The Governments beleaguered inquiry into historic child abuse could be ordered to start work without a chairman following Fiona Woolfs dramatic resignation last week, William Hague said today.

Mrs Woolf stood down on Friday after victims unanimously attacked her appointment over her links to the Tory peer Leon Brittan, who is accused of failing to act on a dossier of child abuse allegations as Home Secretary in the 1980s.

Her resignation came after the first choice to head up the inquiry, Elizabeth Butler-Sloss, quit the role in July because he late brother Michael Havers was Attorney General in Margaret Thatchers government.

When Jim Murphy announced that he was standing for the Scottish Labour leadership, and was swiftly installed as the favourite, it was clear that he would have to resign from the shadow cabinet. That is what he has done today, tellingPienaar's Politics: "I want to dedicate myself full-time to changing Scotland and changing the Scottish Labour Party.

"It's difficult to do that and to serve in the shadow cabinet, and therefore after talking to Ed Miliband over the past couple of days I've decided to stand down from the shadow cabinet."

It is doubtful that he leaves with much sadness. After being demoted from shadow defence secretary to shadow international development secretary in the last reshuffle, following his criticism of Miliband's stance on Syria, and being excluded from the election strategy group,he felt that his talents were being under-used.

Attention will now move to Murphy's likely replacement. One possibility suggested to me by several Labour sources isforMargaret Curran, the current shadow Scottish secretary, to fill Murphy's place with Glasgow Central MP Anas Sarwar, who resigned as Scottish Labour deputy leader earlier this week, taking her brief. But such a move would not impress development NGOs, who I'm told are angered by Miliband's use of the post as a consolation prize. They are feeling increasingly neglected by the Labour leader, who rarely mentions development issues and who has made few foreign trips.

If he wants to assuage their concerns, Miliband could promote the current shadow international development ministerAlison McGovern, who is well liked by the sector and is one of the most impressive of the 2010 intake. The promotion of McGovern would also put Miliband closer to achieving his ambition for women to hold 50 per cent of posts in his shadow cabinet (which, as I revealed over the summer, he is keen to meet before the end of the parliament). Another possible candidate mentioned by several sources isLuciana Berger,who has impressed since being shadow public health minister in 2013.

Route 72 in Bollinger County will be reduced to one lane as Missouri Department of Transportation crews perform shoulders repairs. This section of roadway is located from Old Route 72 to Route B.

Existing lanes of Route 67 from CR 323 to Route 160/158 will be signed as Route C. The north end of Route C (existing Route 67) will remain closed for about two months as work is completed at the intersection of Route 67, Route C, and CR 323.

Cape Girardeau County, MO

Route AA will be closed while crews replace a pipe under the road. This section of road is located between County Road 422 and County Road 266. Weather permitting, crews will be working on Tuesday, Nov. 4 from 10 a.m. to 1 p.m.

"The current bridge served the community well for many years, and even today it is structurally sound, Gov. Beshear said

GLASGOW, Ky (WBKO) -- Governor Beshear today announced funding for design to fast-track a much-needed replacement bridge on a roadway vital to three educational institutions in Glasgow.

The new bridge and approaches will take the place of a narrow, functionally obsolete span built in 1963 to carry KY 249 Roseville Road over the South Fork of Beaver Creek.

The bridge is between Roseville Roads intersections with Hilltopper Way and Trojan Trail, which together provide access to the Glasgow campus of Western Kentucky University and to Barren County High School and Barren County Middle School.

"The current bridge served the community well for many years, and even today it is structurally sound, Gov. Beshear said. But the needs of the community, especially the need for safe and efficient access to the high school, middle school and Westerns Glasgow campus, have outgrown the old bridge.

The Governor said he and the Kentucky Transportation Cabinet have committed $120,000 toward design of a new bridge. Funding for other phases of a replacement project right of way, utilities and construction will have to be provided in a future Kentucky Highway Plan. But the immediate commitment of design funding will give us a much-needed jump start on a new bridge, Gov. Beshear said.

This bridge has served our area well for decades, but the need to replace it is clear, so I want to thank Gov. Beshear, the Transportation Cabinet and my colleagues in the General Assembly for working with me to get that project underway, said Rep. Johnny Bell, of Glasgow. Like many others, Im looking forward to the day when this new bridge is complete. Im committed to making that happen as quickly as possible.

A lot of traffic comes into Barren County from this direction, and this proposal will really help open up KY 249, said Barren County Judge-Executive Davie Greer. We have worked with the Transportation Cabinet for a long time, and Im pleased to see this project, which is desperately needed, move forward.

I want to thank Gov. Beshear, the Transportation Cabinet and others involved in this project for investing in Glasgows future, said Glasgow Mayor Rhonda Riherd Trautman. The Highway 249 bridge project will improve the infrastructure and safety for those who travel this road for generations to come. It is a great example of the state stepping in to help meet the needs of the citizens of Glasgow.

The move is expected to lead to the country's first manufacturing unit of a military transport plane by the private sector. TOI was the first to report on October 26 about the possible tie up between Airbus and Tatas.

Airbus Defence and Space, a wing of the Toulouse based aircraft maker will team up with Tata Advanced Systems (TASL), a wholly-owned subsidiary of Tata Sons. TASL is the strategic aerospace and defence arm of the Tata group.

"The subsequent 40 aircraft will be manufactured and assembled by Tata Advanced Systems in India. This will include undertaking structural assembly, final aircraft assembly, systems integration and testing, and management of the indigenous supply chain," the statement said.

Experts say the government's move to raise FDI limit in the defence production is expected to witness several more tie-ups and provide a boost to domestic manufacturing as well as create jobs. This is also expected to improve supply of defence equipment. The Modi government has launched a massive "Make in India" campaign to raise the share of manufacturing and is seeking to ensure that the country emerges as a hub for quality low-cost manufacturing.

Several domestic players such as Mukesh Ambani's Reliance Industries to Mahindras and Bharat Forge have entered the defence industry, a segment dominated by imports.

"It is a landmark for the development of aircraft manufacturing capability in India, now that Tata Advanced Systems is poised to take this step towards building entire aircraft in India," S Ramadorai, chairman,Tata Advanced Systems was quoted as saying in the statement.

Airbus Defence and Space is a division of Airbus Group formed by combining the business of Cassidian, Astrium and Airbus Military and employs 40,000 employees. In August, the Union cabinet approved raising the FDI in the sensitive defence sector and opened up railway infrastructure to foreign firms. The cabinet had also decided that FDI beyond 49% would be allowed in state-of-the art defence equipment manufacturing, with technology transfer under Indian control and management.

Prime Minister, Shinzo Abes honeymoon with Japans voters is fading as scandals and a slowing economic recovery take a toll on his popularity and hinder progress on his policy agenda.

According to the Associated Press, the resignations of two ministers in Abes newly reshuffled Cabinet and reports that political funds of the replacement trade minister were used in a visit to a sex show bar were just the start.

Those reports got people digging into the riches to be found in publicly available political funding disclosures.

They show some lawmakers spending hundreds and often thousands of dollars a night on visits to restaurants and mahjong parlors, while ordinary households are struggling to keep up with rising costs for food, heating and other necessities.

The most recent opinion polls show Abes approval ratings slipping to around 50 per cent. They had mostly been in the 60s since 2013.

The controversies are unwelcome distraction at a time of sharpening divisions within the ruling party over whether Abe should press ahead with a sales tax hike next year that is needed to help fix the tattered finances of the worlds third-largest economy.

News of possible election law and political funding violations forced the resignations last week of Abes justice and trade ministers, both among the five women who had just taken office in the early September Cabinet reshuffle that showcased Abes commitment to stronger roles for women in leadership.

Its a serious setback. So much of the Abe Cabinets shine was due to its aura of invincibility and inevitability, said Michael Cucek, a Tokyo-based analyst and fellow at Temple University Japan.

Troubles over campaign funds and related issues have long contributed to Japans famous revolving door politics. Abes first term as prime minister, in 2006-2007, ended when he was driven from office by scandals and health problems after just a year.
