SNOWMASS VILLAGE In the original review of the Base Village application undertaken more than a decade ago, elected and appointed officials conducted extensive studies, surveys and site visits before approving a project that was supposedly just big enough.
Too much commercial activity could create cannibalism among business owners, consultants told town representatives. On the flip side, an inadequate amount of retail and restaurant outlets wouldnt generate enough vitality to sustain a viable development.
As the Snowmass Village Planning Commission gears up to prepare a recommendation on the sketch plan application for the Base Village major PUD amendment, it is grappling with some of the same questions that were supposedly answered in the early 2000s, including what is the right size for the commercial component of this development?
That issue dominated Wednesday nights regularly scheduled meeting, with the projects master developer, Related Colorado, maintaining that less is more and commissioners questioning why they should allow a reduction in square footage of retail and restaurant space when only 40 percent of the entire project has been completed.
We dont need more businesses. We need more people, said Scott Calliham, operator of the Base Camp and Slice restaurants, in support of the developers request.
Calliham and two other owners offered testimonials about the challenges faced in a resort where businesses have just five months to make their annual income.
Commissioner David Rachofsky has remained the most steadfast in not allowing the reduction in commercial square footage, in part because of the unfinished nature of the project, but also because revenue projections for how much is being generated are currently falling far below estimates.
When the residential construction is complete, there will be plenty of people to patronize the retail and restaurant establishments, Rachofsky said.
Tim McMahon of Incline Ski Shop, who is a partner in Blazing Adventures, raised an issue that also seemed long settled by the original 2004 Base Village approval. While touting the mom and pop commercial businesses on the Snowmass Village Mall, he decried the specter of retail expansion in Base Village, admitting to being nervous if you start to add significant commercial space at Base Village.

Just four months after announcing the elimination of 30 positions because of declining enrollment, California University of Pennsylvania officials revealed the school's newly renovated presidential residence labeled by some on campus as The Palace.
The price for work in the home of interim Cal U President Geraldine Jones was more than $800,000, exclusive of labor and architectural services provided by university staff, according to school records.
University tradesmen did this wonderful work, Jones said as she and her husband, retired Hewlett Packard executive Jeffrey Jones, led a tour of their sprawling, 4,800-square-foot, two-story apartment in historic South Hall.
During the tour, Geraldine Jones adamantly defended the investment.
It is work that is meant to last for decades. This is an asset for the university, the same as when we restored other buildings on campus, Jones said.
But some students on the Washington County campus who have endured tuition and fee increases year after year are not quite as effusive about the yearlong project, which involved thousands of man-hours by four dozen university employees to install a commercial-grade kitchen; crystal doorknobs; an Italian marble entryway with sparkling beveled glass globe lights; a coffered ceiling featuring 196 cuts; and $57,000 worth of draperies for 33 new windows.
Senior environmental science major Samantha Hartman said, It's crazy to put all this money into renovations when we have to pay for printer paper and parking passes.
It's a lot of money for a residence for the president, said Annmarie Hayes, a senior pre-med major.
The head of the school's faculty union said the renovation, although pricey, is preferable to a plan offered during the tenure of former Cal U President Angelo Armenti to construct a new home for the university's leader.
If we're in a search for a new president, upgrading it was probably something that had to be done, said math professor Barbara Hess. You've got to have something attractive during a search, and I hear we're going to be in one very soon.

Churches have traditionally been the hub of the community, but one architectural firm in Collingwood has given a modern twist to this ageless concept.
ClarkeHopkinsClarke has made "Don't forget the church and community in urban design" ethos in its urban design. "Towns evolve differently from what they used to. Unless it's master-planned in, different uses such as churches often get overlooked. They don't get a voice at the table," said CHC partner Dean Landy.
"We're passionate about building strong communities. It's not just about the buildings. The main driver is 'Get a layer of culture and activation into town centres'."

What that means in practice is the church shares its facilities with a variety of local groups. It uses the building on the weekend, the peak time, and the locals during the week.

CHC, with 65 staff, turns 55 this year. The company has been a pioneer of this concept, which covers not only greenfield land in Melbourne's growth corridors, but brownfield sites where redundant buildings in light industrial areas are given a new purpose.
CHC has completed or is undertaking church projects at Hoppers Crossing (an old glass manufacturing plant was converted into a 700-seat auditorium with functions rooms and full commercial kitchens), Scoresby, Point Cook, Box Hill and Bundoora.
The churches are mixed denominations. Point Cook has a Church of Christ, whereas the others tend to be new Australian Christian churches, such as Apostolic, Hillsong and Planet Shakers. The buildings are not designed with religious architecture and paraphernalia. "They are appealing to a younger demographic, with contemporary music, art and performance, and cafes. They adapt to what today's younger culture wants," Mr Landy said. "Mainstream churches have an ageing demographic. As the church population ages, they are closing down." Mainstream church buildings are often transformed into apartments.
