ANGELES CITY -- Citing the safety of residents in communities along the Abacan River, Mayor Edgardo Pamintuan ordered the demolition of shanties and other structures along the river banks.
"Our concern here is the safety of our people living dangerously along the river bank," said Pamintuan in his directive.
He said the City Government has to enforce the law to prevent loss of lives and properties.
"We do not want that the blame will be tossed to the city government in the event that something worse will happen to these informal settler families," he said.
Around 50 houses mostly informal settlers are set for demolition in Barangays Ninoy Aquino and Malabanias.
A demolition team led by the City Engineers Office backed by barangay officials and policemen started tearing down residential units along the Abacan River.
As of Tuesday, a total of 15 houses have already been flattened by demolition teams, according to City Engineer Don Dizon.
The demolition was decided during an emergency meeting which Pamintuan convened with disaster-control officials, city council headed by Vice Mayor Vicky Vega-Cabigting and concerned community leaders.
This came following reports that at least 20 houses collapsed due to soil erosion along the stretch of the Abacan River.
Affected residents, Dizon said, did not oppose to Pamintuan's call as they even volunteered to demolish their houses and transfer to safer grounds.

Falls Churchs Historic Architectural Review Board (HARB) approved a motion at its meeting Tuesday night stating that, in its view, the historic Woodlands House at 610 Fulton St. was demolished without the required permit. The historic home had been the subject of efforts of preservationists for years to avert demolition and to undergo a restoration. However, the sudden demolition of the home came as a surprise to all such parties when it happened last week.
At its meeting Tuesday, the HARB reviewed the status of building permits, met with property owners, heard from the public and legal counsel before passing its motion. The motion made no reference to a penalty, other than to say, the owner should be required to come back before the board to obtain the necessary permit.
Meanwhile, according to a statement issued by the City of Falls Church late yesterday, a stop work order remains in effect for the property.
The heads of two Falls Church historic groups appeared before the F.C. Planning Commission Monday to decry the demolition of the historic home at 610 Fulton Ave. The demolition was done, they claimed, without a permit and against the will of the seller of the property. Calls for strengthening the Citys ability to enforce oversight of historic property issues came from those petitioning thecommission and commissioners themselves.
Keith Thurston of the Historic Falls Church, Inc., and Ron Anzalone, chair of the Citys Historical Commission spoke about the lack of enforcement. There was no approval for a demolition, no permit. It was a significant violation, he said, noting that architects touring the late 1890s home found it to be structurally sound. Anzalone said, We must find a way to take action to see that this is not repeated.
In a letter to the News-Press this week (published elsewhere in this edition), Thurston wrote, that the effort to preserve the Woodlands House had been underway over the past several years. When it went down last week, however, he wrote, They did not follow the demolition approval process, there was no demolition permit issued, and the house is gone. The builder is attempting to use a fig leaf that maintaining a portion of one wall makes the current state an alteration and not a demolition. The house was demolished in every way the historic preservation ordinances seek to prevent, both in spirit and letter of the law.
Planning Commissioner Melissa Teates said, I am really shocked by this. We are at odds with out own code. We have a code and no will to enforce it. She added, Ive seen the City Council twice take up strengthening preserving historic properties, and twice they took it down.
This is a very upsetting situation, said commissioner Lindy Hockenberry, noting that a lot of time had been spent at City Hall addressing this property. I am sick about it, I really am, she said.
This may be the most drastic situation weve seen, Thurston, a former chair of the Planning Commission, said. The Historic Architectural Review Board (HARB) is only advisory, but it needs to be a mandatory process. The commissioners Monday night indicated they may initiate a request to the City Council for just such a new approach.
In his letter, Thurston wrote, The community and City had invested substantial energy in ensuring the preservation of this beautiful historic house. About five years prior, the Citys HARB took action through the city attorney and forced the former owner to replace the roof of the house to protect the historic asset. The Planning Commission worked tirelessly with the previous developer to ensure the preservation of the historic house during a subdivision process that allowed new houses to be built on either side of the historic house. Obviously, the ordinances and process to protect historic structures did not work.

Local authorities have given a demolition order for the surau in a resort in Kota Tinggi, Johor, that sparked a controversy after being used for meditation by a group of Buddhists from Singapore.
The Kota Tinggi Municipal Council served the notice dated August 20 today to the Tanjung Sutera Resort ordering the surau be demolished within three weeks as it was built without council approval.
A Malaysiakini news portal report said the notice was signed by council president Hasrin Kamal Hashim and stated that the surau be demolished within 21 days from the date of receiving the notice.
It also stated that "the owner of the resort would be charged for all the expenditure for demolition, without any further warning."
The controversy began after a video was put on the YouTube video-sharing site on August 10, showing a group of Buddhists in the surau meditating in front of a portrait of the Buddha.
The 63-second long clip titled Chinese Buddhist praying in surau, surau converted into temple, was uploaded by Sebastianphiu and has received more than 10,000 hits.
Following the uproar, police remanded the 45-year-old Singaporean operator who had allowed the group to use the surau. The man was a permanent resident, authorities had said.
His permanent resident status was subsequently revoked. Home Minister Datuk Seri Ahmad Zahid Hamidi had made the announcement to revoke the status in accordance with provisions of the law as the resort operator was insensitive to Muslims and Islam.
The Johor state government, under the advice of the Johor Islamic Affairs Council (MAIJ) had also ordered the surau be demolished as it had hosted other religious activities.
MAIJ adviser Noh Gadut had told newswire Bernama that the building can be torn down based on Surat at-Taubah verse 107 of the Quran.

Mayor Rahm Emanuel fended off allegations that the weekend demolition of a Pilsen school fieldhouse was a sneak attack akin to former Mayor Richard M. Daleys infamous midnight destruction of Meigs Field.
Emanuel said he appreciates the emotional attachment that people have to the Whittier Elementary School fieldhouse, which they were using as a volunteer community center.
But he said the run-down fieldhouse was unsafe for children and should have been torn down three years ago, when a parental protest prompted the Chicago Public Schools to call off the demolition trucks.
Three years ago there was a discussion of just tearing it down. Were not doing that. Were taking it down and building something new to replace it, he said.
Building up a new AstroTurf field, a new basketball court and a new playground that is safe for kids is exactly the right thing to do for the families . . . in and around Whittier. . . . That was not the case three years ago. There was no commitment to the neighborhood to make the type of investment which we are making now.
Emanuel likened the Whittier protests, which triggered 10 weekend arrests, to last years overnight campus sit-in at Brian Piccolo Elementary Specialty School in West Humboldt Park.

The Purple Hotel is set to finally begin demolition next week, ending the notorious hotels tenure at the intersection of Touhy and Lincoln avenues in Lincolnwood.
During Tuesdays Lincolnwood Village Board meeting, Skokie-based North Capital Group LLC, which acquired the property for $8.3 million out of bankruptcy last year, announced that demolition will begin the week of Aug. 26.
Neil Stein, principal of North Capital Group, said he was waiting for the village to issue a demolition permit and would start bringing wrecking equipment to the site Monday pending the issuance of that permit.
Stein has said that the ultimate goal for the site is to transform it into an avid destination, providing a general idea of the redevelopment plan, which includes a mixed-use space with retail, office, residential and hotel areas.
The destruction of the Purple Hotel marks the end of an era in Lincolnwood, stretching more than 50 years for North Shore residents who remember attending parties, weddings, bar mitzvahs and conventions at the hotel back when it was the go-to hot spot for social gatherings.
Its parking lot was the ambush site of mobster Allen Dorfman in 1983.
