Blizzard has revealed what it expects will be the final balancing patch of the closed beta, making a number of changes to help the overall variety of deck building.

It's biggest change in this patch is to Pyroblast, which is now a 10-mana cost, meaning it is the only card you can play once you've aquired the maximum mana.

This will please many players who often come up against Pyro builds as they delay the game as long as possible to get the points necessary for the heavy-hitting spell.

Other changes include Slyvanas Windrunner, Unleash the Hounds and everyone's favourite 'draw a card' card Novice Engineer. Take a look at the changes in full below, as detailed by Blizzard's community manager Zeriyah.

Unleash the Hounds mana cost is now 2 (down from 4)

Pyroblasts mana cost is now 10 (up from 8)

Blood Imp is now a 0/1 and now reads: Stealth. At the end of your turn, give another random friendly minion +1 Health.

Hearthstone Beta Patch Nerfs Mage Decks

The legal decks have been cleared for selling remaining Government stake in Hindustan Zinc Ltd. This sale can fetch over Rs 15,000 crore.

Hindustan Zinc has ceased to be a Government company for almost a decade. One way could be to sell the shares in the open market if the prevailing market (price is) considered to be fair, the Attorney General G.E. Vahanvati said in his opinion communicated to the Law Ministry. He also mentioned that this would be a policy decision which has to be taken after considering all the facts and circumstances.

This means the Cabinet Committee on Economic Affairs (CCEA) can now take a final decision for selling remaining stakes through the open auction method. Such a method will invite various bidders and those bidding high will get shares. This will lower the pressure on the Government which is struggling to meet the the disinvestment target of Rs 40,000 crore and residual stake target of Rs 14,000 crore. Till now, the Government has got less than Rs 3,000 crore under disinvestment and yet to open account in residual stake sale target.

According to sources, the top law officer informed that he did not have to consider the question of amendment of the Acquisition Act and the fact that the CBI had filed a preliminary inquiry on the original disinvestment in the HZL. The company was strategically divested to Vedanta group companies during 2002-03.

Hindustan Zinc along with Balco are now owned by Vedanta group companies. The Government currently owns 29.5 and 49 per cent respectively. The Government wants to exit from both companies. There were call options available for Vedanta but could not be exercised fully due to legal hurdles. Now, the Finance Ministry favours open auction method for selling residual stake in both companies. The Attorney General has already given its opinion for Balco paving the way for stake sale.

The sources also informed that the AG noted the submission by the Government that HZL is not a Government company on the basis of shareholding. Besides, the preliminary inquiry being conducted by the CBI is in original disinvestment in HZL in 2002-03 which has now become fait accompli, he said.

AGs opinion were sought after the Prime Minister called a meeting on December 3 to review disinvestment and residual stake sale matter.

Disinvestment is related with selling Governments stake in Central Public Sector Enterprises and residual stake sale refers to selling remaining stake in private companies which were once owned by the Government.

In the residual stake sale matter related to HZL and Balco, the Finance Ministry is being represented by the Law Minister Kapil Sibbal as the Finance Minister P Chidambaram P. Chidambaram has rescued himself from the exercise, having provided legal services to Vedanta in the past.

Charlotte Mayor Patrick Cannons parking management company, E-Z Parking, says it will change how it pays its city taxes after the Observer questioned why the company incorrectly filed business licenses on the roughly 20 lots and decks it manages.

A parking management company is required to pay a Business Privilege License tax annually on each lot or deck it operates. But E-Z Parking has licenses only for its headquarters and two decks in the past year and hasnt obtained separate licenses on all of its decks or lots for several years, according to a review of county tax records.

Cannon, the chief executive, and Jeff Feemster, the chief operating officer, said E-Z Parking wasnt aware it needed individual licenses for each lot or deck.

But both men said the company has paid its taxes on all of its revenue, and they said they are certain they dont owe the city of Charlotte any money. Ultimately, they say, the companys only error is the technicality of not obtaining a license for every lot.

We accounted for 100 percent of the revenue Im sure of that, Feemster said. We want to do things the right way, but sometimes you dont get things right.

County records show that E-Z Parking paid the tax on its home office at 312 W. Trade St. and two other decks.

Feemster and Cannon said they believed they were only required to have a Business Privilege License where they have an office.

The countys tax collector, Neal Dixon, said a business such as a parking management company would need to pay the tax on each lot it manages, regardless of whether it has an office there.

We are in the process of doing that now, Feemster said.

Revenue from the tax helps the city pay for police, fire, roads and sidewalks, among other services.
