TRURO A maximum budget of $60,000 has been set for the cost of the new low-emissivity ceiling planned for the Rath Eastlink Community Centre (RECC) to improve ice-making conditions.

But that expenditure should pay for itself within four to six years through reduced energy savings, Colchester County council recently heard.

And our ice would be better, our equipment would work less frequently and it would be the solution (to previous ice-making issues), Deputy Mayor Bill Masters said.

Now, that is the determination that those experts made, he said of architectural and engineering officials who were consulted on the issue.

The matter was raised by Councillor Geoff Stewart at councils last Committee of the Whole meeting in response to a call for tenders recently issued by the municipality for installation of a low-emissivity ceiling.

Is that something that we had discussed here that I missed, he asked, that we were going to fund or pay funds to put in a new ceiling at the RECC?

The decision to install the ceiling had actually not come before council but had been made by the RECCs project steering committee, which has the authority to approve capital expenditures at the facility.

The cost is to be split evenly between the county and the Town of Truro.

Masters, who is a member of the committee, said the low-emissivity ceiling will be similar to one installed at the Brookfield Sportsplex during the 1990s, which acts as a barrier from heat generated through the roof by the sun.

Council heard that the alternative to solving ice-making problems, which delayed the opening of the RECCs hockey rink last fall, would have been to install additional equipment that would have cost hundreds of thousands of dollars and added to the facilitys operating expenses.

The high efficacy LED downlights deliver up to 90 lumens per watt and are offered in 2700K, 3000K, 3500K and 4000K correlated color temperatures with a high color quality 90 color rendering index, satisfying Californias Title 24 compliance. The unique interchangeable beam-forming optics are available in Narrow Flood (25 degrees), Flood (40 degrees) and Wide Flood (55 degrees) options, which offer the ability to select a cone of light (beam angle) in proportion to the ceiling height. The products offer up to 73 percent in energy savings over the fixtures lifespan (based on six hours daily use at $0.115/kilowatt hour).

The fixtures incorporate Halos contractor-friendly installation features including Got Nail! bar hangers with pre-installed nail and integral T-grid clip, Slide-N-Side wire traps and quick-connects for tool-less wiring outside the junction box, as well as the Pass-N-Thru bar hanger feature for tool-less shortening of bars without removal from the frame. The products are damp location listed with a wet location listing for showers and outdoor covered patios using lens trims.

With the arrival of warmer weather and construction season, PennDOT is mounting ambitious plans for work on state-maintained roads in the Pittsburgh area.

District 11, which includes Allegheny, Beaver and Lawrence counties, will see 77 projects underway this year -- $272 million in construction. In Allegheny County alone, 133 miles of state roads will be paved or resurfaced.

Work is already being done on the Interstate 376/Parkway West improvement project, including reconstruction from Interstate 79 to the Fort Pitt Tunnel.

Drivers are bracing for delays and detours with so many projects planned for this year.

"When you're doing them all, that involves everybody. You can always take alternate routes, but I'm telling you, just one project at a time. That's my opinion," said Ruth Ann Henry, of Robinson Township.

A big traffic headache is coming this weekend. The Fort Pitt Tunnel outbound will be closed completely over the weekend for the removal of its ceiling. The closing from 10 p.m. Friday to 6 a.m. Monday will mean big delays for some people heading home from NCAA tournament games at Consol Energy Center.

"It's a hard decision. We know it's going to impact people leaving that event. But again, being that it's nestled right in the middle of the weekend, we really didn't have any options, other than not doing this work this weekend," PennDOT District Executive Dan Cessna said. "And looking at the busy sporting season coming up with Pirates and Penguins, and hopefully Penguins playoffs, we really had to bite the bullet this weekend."

A major new project will start late this summer: the rehabilitation of the Liberty Bridge. Eventually, it will bring the closing of each of the four lanes, one at a time, over the course of the work, but the lane closing won't come until 2016. For the majority of next year, only three lanes will open on the bridge.

NEW YORK Installation of the World Trade Center transportation hub's vaulting glass ceiling is scheduled to begin Monday, as the final touch of one of the site's most distinctive features, set to open this spring.

More than 35,000 square feet of glass will allow the sun to shine down on PATH and New York City commuters between the arching concrete beams, or "ribs," of Santiago Calatrava's whimsical mass transit depot. The design has been likened alternately to a colossal bird in flight and a stegosaurus crouching near the base of the 1,776-foot 1 World Trade Center tower.

Installation of over 700 glass panels measuring 5' X 10' will take three-four months, a spokeswoman for the Port Authority of New York and New Jersey said today. Enclos, a firm specializing in large-scale glazing projects, will do the work.

As the ceiling is installed, access to and throughout the hub will continue to open in phases, the Port Authority said.

The entire hub, including the so-called "Oculus," a vast open space directly below the glass ceiling, plus 400,000 square feet of retail and dining space, is expected to be complete by the end of this year or early 2016.

The hub's latest price tag is $3.95 billion, $2.9 billion of which is being paid for by Federal Transit Administration funds, the Port Authority said.

"Lower Manhattan is one of the most historically significant and vibrant urban neighborhoods in the world, and the World Trade Center Transportation Hub will provide the transit interconnectivity residents and visitors need," Port Authority Executive Director Pat Foye said in a statement.

Installation of glass ceiling panels to start Monday at WTC transportation hub

TRURO - Two years after opening, officials with the Rath Eastlink Community Centre have issued a request for quotations on a new ceiling over the ice surface.

The Municipality of Colchester County has the tender on its website - the tender is the supply and installation of a low emissivity ceiling over the ice surface in the Community Credit Union Arena.

The new ceiling would reduce radiant loads on the ice surface and it is anticipated it would improve the ice quality while reducing energy consumed through the ice plant system.

To avoid as much disruption as possible to the users of the facility, the installation will need to be co-ordinated with planned program activities at the facility.

The preferred installation period would be between July 1 and Aug. 1 this summer when the ice is removed, however, it isn't a necessity. The ice, says the tender, doesn't need to be removed so installation could also be done between 10 p.m. and 6 a.m. between April 1 and July 1.

Deadline for submissions is 3 p.m. March 25.

Karen Van Lengen and James Welty created a multimedia installation to encourage visitors to experience buildings like Grand Central Terminal not only through their eyes, but also their ears.

When you're walking around New York City, you probably won't find people looking up. Even the majestic main concourse of Grand Central Terminal can rarely stop a native New Yorker in her tracks.

But, tourists like Lidize Mora from Las Vegas are a different story.

"I love it! It feels like a palace. I can imagine people having a wedding here," she exclaims, gazing at the marble staircases under a cerulean-blue ceiling of the Beaux Arts-style building.

But a new multimedia exhibit at the Museum of the City of New York is encouraging visitors to experience architecture not only with their eyes, but also with their ears.

Karen Van Lengen, who created the installation with her husband, James Welty, says to really soak in a building, you need to listen to it.

"If you close your eyes, what you're going to hear are things that you can't hear with your eyes open," says Van Lengen, an architecture professor at the University of Virginia.

She recorded sounds in iconic New York buildings for Soundscape New York to capture sonic details like the tinkling of forks and knives from Grand Central's balcony restaurants. She says she hopes the installation will push people to stop, shut out visual distractions and think about the building they're standing in.

"It's not just about the image of buildings, or what the buildings look like," Van Lengen says. "It's what the buildings actually are, what kinds of life can go on in those spaces."
