    Library demolition could continue on Friday - June 27, 2014 by Mr HomeBuilder

    After months of waiting, the site of the old Parmly BillingsLibrary building could transform from a post-apocalyptic frame to bustling work site as early as Friday.

    Permits issued by the Montana State Department of Environmental Quality will allow Safetech, Inc., the asbestos abatement contractor, to get back to work removing piles of rubble contaminated with asbestos sitting on the site.

    "They submitted their demolition permit," said Lisa Peterson, public information officer for the Department of Environmental Quality. "That goes into effect on June 27."

    Workers wearing hazardous materials suits will use lined trucks to take away the existing rubble, along with the newly identified material that contains asbestos. After that, they will notify DEQ and the agency will reinstate the demolition notification, which means crews can continue to raze the building.

    "They will contact us to bring it out of suspension when theyre ready to start demolishing in new areas," Petersonsaid.

    The project has been stagnant for about a month, as the inspector, contractor, library and DEQ make sure items are tested and rubble on the site stays moist to prevent dust potentially laced with asbestos from blowing off.

    The snags will require extra time and money to finish the project, but how much is still unclear,said Bill Cochran, Billings Public Library director."At this point I dont have any valid number."

    He acknowledges the extra work will increase the new library's $20 million price tag.

    The library will pay for the project with unobligated library cash reserves while details are sorted out. Who will ultimately pay those costs is still up for debate.

    "I am not willing to acknowledge that the library has to pay all or any of those costs until we understand who did what and when," Cochransaid.

    WORK STARTS: Containers go into High St as the demolition of the City Hotel starts.

    Demolition has started on the old City Hotel building in central Blenheim.

    The building, which stretches between High St and Wynen St, is deemed an earthquake risk and owner Rob Anderson has opted to demolish it.

    The demolition is complicated by the need to shore up the walls shared with neighbouring buildings.

    Large containers have been put outside the building on the street to ensure public safety.

    Anderson said that he was "still looking at lots of options" for the former hotel's site.

    He has described the area as a potential "golden mile", because of the Marlborough District Council's proposal to move Blenheim's library down to the riverside area.

    "I think it will be interesting if the council decide they're going to have a look at that area of town," Anderson said.

    "There's a lot more activity in that area of town for further development outside what the council is doing, a lot. It could be a positive catalyst for change."

    An abandoned Aboriginal community tainted by controversy in the remote north Kimberley is set to be demolished and buried, sparking anger from former residents desperate to return.

    Oombulgurri, about 50km north-west of Wyndham, was established as an Aboriginal mission in the late 1890s but closed in 2011 after high levels of alcohol abuse, suicide, child neglect and a paedophile ring were linked to the community.

    The Department of Housing confirmed this week about 44 houses and associated infrastructure like fencing, demountable school buildings, the power house, donga dwellings, various sheds and septic tanks would be buried "on-site".

    Balanggarra Aboriginal Corporation chairwoman Cissy Gore-Birch Gault said the news was a devastating blow to former residents who now lived in Wyndham, Kununurra and Kalumburu but wanted to "return to country".

    "The State Government are trying to stop people from returning to country but people are going to return whether they like it or not," she said.

    "Whether there's water or electricity, people were talking about how there was none in the 1970s when they went back and people are willing to try and do that again."

    She said people wanted negotiations with the State Government and Aboriginal Lands Trust to get the land transferred to the traditional owners.

    "We had a meeting with Oombulgurri people the other week and they all want to go home - there's connection to country," she said.

    "There are a lot of memories and a lot of stories; we are talking about two or three generations of people and that's all going to be demolished by this decision."

    PATCO ridership drops 6 percent - June 26, 2014 by Mr HomeBuilder

    For the first four months of 2014, PATCO ridership was off by 6.2 percent from the same period in 2013, with just more than 3.3 million riders, down from about 3.5 million.

    PATCO had enjoyed growing ridership almost every year for more than a decade, but that ended last year.

    Ridership slipped slightly, to about 10.5 million passengers, from 10.6 million in 2012, the highest since 1999, according to PATCO's most recent tabulations.

    The current construction also has reduced car and truck traffic on the bridge, as lane closures have caused traffic backups into Philadelphia and Camden.

    Vehicle traffic was down by 4.5 percent, or 264,000 vehicles, for the first four months of 2014, compared with the same period in 2013. That resulted in $1.4 million less in toll revenue.

    Thursday was Day 17 of a planned 60-day closure of the PATCO track on the south side of the bridge, as part of a two-year project to replace tracks, signals, and other components.

    Ninety percent of the demolition on the track is complete, Mike Venuto, chief engineer for the Delaware River Port Authority, said Thursday.

    Next is repair of steel beams, sand-blasting, and painting, before installing new concrete to support the new rails and equipment, Venuto said.

    Construction is on schedule to permit the south track to be reopened in early August, he said.

    Then the track on the north side of the bridge will be closed for 50 days to permit similar demolition and construction there. The entire project is slated to be finished by early 2016.
