Demolition work begins on 156 squatter houses
KOTA KINABALU: An eight-day demolition work on 156 squatter houses at Kg Lobou in Menggatal here commenced after a one-month grace period ended Friday.
It was learnt that the squatter settlement comprised foreigners, a majority with documents, and a few locals who turned the Housing and Town Development Board (LPPB)-owned land into their home over the past two years. Prior to the demolition works, an integrated operation led by the police was conducted on Sept 10 where those without documents were rounded up by the police before being sent to a temporary detention centre. City Hall Enforcement Director Abdul Mukti Muchlish said the demolition was a follow-up operation where illegal structures in the area are to be taken down, adding that they issued a seven-day eviction notice on Sept 11. It was learnt that 44 squatters appealed for a three-month grace period. However, they were only allowed a one-month grace period from Oct 14 following negotiations with the landowner, after which all illegal structures are to be demolished and cleared of squatters. No untoward incidents were reported on the first day of demolition work with many squatters seen cooperating by dismantling the structures themselves. "We do not encourage squatter settlements and have advised squatters to find proper accommodation instead of building their homes in such settlements," said Abdul Mukti. He urged those with information on squatter settlements to channel information to the City Hall Enforcement Hotline at 088-521700. To date, a total of 2,973 illegal structures have been demolished by City Hall since 2010.

AFTER the tension-filled demolition of their makeshift huts, around 50 residents of a creekside settlement in Sitio Mahayag and Sitio Mahusay, Barangay Subangdaku marched to the Mandaue City Hall and aired their frustrations.
They threatened to camp out in the plaza in front of City Hall until Mayor Jonas Cortes assure them they can build their houses near their livelihood or given a proper relocation site or financial aid.
Speaking on behalf of the Barangay Subangdaku residents, lawyer Aaron Pedrosa of party-list Sanlakas said the residents were not given due process when their homes were demolished last June and last October.
He said notices sent by the City Legal Office only involved owners of dwellings within the three-meter easement of Mahiga Creek, but houses outside the easement had also been torn down.
There should be a separate notice for those living outside the three-meter easement, as well as a separate pre-demolition conference and other processes required before any demolition takes place, Pedrosa told reporters.

City Legal Officer Giovanni Tianero, in a separate interview, denied that the notices he issued in 2011 and 2014 were only for residents living within the three-meter easement.
He showed reporters two notices, which ask residents living in danger zones in Sitio Mahayag and Sitio Mahusay to vacate the areas.

Homeless residents demand well-placed relocation

A drizzly day didn't stop the demolition of the old Del Monte building. Nor did the discovery of a large opening on G Street leading under Tulare Street.
Kathy Omachi of Chinatown Revitalization Incorporated believed the entrance may provide proof an elaborate tunnel system existed.
"It proves that we're not crazy," said Omachi. "It proves that we're a determined group and that we have a valid story to tell and to preserve. It's extremely important for the Valley."
Omachi wanted to have the site documented and inspected. She's worried it will be quickly filled in.
"If we don't fight for our history then there's no one that's going to fight for our children's history and this one is so tangible," explained Omachi. "You can touch it, you can drive around it and that it exists. It's not just off of a page in a book. It's not a grainy photo. It actually exists."
Karana Hattersley-Drayton is the Historic Preservation Project manager for the city of Fresno. She said a Sanborn Insurance map dating back to 1919 documented how the tunnel was used.
Hattersley-Drayton said, "That was an old conveyer belt system, utility if you will, to move raisins from one side of the street to the other side underneath the street for the Pacific Seeded Raisin Company."
Elizabeth Jonasson of the High Speed Rail Authority said, "We are aware of the underground conveyance system located at the Del Monte demolition site and we have documented it during our archeological investigations."
But Omachi remained unconvinced. "This time we just want to document it and let people know that yes the area really is honeycombed by tunnels."
