KNOXVILLE (WATE) - Work on Knoxville's Fort Dickerson Park is set to continue this week with the demolition of a building near the park's entrance.
Abatement of the G & R Automotive Building was set to begin as soon as Monday. Once that is complete and a demolition permit is approved, demolition will begin.
The city took ownership of the property from the Aslan Foundation on July 31. City officials say the demolition will allow more landscaping at the new Fort Dickerson Park entrance.

DEMOLITION machines began knocking down buildings at Pershore college today (Monday, Oct 6) as they make way for a state of the art 5.8 million redevelopment.
A crowd gathered as the first of the buildings was brought to the ground in what was described as a "fantastic milestone" for the college.
When it is finished the 5.8m scheme will see the college transformed with a new contemporary glass building housing a science and technology centre, collections house, teaching rooms and project spaces and extensive research and development facilities.
The new building, which will replace old and now unused facilities, will also provide a stunning new reception area for the college and a viewing gallery over the collections house below.
The cash injection for the project came from a successful bid for millions of pounds worth of funding from the Skills Funding Agency to undertake the work.
Tamsin Jones, principal at Pershore College, said: "This is a fantastic milestone for us. Seeing the old buildings being knocked down marks the end of an era, but our students and staff are all so excited about the new redevelopment which is going to replace them."
Pershore College is well know in its field offering a range of courses in horticulture, floristry, landscaping, arboriculture, food and drink, conservation, animal welfare and management, veterinary nursing and motor vehicle maintenance. Training includes further and higher education, work-based learning and short courses.
The principal added: "This stunning new building will ensure we remain at the forefront of the horticulture industry and our students will be able to learn using the latest technology, providing them with a competitive advantage when they begin their careers in the industry.
"It was great to welcome our local partners to the demolition today to help us celebrate this milestone as they have been so supportive throughout the process."
The new developments are due to be completed by September next year but current college activities and facilities for students will be unaffected during the works.

More than 500 homes at Londons Battersea Power Station, designed by Gehry Partners LLP and Foster & Partners, will be offered for sale this month. Prices start at 495,000 pounds ($790,000) for a studio apartment.
Battersea Power Station Development Co., owned by Malaysian companies including SP Setia Bhd. and Sime Darby Bhd., will eventually build more than 1,300 homes designed by the architects close to the defunct power plant, where part of The Dark Knight movie was filmed. Two-bedroom apartments in the new development phase are priced from 1.2 million pounds and four-bedroom homes will cost at least 3.2 million pounds.
The owners of the site on the River Thames are trying to turn the district into a prime address. London home values fell month-on-month for the first time in two years in September and further modest declines are likely as demand for housing slows, according to researcher Hometrack Ltd.
This is an opportunity to be right above Londons newest pedestrianized high street and at the impressive gateway to the power station, Rob Tincknell, chief executive officer of the developer, said in a statement. The designs from Foster & Partners and Gehry Partners are unique.

THE Department of Interior and Local Government (DILG) released updated guidelines for all local government units (LGU) in requesting police assistance during a demolition.
The guidelines will help LGUs to maintain order and prevent hostility and violence when executing evictions in accordance with the Urban Development and Housing Act (UDHA).
This set of guidelines is intended to safeguard from hostility and violence, not only the affected and underprivileged and homeless citizens, but also the representatives of government agencies and police personnel involved in the demolition or eviction, the guidelines read.
Effectivity
In a copy it furnished to the Cebu City Council, DILG Memorandum Circular 2014-82 issued by DILG Sec. Mar Roxas states that the guidelines in requesting police assistance will take effect if the demolition is a court order or through an executive order.
Before police assistance will be provided to the requesting party, the proponent will be required to write a formal letter addressed to the chief of the Philippine National Police or to its regional director at least 10 days before the schedule date of demolition.
Documents such as a certified true copy of the court or administrative orders and a certified true copy of the certificate of compliance on demolition or eviction issued by the chairman of the local housing board shall be also be attached to the request letter.
The memorandum further requires the LGU to conduct a pre-demolition conference upon the receipt of formal request.
Preparation
The Presidential Commission for the Urban Poor (PCUP) is also directed to prepare and serve notice of pre-demolition conference to DILG, PNP, Department of Social Welfare and Development (DSWD), National Housing Authority (NHA), Commission on Human Rights (CHR), the local housing board of the concerned LGU, representatives of the affected families, the landowner (if the property is privately owned), representative of the court who issued the order and other concerned agencies.

The wrecking ball is gathering dust.
Some 210 blighted vacant homes were demolished in Lorain County last year, but just 15 this year, according to Pat Metzger, assistant director of the county land bank and Lorain County Port Authority director. Frustrated county and local officials say new, more complicated rules in obtaining federal money have delayed demolitions, but theyre on schedule to obtain $3 million for knockdowns.
Demolishing blighted buildings as soon as possible is a top priority, officials say. Besides being magnets for arson, drug activity and vandalism, local communities often are forced to maintain the homes with taxpayers footing the bill.
Previously, cities could receive demolition money by condemning buildings. The money came from Moving Ohio Forward, a state program using federal money from a settlement between the U.S. Department of Justice and the six major big banks for their abusive and fraudulent mortgage practices that triggered the housing collapse, 2008 Great Recession and a foreclosure explosion that decimated neighborhoods nationally.
One in every 622 homes in Lorain County was in foreclosure in August, according to Realty Trac, a real estate website. The rate was significantly higher than the 1 in 840 Ohio rate or the 1 in 1,126 national rate.
A program named the Hardest Hit Fund is paying for the latest round of Ohio demolitions. The $3 million is from $60 million in demolition money from the U.S. Department of the Treasury, according to Doug Garver, executive director of the Ohio Housing Finance Agency, which is distributing the money.
But the land bank, officially known as the Lorain County Land Reutilization Corp., must first take title to the properties to be reimbursed for demolitions. The county submitted about 300 homes to the agency in January for demolition, Metzger said. The agency approved demolishing 120 in March and awarded $3 million to the county.
Under the program, the county will be reimbursed up to $25,000 per demolition. All properties must be blighted, and vacant for the county to be reimbursed.
The county has until March 31 to acquire title to 60 of the homes. All must be acquired by Sept. 30. All demolitions must be done by the end of September 2017. Last month, just two of the first 60 homes had been acquired, but Metzger said hes confident the deadlines will be met.

CLEAR LAKE | The City Council approved a professional services agreement with Veenstra & Kimm, a Mason City engineering firm, Monday night to facilitate the demolition of the water tower near Four Winds Drive.
The decision put an end to speculation about a Clear Lake man's proposal to renovate the 250,000-gallon multi-legged water tower into a private home.
Alvin Stecker, Clear Lake, told the council Monday night that he wanted to turn the tower into a personal residence for himself.
"All I am asking for is to be good neighbor to those in Four Winds," he told a large contingent of Four Winds residents and the City Council.
Council action came after approximately half a dozen Four Winds neighbors expressed concern about how the project might affect their property values, stall traffic with gawkers seeking to get a look at the water tower home and how fire and police would access the property 105 feet in the air in the event of an emergency.
The professional services contract calls for design, bidding and construction services related to the demolition of the north water tower. The total cost of the agreement is not to exceed $16,200.
The council approved the agreement 3-1 with Jim Boehnke casting the dissenting vote. Boehnke asked the council to table the issue and conduct a survey to see what the citizens of Clear Lake wanted done with the tower. Councilman Dana Brant was absent.
The new northwest water tower is set to be completed by November and brought online in December. Demolition of the existing tower will involve the deconstruction of the tank and legs, removal of the concrete foundation, capping the existing water main and restoration of the site.
The plan is to put the project out for bids in January with demolition beginning in February.
