    DEMOLITION work on the old Dolphin Square precinct will begin this week ahead of the construction of a new multi-million pound shopping district.

    Preparation work began before Christmas with the stripping of the old shops interiors and the demolition of one of the units as a test to see the strength of the 1960s concrete.

    Kevin Clement, site manager for McLaren Life, said he hoped the demolition would be completed by the end of April or the start of May.

    He added: Its going really well. We were originally quite concerned about asbestos but really theres very little.

    Councillor Elfan Ap Rees visited the site yesterday (Wed) in a small ceremony before the start of phase three of McLaren Lifes 45million redevelopment.

    Question marks remain over what shop chains will fill the completed development, although several restaurant chains have already signed up.

    Debenhams had long been linked with a move to the new complex but ruled itself out in November. Harvester, Prezzo, Real China, Nandos and Pizza Express will be joined by First Bowl and Vue Cinemas once building work is completed.

    A developer hopes to renovate a vacant downtown St. Louis building that only weeks ago was the focus of a demolition effort.

    The building, at 1105 Olive Street, most recently housed Maurizios Pizza, which relocated last year.

    Craig Heller, whose developments include downtown loft projects, said Thursday he wants to renovate 1105 Olive but that theres nothing set in stone at this point. A mixture of offices and residences is possible, he said.

    The turnabout comes to light less than six weeks after the citys Preservation Board voted to uphold a staff recommendation to deny demolition. Board members agreed with Betsy Bradley, director of the citys Cultural Resources Office, that the building is sound, at least by the standard set by city ordinance.

    Developer Larry Deutsch had planned to buy the building and replace it with tenant parking for his Old Laclede Gas Building, at 1017 Olive. He said Thursday he transferred his interest in the building to Heller after the Preservation Board voted against demolition.

    Once final paperwork is completed, Heller will own the building, which went through a sheriffs sale last fall as a result of years of unpaid property taxes.

    Heller said he has no renovation timetable for the building, adding that the next step will be to get it on the National Register for Historic Places. Register listing would make the buildings renovation eligible for historic preservation tax credits.

    The buildings soundness was an issue in a suit a previous owner filed against the contractor that built underground parking next door in 2003 as part of the Louderman Lofts, another Heller project. The suit claimed that the contractor damaged 1105 Olive when it removed part the structures foundation while building the garage. In 2011, a St. Louis Circuit Court jury awarded the previous owner nearly $1.3 million in damages. The case is on appeal.

    Deutsch said he had believed up until hours before the boards meeting that demolition would be approved.

    At the actual hearing, there was a complete reversal, he said.

    ELLIOT LAKE, Ont. - Wrecking crews have begun to demolish the Elliot Lake mall where two people died and around 20 were injured when part of its roof collapsed.

    "It's bittersweet," Mayor Rick Hamilton said in a telephone interview with The Canadian Press when asked Thursday about reaction to the work in the small northern Ontario town.

    "The mall has always had a close relationship to many of the people who lived (and) who were raised here but at the same time it's a fresh start as well. It's left a lot of bad memories and by and large what I'm hearing in the street is it's high time it's been removed from the landscape of Elliot Lake."

    City officials expect the work to take between 40 and 60 days.

    Rob deBortoli, the town's chief administrative officer, said the demolition crew must follow strict provincial guidelines. Also, because most of the material will be recycled, workers will have to take the time to sort the debris and ensure it is sent to the right place.

    "The demolition will be very controlled, meaning that the mall will be dismantled in a systematic, piece-by-piece process and there should not be any risk associated with any of the material from that site making its way out of the property," deBortoli said.

    Lucie Aylwin, 37, and Doloris Perizzolo, 74, were crushed by debris from the Algo Centre mall, which destroyed several of the community's small businesses when the disaster happened on June 23.

    The collapse sparked a $30-million lawsuit, an investigation by the Ontario Provincial Police and a public inquiry, which is slated to start next month.

    The collapse in northern Ontario has sparked a $30-million lawsuit, an investigation by the Ontario Provincial Police and a public inquiry that is slated to start next month.

    The lawsuit names the owners of the mall, the municipality of Elliot Lake and the provincial government.

    The lawsuit contends the defendants did not address long-standing complaints about the safety of the mall and did not carry out necessary inspections of the structure.

    Owners have said the mall was inspected regularly and that no structural deficiencies were found.

    The legal action was filed by the owner of a restaurant in the shopping centre on behalf of victims of the incident.
