PHILADELPHIA (CBS) On June 5th, a wall collapse at a demolition site on Market Street in center city killed six people, injured many more, and sent shock waves through City Hall (see related story).
The building collapse prompted immediate finger-pointing at city officials, particularly the Department of Licenses and Inspections. Within days of the collapse, Mayor Nutter announced new restrictions on how contractors in Philadelphia obtain demolition permits.
Our goal here is to increase public safety at these private demolition sites, to bring them up to the same high standards that we maintain on public demolition sites, the mayor said.
City Council then formed its own committee to examine the demolition process.
After the dust settles, we need to take a serious look at how we do demolition in the city of Philadelphia, said the committees chairman, Councilman Curtis Jones.
The hearings including dramatic testimony from city treasurer Nancy Winkler, whose daughter Anne Bryan was among those killed.
Winkler faulted L&I for her daughters death.
This was not a freak accident, she told the councilmembers (see related story). It was strictly a case of when that wall would come crashing down. Not if. It was a case of who would be killed. Not if anyone would be killed.

Two more old Bourne homes face the wrecking ball.
The first house is at Shore Road just below Trading Post Corners, Bourne village. It is known as The Rev. Herman Perry House. Its days are numbered. A demolition permit has been secured.
The second structure sits hard by 270 Scraggy Neck Road, Cataumet, along the approach to the causeway. Built in 1890 and assessed at $785,400, it too is on the way out.
The Bourne Historical Commission, reluctantly but unanimously, voted to approve demolition requests for both homesteads.
The Perry house dates to the early 19th century and once served as a parsonage for the Bourne Methodist Church, nearby at Sandwich Road.
Lynne C. Smith of Hingham owns the Cataumet house. It has served the family for generations as a summer place.
The historical commission conducted in-depth hearings into both requests. It finds itself caught by its charge to act on the side of preservation while listening to persuasive arguments that historic old homes all too often have fallen into such disrepair that they would be far too costly to repair.
The commission has a certain reach in such matters; then a form of dissatisfaction sets in, bordered by uncertainty as to the limits of preservation work. In the end, the respect for the past is trumped by the cost of the future. And commission members past and present agree that Bourne has an extraordinary diversity of architectural styles worthy of protection.
The plan at 270 Scraggy Neck Road is to raze the house and build a new energy-compliant home. The commission was told last week it would cost $350,000 to otherwise restore the structure and make it livable year-round. Beyond that, the house is too big and too tall to move from the lot.
The plan at Shore Road is to raze the Perry house and sell the tract on the south side of the roadway; in order to clear an estate through probate.

Demolition begins on Mulberry block -

Demolition began Thursday at an apartment complex on the corner of Mulberry and Dunklin streets. The complex was condemned after a 2011 fire that left several residents without homes. Kile Brewer
Earlier this month, Jefferson City signed a contract to demolish all existing structures in the 600 block of Mulberry Street. And this week, the demolition is beginning.
After acquiring most of the properties in 2012, the city signed a contract Nov. 4 with Ahrens Inc. for the demolition of the buildings, which were vacant at the time.
Because the entire block is located in a federally designated flood plain, which prohibits the future construction of buildings in the area, the city is restricted by federal law to the creation of green space.
The state awarded Jefferson City a Community Development Block Grant of $673,195. While the grant will not pay for all of the project, which includes acquisition and demolition, the city will use $60,000 from city development block grants to pay the remainder of the costs.
Demolition will cost $270,000.
A November 2011 fire consumed much of the 615 Mulberry St. apartment building, which is one of the buildings being demolished.
City officials hope the removal of the existing structures will reduce the crime levels in and near the neighborhood.
