The next phase to tear down the old Bay Bridge has been postponed for three months.
Caltrans said Monday that the deadline to submit and open bids for the second of three big contracts on the $271 million demolition job has been pushed back from November to February.
Four potential bidders told Caltrans they needed more time to study the complicated job of tearing down the deck, support beams and steel trusses and upper piers on most of the bridge. Work already is well underway on the most westerly portion of the demolition -- removing the cantilever and other sections near Yerba Buena Island.
"The contractors wanted more engineering time to study the contract," said Caltrans spokeswoman Leah RobinsonLeach. "It's a very complex job to take down a bridge."
Another tricky part of the job will be finding a way to prevent cormorants and other birds from making homes at traditional nesting sites on old east span areas when demolition contractors need to work there.
Because state and federal wildlife rules bar disruption of nesting birds, the demolition project could become costlier and take longer if the birds are around at the wrong time.
Still, opening the bids three months later won't put birds and demolition crews at odds in the 2015 nesting season, Robinson-Leach said.
Crews on the second demolition contract will do planning and setup during the spring and summer nesting months in 2015, and not start tear down work until fall, Robinson-Leach said.
That gives the contractor time to come up with a plan for keeping the birds away during the 2016 nesting season, which is usually between February to August.
John Goodman, a spokesman for the Bay Area Toll Authority, said the potential presence of nesting birds on the bridge remains a risk that could drive up demolition costs.

SAN FRANCISCO (KCBS) The demolition of the Bay Bridges old eastern span will be delayed for at least six months because of nesting birds that refuse to vacate the structure, a transportation official told KCBS.
The plan was to build new nesting areas on the new eastern span for the hundreds of cormorants, that have called the old span home for as long as its been standing, but that has not gone accordingly.
Despite installing mirrors, installing recording devices to make it look like there are a bunch of birds already therethose birds have not been fooled, Metropolitan Transportation Commission spokesman John Goodwin said. We need to take what are known as additional bird mitigation measures and that may include more extensive use of netting.

While the work to demolish the bridges cantilever sections continues, work to tear down two other truss sections will be delayed until Caltrans can come up with another plan. Goodwin said that, currently, they dont have another other ideas on how to get the birds to moves.
We originally thought we would open bids for the second phase of the demolition during this month of 2014 and thats been pushed out at least until February, Goodwin said.
This will add more costs to the project that already has incurred overruns.
Goodwin also said that work to demolish underwater piers that hold the up the structure may also be delayed because they cannot do the work while fish migrate through the waters underneath the old span.

The Illinois Appellate Court has put a hold on the order to demolish the bleachers at Crystal Lake South High School until the state Supreme Court weighs in on the issue.
If the Supreme Court takes up the school's appeal to keep the bleachers, the appeals court stay will remain in effect until the high court rules. If the Supreme Court does not take up the appeal, the stay will be lifted.
The ruling issued Friday means that the Dec. 1 deadline to begin demolition is no longer in effect, unless the Supreme Court rejects the case before then.
McHenry County Circuit Judge Michael Chmiel has ruled that Community High School District 155 violated local law by building the bleachers, which are significantly larger than the stands they replaced, without getting zoning approval from the city of Crystal Lake.
The district previously lost an appeal of that ruling. But the school board last month asked for a stay of Chmiel's ruling to start the tear-down by Dec. 1, district spokesman Jeff Puma said.
"It's a very serious and complex issue that affects every district, not just 155, so the Supreme Court's ability to weigh in and provide a definitive ruling is extremely important for our district and other schools," Puma said.
The bleachers were used for home football games and gym classes in the fall, and if they remain standing will be used in the spring for track, physical education and graduation ceremonies, the spokesman said.
The school board will weigh the matter at Tuesday's board meeting. Puma said the board may consider various options, including the cost of a complete tear-down, a tear-down and reconstruction or moving the bleachers to another school.
Residents whose homes are dwarfed by the adjacent bleachers including State's Attorney Lou Bianchi and his wife, Jean, and Jeff Gurba and his wife, Kim filed suit against the school district after it built the stands in summer 2013.
Attorney Tom Burney, who represents the residents, said the district still faces a standing order to undergo the city zoning process but is appealing that decision as well.

MEDFORD, Ore. The demolition of Kims Restaurant is underway. On Monday, construction crews were on site sorting through scraps and gutting the building. They said they were trying to recycle what they can. Tearing down it down could take up to a month.
The Coquille Indian Tribe currently owns the land and is planning on building a casino there in the future. Before that process can take place though, the status of the land must be changed through the federal government and approved by the Bureau of Indian Affairs. However, before any of that can happen, the tribe must conduct an environmental impact study.
Any impact that this project might have on the community will be studied, addressed, if there are problems we can address that and maybe find solutions, said Ray Doering, Director of Corporate Communications for the Coquille Indian Tribe.
The study could take anywhere from 18 months to five years to complete. If everything goes as planned, the next step would be to build a casino on the land where Roxy Ann lanes sits now and use the area of Kims restaurant for parking.

GARY- A multi-million dollar demolition project is on schedule, said the city official heading the charge to rid the city of abandoned buildings.
Redevelopment Director Joseph Van Dyk also said his demolition team has hired a Chicago firm and a politically connected local attorney to move the project along.
The demolition team is working with a $6.6 million grant from the U.S. Treasury Department, funneled through the State of Indiana, to tear down up to 500 structures throughout the city.
So far, about a dozen homes in the Emerson and Aetna areas have been torn down, with more on the way as state officials finalize their reporting mechanisms and other administrative details, Van Dyk said.
Its a new program, and a lot of the reason we have to hurry up and wait is the state is figuring out the reporting mechanism and other administrative details, Van Dyk said. Were ready to roll with tearing down more when we get the OK from the state
Part of the challenge is getting clean titles to the properties the city wants to raze, he said. To that end, Van Dyk said his team has hired Kevin Smith, of Smith Sersic LLC, in Munster, to get those properties from county tax sales.
