil-political rights, socio-economic rights, right to self-determination.
There used to be nearly 20,000 families residing in North Triangle, a land owned by the governments National Housing Authority. Their homes, however, were demolished to give way to a Public-Private Partnership project, the Quezon City Central Business District.

SEVEN personnel from the Davao City Demolition Unit (CDU) have been recommended for termination for stealing confiscated items during demolition operations.
In a phone interview, CDU chief retired colonel Yusop Jimlani said these personnel were proven to have stolen items from their demolition of shoe stalls, violators of one-third two-third policy last month.
"I have already submitted the recommendation for termination at the Human Resource Management Office and it is for the approval of the City Mayor," he said.
"This is to show that we do not favor anybody from our personnel," Jimlani added.
Meanwhile, for their Bankerohan demolition operations, which started last February 20, Jimlani said they have already conducted five big demolition operations wherein they are set to conduct another one today.
According to him, they have cleared around 80 percent of the violators of the one-third-two-third policy in the area together with the Traffic Management Center.
"We will be doing this small and big demolition non-stop until the area will be cleared from violators but so far we can see improvements on them," Jimlani said.
Meanwhile, 50 personnel of the CDU also participated in a demolition and security practice on Wednesday at Magsaysay Park.
Jimlani said the activity aimed to teach their personnel on how to handle vendors during demolition operations in order to avoid hurting them and also themselves.

Contractors have nearly finished removing asbestos from the contaminated Carter Carburetor factory in North St. Louis, and demolition of the 480,000-square-foot building should begin by the summer.
Once a booming factory that employed 3,000 people, the four-story structure next to the site of the old Sportsmans Park, has been vacant for more than 30 years. The U.S. Environmental Protection Agency is overseeing demolition and cleanup of the site at North Grand Boulevard and Dodier Street, which is contaminated with cancer-causing toxins left over from the carburetor manufacturing process.
Asbestos removal, the first step in the cleanup process, began last spring and is more than 85 percent complete, said EPA Region 7 spokesman Chris Whitley.
We think its reasonable to assume that the demolition and excavation could get underway this summer and be wrapped up by next spring, he said.
St. Charles-based ACF Industries LLC, a railcar component manufacturer that used to own Carter Carburetor, is responsible for much of the $27 million cleanup project.
Following the demolition, the companies will complete removal of carcinogenic polychlorinated biphenyls, or PCBs, from the site. Also present are toxic solvents known as trichloroethylene, or TCE. If demolition is complete by spring 2016, cleanup of the chemicals could be finished by the fall of 2017, Whitley said.
Nobodys anticipating any big hurdles right now, he said. Weve been very pleased with the quality and execution of work theyve performed thus far and theres no indication thats going to change.
The U.S. Environmental Protection Agency will hold a public meeting this evening to update nearby residents of the Jeff Vander-Lou neighborhood on the projects progress. The meeting is scheduled for 7 p.m. Thursday at the next-door Herbert Hoover Boys and Girls Club, 2901 North Grand Blvd.
