Diseased or dying trees in Norwich which are chopped down will stand a greater chance of being replaced, following a rethink by council leaders.

Norwich City Council cut its tree planting budget by 60,000 in 2011, which left just 35,000 for planting trees in the citys conservation areas only.
It is a policy which has continued and which led to a petition last year.
People, including Green Party campaigners, urged the council to think again, saying trees needed to be replaced in other parts of the city, rather than just conservation areas,.
At a recent city council meeting, people living in St Philips Road, off Earlham Road, urged the council to replant trees which had been cut down and not replaced.
Rochelle Wilson, on behalf of residents, said: The situation is urgent and we know other areas would like trees too. We understand that there are financial pressures that the council is under, however we would like to know how we can work with the council to keep Norwich a healthy, leafy city.
And, in response, Keith Driver, the city councils cabinet member for neighourhoods and community safety, announced that the council had reconsidered its approach - so trees outside conservation areas would now be considered for replacement.

KIGALI
Rwandan Prime Minister Pierre Damien Habumuremyi has been dismissed and Anastase Murekezi appointed to replace him.
While the decision to replace Habumuremyi is not officially described as a dismissal, that is how it has been reported in local media.
And there has been no official denial that he was, in effect, fired on Wednesday.
The new prime minister, Anastase Murekezi, was sworn in Thursday, along with several new ministers.
Afterwards, President Paul Kagame said the Cabinet shakeup did not mean the replaced members were lacking in capabilities or achievements, and added they would continue to serve in other offices.
There had been media reports outside Rwanda that police were investigating the former prime minister and his family for possible links to the Rwandan rebel group FDLR, based in the eastern Democratic Republic of Congo.
"There are unverified allegations that one of the prime ministers relatives, who was in the FDLR, returned to the country without passing through the demobilization process," said Kigali journalist and commentator Gonzaga Muganwa, who has been following this story. "The allegations say the prime minister could have been aware of that and did not take appropriate steps.
But there has been no official confirmation of any such investigation.
Formerly the education minister, Habumuremyi had been prime minister since 2011. His departure was unexpected, says Gonzaga. "According to the media and public he was considered to be very active when compared to the previous prime minister, the one he had replaced," he said. "Habumuremyi was very active, very engaged on Twitter and other social media, engaging with the public and so on, so people had not expected that he would be removed so quickly. The new prime minister has raised his profile on Twitter since Wednesday, when he had 167 followers. By Thursday that figure had jumped to more than 2,000. Murekezi has a background as an agricultural engineer and was previously the public service and labor minister, and before that agriculture minister. He becomes President Paul Kagames third prime minister since 2000, and the countrys 10th since 1960.

Health issues: Former jailbird Jonathan Aitken was taken to hospital in excruciating pain after an operation
Jonathan Aitken, whose wife Elizabeth endured a massive brain haemorrhage last year, has suffered his own serious health scare.
Days after undergoing a routine hip replacement operation, the former Cabinet minister and jailbird was hit by pain so excruciating that he passed out.
I started having shooting pains and they got worse and worse, he tells me. I began to lose consciousness.
Aitken had been discharged from the private King Edward VII Hospital in Londons Marylebone which is used by the Royal Family five days after the operation.
He was recuperating at the mansion flat he shares with Elizabeth in South Kensington when the pain in his hips, thighs and legs struck him down.
The problem was that it was a Friday, he says. I had fallen into the black hole of Friday afternoon medicine: everyone had gone home.
The 71-year-old Conservative wanted to return to the King Edward VII, but no ambulance was available to take him.

Six in ten voters believe the reshuffle - which demoted Michael Gove and promoted several female ministers - was a step in the right direction for the Conservatives, ORB International survey shows
David Camerons Cabinet reshuffle has boosted the Conservatives chances at the next election as most voters give his new ministerial team their approval, a new poll shows.
The ORB International survey for the Telegraph shows that six in ten voters believe the reshuffle - which demoted Michael Gove and promoted several female ministers - was a step in the right direction for the Tories.
Some 59 per cent of people questioned backed the shake-up of ministerial jobs, while 41 per cent had doubts.
The reshuffle received the most positive response from Tory voters, 87 per cent of whom approved. And in a result that will encourage Downing Street, half of Ukip voters took a positive view of the shake-up.
Even 45 per cent of Labour supporters said the reshuffle was good for the Tories, according to the survey of 2,000 adults, conducted on Wednesday and Thursday last week.
The findings came as one of the ministers whom Mr Cameron sacked launched an extraordinary attack on his political opponents.

In an article for The Telegraph, Owen Paterson, the former Environment Secretary, says that he accepts the Prime Ministers right to choose his team but argues that the jubilant reaction to his sacking from green activists shows he was challenging them rather effectively.
Mr Paterson mounts a vigorous defence of his record battling the influence of green groups in Brussels, fighting Liberal Democrats in coalition over wind farms, and responding to the flooding of the Somerset Levels last winter.

Poll: David Cameron's reshuffle boosts Tories
David and I didnt fall out exactly. There was a constant friction. The worst of it was, some of his aides were briefing that I was going to be sacked all the time."
"I had a great row with them when they told the producer of Question Time that I was ill and they were able to provide a replacement. It never occurred to them that I could ring up the producer. She said: 'I'm told you are ill.' After that, I got even more freelance, he told the Observer.
Mr Clarke warned that the economic recover remains fragile, vulnerable to shocks and lacks a strong productive base necessary to compete.
"It's not firmly enough rooted on a proper balance between manufacturing and a wide range of services and financial services. I mean, we have this mystery of why we can't get productivity to start rising again."
He warned against triumphalism over a bit of cyclical upswing in the economy.
Mr Clarke said he is uncomfortable with personal attacks, as the Tories sharpen their message that Ed Miliband is unfit to be Prime Minister. This is a generational thing. One of the ways in which politics has changed which I don't find very desirable is the celebrity culture. The system gets more and more presidential."
He revealed Margaret Thatcher wanted to go to the American system of healthcare when he was his health secretary.
"I had ferocious rows with her about it. She wanted compulsory insurance, with the state paying the premiums for the less well-off. I thought that was a disaster. The American system is hopeless, dreadful."
In her memoirs, Mrs Thatcher disowned a leaked policy paper proposing education vouchers and medical insurance to provide private healthcare meaning "the end of the National Health Service", saying it was "total nonsense". However, subsequently released Cabinet papers suggests she commissioned and seriously discussed the proposals.
