The planned demolition of Zhayi community in the Federal Capital Territory is causing ripples, FRIDAY OLOKOR writes
When the administration of the late President Umaru YarAdua directed the Federal Capital Territory Administration to stop demolishing houses, many residents of Abuja and its satellite communities had a respite.
Before then, many people had been rendered homeless while others who could not withstand the psychological trauma died.
It was the least expectation that YarAduas order was going to be reversed after his death.
Today in the FCT and its environs, the fear of the Development Control Department and Federal Capital Development Authority is the beginning of wisdom. Although the agency has been credited with ensuring sanity in the planning and development of the FCT, it is still believed that the might with which it destroys buildings is leaving a bitter pill in the mouths of many residents, including the rich and poor.
While the FCDA has beamed its searchlight on some villages, the wave of demolition blowing across the FCT is a reminder of the past. Indeed, the next casualty in the demolition exercise is Zhayi (Jahi 1) village. Already, the planned demolition has started causing ripples in the community.
Two weeks ago, the FCDA reportedly brought in bulldozers to pull down houses. Accompanied by police and soldiers, the officials were said to have prepared for action but for the youth who resisted the action.
But even as the officials left the community that day without carrying out any demolition, a woman, Mrs. Salamatu Umar, was said to have died, following the sight of bulldozers. Her house was said to be among those marked for demolition.
Again, fearing that the agency will return to the community, last week, no fewer than 1,000 residents took to the streets to protest against what they allege as the frequent threats by government officials and private land grabbers using the military and police officers.
The protesters, including old women carrying loads on their backs and shoulders, displayed various placards with inscriptions such as Our farmlands taken, our livelihood discriminated, Our homes destroyed, our children violated, and our lives threatened. Other placards read, Who paid, who received the rumoured huge compensations for our ancestral lands? Officials or conspirators?

Illegal dumping of Christchurch demolition waste on a Leeston farm has brought fines totalling $49,000 for Christchurch firm Pollard Contracting and its director Craig Pollard.
The company, known as Polcon, was fined $34,000 and Pollard was fined $15,000.
Judge John Hassan said at the Christchurch District Court sentencing that he would allow the fines to be paid in instalments.
Pollard declined to comment to media after today's sentencing on charges relating to the dumping of 68 loads of demolition waste on a farm owned by Oakleigh Innovation, and discharging contaminants into the air by burning the waste.
Oakleigh has already been fined $27,000.
Pollard said the dumping at the farm was done at the weekends because the work involved school sites and could only go on at the weekends when landfills were closed.
Judge Hassan said Pollard had showed a significant lack of care which demonstrated "delinquency in the management of your business".
He had a responsibility to make inquiries to ensure the business was operating lawfully. He was the primary instigator and driver of the offending.
The dumping over 17 months had not caused any detected contamination or effects on waterways, aquifers, plants or animals so far, and there was no evidence of complaints from neighbours.
It showed a continuing pattern of corner-cutting in earthquake demolition work. Demolition contractors had a stewardship responsibility, he said.

People with concerns about lot splitting and demolition in Portland attended the first open forum on the subjects on Wednesday evening. It was organized by a number of neighborhood coalition officers and included a panel representing city agencies, developers and nonprofit organizations.
Signs of the demolition and infill process gone amok can be found in almost every yard on Northeast 35th Place.
Neighbors told KOIN 6 News that a home was recently demolished in the area and will soon be replaced with two 4,000- to 5,000-square-foot homes.
According to city documents, 2013 was a record year for demolitions in the Rose City. And everything indicates 2014 well see even more demolitions than last year, said Shawn Wood with the Portland Bureau of Planning and Sustainability.
Of the 273 homes demolished last year, about 25 percent to 30 percent involved lot splitting. The Home Builders Association of Metropolitan Portland says theres no end in sight.
Projected growth of Portland metro area for the next 20 years is a little over 700,000, said Justin Wood with HBA.
Wood explained builders are just meeting the growth demand for homes within the Portland city limits. With the tight urban growth boundary, he claims the only option is higher density in the city.
Theres not a lot of vacant land in the city of Portland so that has to happen on infill and redevelopment, said Wood.
Currently, developers are only required to give the community notice when more than one new house is proposed, but neighbors said they now want across the board mandatory notices before all homes are demolished.
Neighbors suggestions at the forum included keeping existing setbacks in place, so if a home is 15-feet from a sidewalk, the replacement must also be 15-feet back.

Protest erupted in Abuja Model City, Adkan Estate, Gwarinpa II and Galadima on Thursday following alleged demolition of houses in Lungu, a settlement in the estate.
The News Agency of Nigeria reports that 6th Avenue, the major road to the estate and the main gate, were blocked by the protesters making it impossible for motorists to enter or leave the estate.
This resulted in a gridlock in the estate, spilling over to the Kubwa expressway as tyres were burnt in the gate.
Some women carried placards with inscriptions such as: We are tired of demolition; FCT Minister, please come and help us; Stop this demolition.
A resident, who pleaded anonymity, told NAN that the riot was a reaction to the demolition that took place in Lungu.
She said that during the demolition, a house collapsed and killed a two-month old baby.
The baby died and the mother, who could not bear it, stabbed herself and died, she said.
NAN reports that during the protest, an alert was sent out to residents warning them against movement in and out of the affected areas.
At the time of this report, the Police and FCDA were yet to issue any official statement on the matter.

The owners of a construction and demolition landfill in Holt are seeking approval from the Tuscaloosa County Commission to triple the amount of debris that can be brought in each day.
Local residents aren't happy about the request. The only way in and out of the dump is a two-lane residential road 12th Street Northeast lined by small homes and trailers.
It's enough as it is, with trucks coming in and out too fast throughout the day, said resident Crystal Curry, while her young daughter played on a scooter in the yard.
Advanced Disposal, which owns the Eagle Bluff landfill, has requested a modification of its permit to increase the intake at the landfill from 1,000 yards of construction and demolition debris a day to 3,000 yards per day.
The reason for the request is the huge demand with all the demolition and construction projects going on in Tuscaloosa, said Mary O'Brien, chief marketing officer for Advanced Disposal. There are only two landfills specifically for construction debris in Tuscaloosa County.
Luckily for Alabama, the economy is coming back, and there is definitely a greater need for the services (we) provide, for the environmentally safe disposal of construction debris.
The landfill's customers include private companies as well as the city of Northport and the Tuscaloosa Environmental Services Department. The city of Tuscaloosa used to dump debris at the landfill only twice a week, but it now bring loads four times a week, O'Brien said. The dump does not take any kind garbage other than construction or demolition debris.
The economy is now stronger and the demand for our services has grown, O'Brien said.

Demolition workers this morning began taking down the Chardonnay house, a 125- year-old, Queen Anne-style landmark on Second Street Southwest that has been at the center of controversy over the city's commitment to heritage preservation.
Historic preservationists have attempted to save the house at 723 Second Street S.W., just west of the Gift of Life Transplant House, but the owner, Curtis Schuster, said the house was in poor condition, and he planned to raze it to make way for new development.
