    Pre-schools feel the squeeze in void decks - March 9, 2015 by Mr HomeBuilder

    SINGAPORE: Long considered the default option for situating affordable, accessible childcare centres in the Republics heartlands, public housing void decks that are big enough or have the right layout to accommodate them are becoming increasingly challenging to secure.

    Although the demand for childcare continues to grow, adequate space is running out in older estates, while childcare operators said void decks in newer estates are smaller. A spokesperson for PAP Community Foundation (PCF), which runs 360 kindergartens and childcare centres here, said it has noticed a crunch in void-deck spaces since 2013, with spaces in new estates harder to secure.

    NTUC First Campus, which runs more than 110 My First Skool pre-school centres and plans to open another 10 this year, said it has had to combine four to six bays under the same or nearby blocks of flats for seven of its 22 new centres over the past two years to get around the space crunch.

    Late last month, Minister for Social and Family Development Chan Chun Sing, responding to a question in Parliament, acknowledged the shortfall in the number of childcare places in built precincts that lack void-deck spaces. His ministry has worked with the Ministry of National Development to ensure space is provided for in the new towns. More details will be given on other ways to address the lack of childcare places in estates without enough void-deck space for centres, he said. At a separate event, he also suggested that centres could be designed upfront onto the second floors of Housing and Development Board (HDB) flats or car parks.

    PCF said the crunch in void-deck space has been more evident in areas such as Punggol and Jurong West. (Void-deck spaces here) are either too small for development or reserved for community use, added its spokesperson. In areas where demand is high, it will look into expanding existing centres. PCF is exploring alternative spaces such as community centres ... and malls with integrated development, the spokesperson said.

    Agape Little Unis director Chris Lim felt the problem lies with how allocated void-deck spaces are not purpose built. I would like to see (a) more holistic and focused approach towards it. Not so much finding different corners to park a childcare centre, whether its (a) void deck (or) any other part that is a usable space, he said.

    Architect Ong Ker-Shing of Lekker Architects, which was commissioned by Lien Foundation to look into innovative design for pre-schools, said void decks often have structural walls that cut the space into pieces, which is not ideal. Indeed, in building some of its centres across several HDB blocks, NTUC First Campus had to build more kitchens, pantries and toilets at these locations, and faces the challenge of ensuring principals are within easy reach. It has also built centres on less conventional sites such as the former Serangoon bus interchange.

    Lien Foundation CEO Lee Poh Wah said a pre-school in a void deck can typically take about 80 to 100 children, which may not be the most economically efficient. In comparison, St James Church Kindergarten has an enrolment of 1,200, enabling it to be more efficient, he said, adding that there are about 1,500 pre-schools. In comparison, there are 182 primary schools.

    Asked about the void-deck crunch and plans to set aside second floors of HDB blocks for childcare centres, the Early Childhood Development Agency said it monitors local demand and works closely with the HDB to facilitate expansion of such capacity. In new estates with more young families, childcare centres are pre-built into new Build-To-Order developments to cater to demand ahead of time, said its spokesman. Alternative premises such as workplaces are being explored.

    The agency also said it is on track to meet the target of creating 20,000 new childcare places by end-2017.

    Review: 'Dead Wake,' by Erik Larson - March 9, 2015 by Mr HomeBuilder

    As the famed ocean liner Lusitania made its swift descent into the ocean off the coast of Ireland after being struck by a single torpedo from a German U-boat, a Canadian newlywed named Margaret Gwyer got caught in the flotsam of debris just flung into the ocean from the ships decks. She was sucked into one of the 24-foot-wide funnels that had once risen in giant splendor along the spine of the Lusitania, now sinking swiftly, like the rest of the ship, into the sea.

    Moments after Gwyer was pulled into the smokestack, a final eruption of steam from one of the engines far below sent her hurling right back out into the ocean. So blackened with soot that her own husband didnt recognize her when they were reunited, Gwyer nonetheless survived the tragedy.

    Of the many ways to tell the story of the sinking of the Lusitania, fans of Erik Larson, author of some of the best page-turning histories of the recent past (The Devil in the White City, In the Garden of Beasts, Isaacs Storm), will not be surprised to learn that he has chosen to place the narrative in the hands of those, like Gwyer, most intimately involved in the disaster. Gathering letters, diaries, ships logs and government documents, Larson sets readers not only with the passengers on the decks of the Lusitania, but at the periscope of the German U-boat that sunk her, in the mind of the lovesick Woodrow Wilson trying to avoid conflict with Germany and in the offices of the British Admiralty, whose neglect of the poor Lusitania was scandalous.

    Many will remember the sinking of the ship from long-ago history classes detailing causes of Americas entry into World War I. Few will recall specifics of the story. In early May 1915, a British ocean liner carrying nearly 2,000 people primarily a mix of Brits and Canadians with about 200 Americans onboard as well sailed from New York toward Liverpool.

    The ship was one of the great luxury ocean liners of its day. Lurking in the waters off the shores of Ireland, directly in the ships path, was a German U-boat, ready, willing and able to sink any British ship that passed.

    More than 1,200 people were killed when they intersected, and outrage against Germany ensued. But there were complexities to the story. Why had the Admiralty not sent destroyers to guard the Lusitania as it neared Irish waters? Why did it seek to blame the poor captain for the disaster? What would be the U.S. response to this blatant act of war?

    By choosing to tell a story that most people already know however vaguely Larson risks losing impatient readers who open the book anticipating an immediate bang. But stick with the innocents sailing on the luxurious decks of the Lusitania and Larson will eventually take you down the ships funnel and blast you right back out. Dead Wake is a fine book. Larson breathes life into narrative history like few writers working today.

    Raleigh's Parking Administrator Gordon Dash says a small percentage of drunk and rambunctious people who park for free in city-owned decks on nights and weekends are doing everything from vandalizing elevators, to leaving personal trash in the stairwells.

    "It started out great, but we're really finding that there's a revelry crowd, which is common with nightlife, which sticks around a lot longer than other folks when they go home, and they're the ones most responsible for what's happening in our parking decks," Dash said. "Broken bottles, there's also the human waste factor as well, unfortunately. Those things take a long time to clean up and the smells have to be dealt with. "

    "Elevators are often out of commission for days at a time and the ones who feel the brunt of that are the daytime customers who pay for parking and they expect a whole lot better service when they come in to work," he added.

    Dash is asking the Raleigh City Council to consider charging for parking on nights and weekends - anything from a $5 flat fee, to a $1 an hour.

    The city council has considered that fee before, and some say the City is now using this problem to justify the fee to help pay off debts.

    However, Dash says the problems are real, and instead of maintaining and repairing parts of the deck, maintenance crews have now become janitors.

    "About 60 percent of their duties now are on the janitorial and they were never expected to be that when they first started," he said.

    Based on previous figures, the City could stand to gain about $1 million in revenue if they charged a $5 flat fee for night and weekend parking.

    Dash expects city council to take up the issue again in their upcoming work session.
