    Demolition of the Copthorne Hotel in Victoria Square has begun, but the owners still do not know whether they can rebuild on the site.

    NZX-listed Millennium & Copthorne Hotels NZ wants to rebuild on the same site, but the space has been earmarked as a potential site for a performing arts precinct.

    Demolition workers were today clearing the upper levels of the 10-storey, 142-room hotel, including throwing television sets out of the open space that was once the wall of one of the rooms within the building.

    Managing director BK Chiu said there would probably be another six or eight weeks of demolition, but whether a rebuild would take place was still out of the company's control.

    Rebuild authorities have proposed that a performing arts precinct be built on and around the area now occupied by the hotel and other buildings.

    Whether the Christchurch City Council places financial rebuild funds into the Town Hall is one factor that will influence what shape the precinct takes.

    MANILA, PhilippinesA demolition work is ongoing at a disputed land in Quezon City Wednesday, police said.

    Superintendent Eleazar Matta, Quezon City Police District-Station 5 commander, said he deployed eight police officers from his station to maintain security and defuse tension at North Fairview-Phase A as a demolition team was ordered to destroy a makeshift home that was allegedly being rebuilt after it was earlier knocked down.

    Isang bahay lang ito kasi binalikan lang ito dahil tinayo ulit (Its only one house that is being reconstructed), he said, noting that the activity was supported by a court order and directive from the Quezon City hall.

    He said the situation in the area was calm and the demolition operation would end around 3 p.m.

    However, Jun Hipe, one of the affected residents in the area, said 10 houses have been destroyed so far since the demolition started around 9 a.m.

    Cathy Mantilla, another resident who has lived there for some 20 years, said her own house had just been torn down without showing her a court order. She said this was the fourth time her house was destroyed without a court order, only a memorandum from the local government.

    Land grabbers have already sent security guards here to harass us and force us to leave, she said.

    [Task Force] Copris will destroy our houses and then the security guards would try to take over the land, she added.

    Mantilla also alleged that the guards, whom she only identified as from Philguard, have been roaming their area at night time to threaten them.

    A Sixth Avenue resident wants City Hall to halt the demolition at the St. Patrick's Church site until all existing debris is cleared.

    Pat Falaro has had a ringside seat from his home at 1921 Sixth Ave. to watch the demolition of the church and its rectory to make way for a 40,200-square-foot Price Chopper supermarket and two smaller commercial buildings.

    "I've had enough," Falaro said Tuesday.

    Falaro wants to see the city move the Dan's Hauling and Demo trucks off Sixth Avenue and over to Fifth Avenue, which is wider. In a letter to Mayor Michael Manning, he also took issue with demolition work on Saturdays and going beyond 6 p.m.

    In addition, Falaro cited demolition codes calling for notifications and maintaining safety at the site.

    "As a taxpayer and resident I respectfully request that all demolition be halted until that time when the existing debris is cleared and the area leveled and clean suitable fill be brought in," Falaro wrote to Manning.

    The mayor said he has reviewed Falaro's letter as have the police and codes departments. He said the city always has addressed issues raised by Falaro.

    Manning noted that several of the demolition codes cited by Falaro apply to New York City.

    Manning said Watervliet has leeway in extending the hours for demolition, which has occurred in the past.

    The chairman of the state House Urban Affairs Committee said Tuesday that he expected the legislature to move to strengthen safety requirements for city demolition projects.

    "I don't see it as an issue in rural areas, but where you have larger cities where there's a tremendous amount of people, you need to take precautions, and the people that are taking down those type of buildings need to be professionals," said State Rep. Mario M. Scavello (R., Monroe), a former mayor of Mount Pocono.

    "I think Philadelphia needs to do something quickly," Scavello added. "They cannot have somebody walking in saying, 'Here's $300. Let me take down a building.' "

    Scavello presided at a three-hour committee hearing at the Independence Seaport Museum discussing ways to improve demolition safety standards throughout the state, particularly in Philadelphia.

    The hearing, attended by two dozen legislators, was spurred by the June 5 demolition accident that killed six people at 22d and Market Streets, when a four-story brick wall collapsed on a Salvation Army thrift store.

    Before the legislative session ends in late 2014, Scavello said, "we want to develop sound public policy which, God willing, will prevent anything like this from ever happening again."

    The ranking Democrat on the committee, Bill Keller of South Philadelphia, sponsored a bill June 27 to require the city to beef up demolition requirements for any projects involving commercial and multifamily buildings.
