The Port Harmon Industrial Facility is a busy spot these days, with Pennecon Energy working on the fabrication of one of the decks for a stand-alone concrete gravity based structure for the Hebron oilfield.
Gerald Costello, senior project manager with Pennecon, said the east and west portions of Deck 50 are moving along. The construction is underway in what was previously the Abitibi-Consolidated paper shed at Port Harmon in Stephenville.
Costello said next up is the fabrication of Deck 71 for the gravity based structure, for which the components arrived Thursday.
Sixteen management personnel and 35 craft persons are working on the project now, and Costello said within another month another management position will be filled and the craft personnel number will double.
The work may not stop at the completion of these two decks depending on the success of the fabrication, more decks could be built at the facility. Those would include the top deck elevation 118M and another deck below, 98M.
The gravity based structure will consist of reinforced concrete designed to withstand sea ice, icebergs and meteorological and oceanographic conditions.
It will be designed to store about 1.2 million barrels of crude oil.
The Bull Arm site is the primary construction site for the structure, which will support an integrated topsides deck that includes a living quarters and facilities to perform drilling and production.

SINGAPORE: The government on its own cannot be the final decision maker for the use of spaces within the community, but will have to work closely with residents and other stakeholders.
Minister of State for National Development Desmond Lee said this at a focus group discussion on Saturday.
The focus group was attended by some 40 people, including members from non-government organisations, grassroots leaders and representatives from other interest groups.
The discussion is part of the review of the Sustainable Singapore Blueprint, which sets out a framework for the next phase of the nation's development.
Parks and scenic spots allow Singaporeans to reconnect with nature, but the lack of amenities such as toilets and drinking water spots along the way may discourage some from fully utilising the space.
So some participants suggested opening food and beverage outlets run by non-government organisations, which in turn employ residents in the area.
One of the other issues that repeatedly cropped up was the under-usage of spaces such as those under fly-overs as well as void decks, and participants pointed out that tweaks in design, for example, could result in such spaces becoming a place of greater interaction in the community.
Some said the rows of fixed benches and chairs under void decks can be swapped for mobile furniture to create a more dynamic space.
Dr Chong Keng Hua, assistant professor of architecture and sustainable design at the Singapore University of Technology and Design (SUTD), said the space could be "a very adaptive environment that is more vibrant".
"So how can we make our place more secure and more vibrant for different groups of community at the same space? I think that's something we can look at in the future," he added.

The Bull Arm site is the primary construction site for the structure, which will support an integrated topsides deck that includes living quarters and facilities to perform drilling and production. A substantial portion of the topsides will be engineered and fabricated in this province, and the integration will be performed at the Bull Arm site.
Trades people on site in Stephenville include electricians, ironwork fitters and welders, labourers, carpenters, scaffolders and equipment operators.
Costello said modifications are being carried out to the Port Harmon Industrial Facility that involve installing two mega-doors in the end of building to remove the decks once they are constructed.

WEIRTON - The sights and sounds of America filled Weirton's Main Street Friday morning as the community celebrated Independence Day with its annual parade.
With a theme of "Independence Day - Red, White and Blue," hundreds lined the street, many of them getting there early to pick out a good spot to watch as local marching bands, floats, dance schools and cars made their way through town to observe the nation's birth and pay tribute to its military.
"We have about 69 entries," Parade coordinator Kevin Elias said.

The Lo-Fi Project from Wheeling was one of several bands during the Band Blast Friday at the Weirton Event Center. Sponsored by by Renaissance Weirton and also featuring the Semi-Supervillians and Led By Mercy, the bands were competing for $1,000 grand prize, with audience members casting votes for $1 per vote. Local businesses, including Hancock County Savings Bank, First Choice America Community Federal Credit Union and Mountaineer Casino, Racetrack and Resort, entered professional-grade floats this year, many decked out in red, white and blue or featuring symbols related the the nation's history.
Dance schools performed routines to patriotic music while members of local veterans organizations made their way down Main Street.
One new feature in this year's parade was the inclusion of some local bands who were taking part in the Band Blast competition later in the day.
"We have all three bands that are performing," Elias said.
Led By Mercy, the Semi-Supervillains and the Lo-Fi Project all performed while riding in the back of pickup trucks going down Main Street.

Chavan told MHCC officials that Bal Bhavan did not fall in the proposed gymkhana sub-precinct, so it should be permitted to be raised up to 25 metres
The two-storeyed Bal Bhavan at Marine Drive is finally ready to stand tall at a height of 24 metres with the Mumbai Heritage Conservation Committee (MHCC) giving the green signal after chief minister Prithviraj Chavan intervened in the matter.
At a recent meeting with Chavan, the MHCC agreed to permit the state government to raise the height of the building to 24 metres as opposed to the earlier proposal of 14 metres.
Speaking to dna on Sunday, V Rangnathan, chairman of the heritage committee, said, "We told the state government that the proposed heritage guidelines are lying with them at present. They should be approved with the modification that construction will be allowed at Bal Bhavan upto 24 metres. Once the modified guidelines are approved, we will sanction the project."
The MHCC had earlier refused to raise the height of the building stating that it fell in the proposed 'sub-gymkhana precinct'. It had asked the state government to reduce the height of the proposed development to two storeys (14 metres). The state government wanted to build a seven-storey building (35.10 metres) with a host of facilities for children's activities.
However, during the meeting at Sahyadri Guest house, Chavan told MHCC officials that Bal Bhavan did not fall in the proposed gymkhana sub-precinct, so it should be permitted to be raised up to at least the height of the adjoining Savitribhai Phule Girls hotels (24 metres). "As per Chavan's directives, the heritage committee agreed to raise the height of Bal Bhavan. We will soon submit the revised proposal plan," said a senior government official.
Tailor-made for kids Bipin Sankhe, the state's chief architect, told dna that the government plans to set up a host of facilities for children including a museum and auditorium. "We wanted to construct a big 500-capacity theatre and two small 180-capacity theatres. Now we have to manage within given space," said Sankhe.
The heritage committee has also asked the government to ensure that the building is spacious and precautions should be taken since the proposed project is for children. "There should not be any problems while manoeuvering the vehicles in parking area. The elevator should have a machine room and the proposed badminton court should be examined by the architect properly," said a heritage committee member.
