    Bay Bridge demolition cost rises amid complications - September 9, 2014 by Mr HomeBuilder

    OAKLAND -- No one ever said it would be easy to tear down a 78-year-old bridge spanning halfway across San Francisco Bay.

    Ten months after workers began dismantling the old eastern span of the Bay Bridge, drivers crossing the gleaming new bridge are rewarded with spectacular bay views where the steel truss structure once blocked their sightlines. But project costs for the painstaking demolition are rising amid construction, permitting and environmental uncertainties.

    The massive project was six months behind schedule before it even began, thanks to resources reallocated to its $6.4 billion newer sister to make sure the new span opened in time for Labor Day last year. Bridge operators pumped in $12.7 million extra for the demolition to make up for lost time and get it back on schedule for a 2018 or sooner completion.

    And then there are the birds.

    Hundreds of cormorants have refused to leave their hangout spots under the old bridge, threatening to cause expensive delays.

    Despite those problems, bridge operators said the project is back on schedule, and they are working hard on measures to hold down the new $271 million estimated cost of demolishing the 2.2 mile-long span. By the time they are finished, crews will have removed more than 58,000 tons of steel and 245,000 tons of concrete.

    "Things are going well overall," said John Goodwin, a spokesman for the Bay Area Toll Authority, collector of bridge tolls to finance the project. "But there are definitely some challenges and uncertainties in taking apart a bridge piece by piece in a bay environment."

    For every potential savings another potential costly delay pops up.

    Big bucks might be saved if five of the bridge foundation piers can be left in place and turned into public recreation piers, a plan environmental regulators must approve.

    A court is a form of tribunal, often a governmental institution, with the authority to adjudicate legal disputes between parties and carry out the administration of justice in civil, criminal, and administrative matters in accordance with the rule of law. In both common law and civil law legal systems, courts are the central means for dispute resolution, and it is generally understood that all persons have an ability to bring their claims before a court. Similarly, the rights of those accused of a crime include the right to present a defense before a court.

    The system of courts that interpret and apply the law are collectively known as the judiciary. The place where a court sits is known as a venue. The room where court proceedings occur is known as a courtroom, and the building as a courthouse; court facilities range from simple and very small facilities in rural communities to large buildings in cities.

    The practical authority given to the court is known as its jurisdiction (Latin jus dicere) -- the court's power to decide certain kinds of questions or petitions put to it. According to William Blackstone's Commentaries on the Laws of England, a court is constituted by a minimum of three parties: the actor or plaintiff, who complains of an injury done; the reus or defendant, who is called upon to make satisfaction for it, and the judex or judicial power, which is to examine the truth of the fact, to determine the law arising upon that fact, and, if any injury appears to have been done, to ascertain and by its officers to apply a legal remedy. It is also usual in the superior courts to have attorneys, and advocates or counsel, as assistants, though, often, courts consist of additional attorneys, bailiffs, reporters, and perhaps a jury.

    Explosion burns demolition worker at former Frenchtown pulp mill - September 9, 2014 by Mr HomeBuilder

    FRENCHTOWN A demolition worker was burned Monday morning when cornstarch dust exploded while crews were tearing down a storage tank at the former Smurfit-Stone Container Corp. pulp mill in Frenchtown.

    Mel Holtz, public information officer for the Frenchtown Fire Department, said the injured worker was using a cutting torch on a hopper that once stored cornstarch used in the paper-making process when the dust ignited.

    Frenchtown Fire quickly contained and extinguished the fire, Holtz said. The burned man was taken to St. Patrick Hospital. The extent and severity of his injuries are not yet known. His name has not been released.

    Holtz said there are but a few buildings left at the site of the former mill. The demolition crew worked for a private contractor hired to dismantle the remaining structures by the propertys owner.

    Missoula Rural Fire and Missoula Emergency Services also responded to the scene. Holtz said the regional hazardous materials team also was called to the site to confirm what chemical ignited the fire. They were able to take samples and determine that the powder was cornstarch.

    Since Smurfit-Stone closed its Frenchtown linerboard plant in January 2010, there have been several accidents associated with its demolition.

    In January 2012, demolition worker Douglas Dove was seriously almost fatally injured when a 4-by-11-foot slab of sheet metal fell on him. That summer, a fire broke out in a debris pile after starting in walls caked with wood dust and chips.

    A number of other, smaller fires also have been reported in the years since. Demolition work continues.
